Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

    Expiration date: 8/25/2022

    Harry Rietze, Haines Packing Company, states the purpose is to expand the usable area of land so that additions can be made to the processing facility, while maintaining adequate emergency access. The applicant proposes to place shot rock to a depth of 9 feet along a 200-foot by 72-foot area (about 0.33 acre) below the high tide line. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated July 25, 2022.     Expiration date: 8/2/2022

    Native Village of Shungnak states the purpose is to replace the old community landfill with a new one for community expansion and to alleviate local concerns with the surrounding environment of the old landfill, that has been improperly managed, is overflowing and has a destroyed fence. The current phase (Phase II) of the proposed project includes the construction of the landfill access road.     Adam Trombley, Municipality of Anchorage (MOA), 4700 Elmore Road, 2nd Floor, Anchorage, Alaska 99507. Email: adam.trombley@anchorageak.gov; Telephone: (907) 343-7536, states the purpose is to construct a MOA Navigation Center facility to provide services for the homeless single adult population in Anchorage, including access to resources such as permanent housing, job training, drug rehabilitation, mental healthcare, and healthcare. The municipality is proposing to discharge 4,562 cubic yards of clean granular fill material in 1.10 acres of palustrine wetlands to construct an outdoor recreation area and parking space.     Ted Stevens Anchorage International Airport Alaska Cargo and Cold Storage, LLC states the purpose is to construct an energy-efficient cargo transfer and cold storage facility at TSAIA to help improve Alaska’s supply chain disruptions, protect Alaska’s food security, and build Alaska’s economy. The project would also provide a facility for goods from outside Alaska to be stored prior to moving to Alaskan communities. The project would grow Alaska’s economy by providing a much-needed climate-controlled facility for goods being transferred at and exported from the state. The project would be the first leasable facility in Alaska available to major air cargo carriers, which do not have the individual capacity to support the development of a facility of this size. Discharge approximately, 653,022 cubic yards of fill material (concrete, asphalt, base course, MOA Type II, Type III) into approximately 21.6 acres of wetlands to construct a new, 29-acre concrete pad to support a cargo storage facility building, airside and landside loading areas, outdoor storage, vehicle parking, eight (8) hardstands for aircraft parking, and emergency and maintenance vehicle access around the building. The total disturbed area will be 32.7 acres. All work would be performed in accordance with the enclosed plan (sheets 1-7), dated June 17, 2022.     Offshore Systems, Inc. (OSI), Jeff Savage, 2019 76th Place NE, Kirkland, WA 98034, states the purpose is to replace the OSI South Dock so that it can safely continue to provide important marine terminal services to commercial vessels. To remove and replace the existing South Dock of the Offshore Systems, Inc. facility over, and below, the high tide line and mean high water of Captains Bay, a navigable water of the United States. Work would include the removal of the existing 203-foot by 32-foot dock consisting of a wood deck, rail cars and 58 steel pilings, in addition to two mooring dolphins with catwalks, and the installation of 34 temporary 30-inch diameter steel guide piles and 32 permanent 30-inch diameter steel piles to support a new 266-foot by 36-foot concrete-panel dock with fenders.
