Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

    Turnagain Marine Construction states the purpose is to construct a new cruise ship berthing facility to alleviate pressure on the existing cruise ship dock. The project would involve in-water construction, including the installation of piles, to support a 500-foot by 70-foot floating dock, pile-supported mooring dolphins, 100-foot by 3.5-foot catwalk, 115-foot by 3.5-foot catwalk, pile supported float restraint dolphins, 154-foot by 15-foot transfer span, 262-foot by 44-foot pile supported mooring trestle, and a 552-foot by 24-foot pile supported approach trestle.     Alaska Department of Transportation and Public Facilities (Heidi Zimmer), Central Region, 4111 Avenue, Anchorage, AK 99519. The applicant states the purpose is to restore structural integrity, reduce congestion, and improve the drivability and safety of the Sterling Highway from mile post (MP) 157 to MP 169. The applicant requests authorization to discharge 109,800 cubic yards of borrow material, 3,800 cubic yards of stream substrate, and 700 cubic yards of riprap fill material into 14.5 acres (35,704 linear feet) of waters of the United States, including wetlands for the following highway improvements: a. Rehabilitate the roadway; b. Replace the existing culverts at North Fork Anchor River with a new bridge; c. Replace the Anchor River Bridge with a new bridge; d. Realign vertical and horizontal curves and modify grades to improve sight distance and upgrade the roadway to current highway design standards; e. Construct passing and climbing lanes; f. Improve turning movements and sight distance at intersections by construction of right/left turn lanes and realigning side roads; g. Widen shoulders; h. Install erosion control measures; i. Clear vegetation; j. Repair, replace or improve as needed existing culverts, including fish passage culverts; erosion protection; drainage facilities; utilities; guardrail and guardrail end treatments; approaches; signing; and striping. Email: The applicant states the purpose is to develop infrastructure to support air cargo operations at the ANC. The South Airpark Campus was specifically designated for development in the 2014 Anchorage Master Plan update. NorthLink Aviation has acquired a lease for the South Airpark Campus and is proposing to develop cargo facilities, which is planned for construction between the summer of 2022 and November 2023. NorthLink Aviation is proposing to construct cargo facilities at the South Airpark Campus of Ted Stevens Anchorage International Airport and provide parking spaces for air cargo freighters, taxilane connections to adjacent taxiways, and a cargo terminal facility. This would include a new aircraft parking apron, connector taxilanes to Taxiway Romeo and future Taxiway Zulu extension, blast fence(s), cargo terminal, fueling and glycol distribution/recovery facilities, ground service equipment/unit load device facility, ground service equipment and vehicular parking areas, road connection to South Airpark Place, retention basin and/or snow storage area, new security and perimeter fencing, a 25-foot earthen berm topped with wooded vegetation, and a retention basin would provide a location for stormwater collection from the new impervious surface and settle potential contaminants. The new aircraft parking apron would include an 80-acre paved surface with 15 hardstands equipped with in-ground fuel hydrants (supplied by transportation pipelines) and in-ground power connections. Taxilanes would connect the aircraft parking apron to the north/south Taxiway Zulu and to the proposed future east/west Taxiway Zulu expansion. A 90,000 square-foot warehouse and parking lot to support provide office facilities and serve as a terminal for cargo storage. A first-in-Alaska glycol recovery and recycling system in a structured directly adjacent/connected to the ground service equipment facility would also be constructed. All work would be performed in accordance with the enclosed plan (figures 1-2 dated February 17, 2022; figures 3-4 dated May 2022). The project site is located within Section 4, T. 15 N., R. 4 W., Seward Meridian; USGS Quad Map Anchorage A-8 and Tyonek A-1; Latitude 61.162816º N., Longitude 149.999417º W. From Ted Stevens Anchorage International Airport (ANC), east on International Airport Road, turn right at Jewel Lake Road going south, turn right at Raspberry Road.     Brett Nelson, Alaska Department of Transportation and Public Facilities (ADOT&PF) Northern Region, 2301 Peger Road, Fairbanks, AK 99709,, states the purpose is to reconstruct the Dalton Highway between MP 18 and MP 37 to improve highway safety and performance, bring the roadway up to current design standards, reduce annual maintenance costs, and improve drainage and fish passage where applicable. For the replacement of Hess Creek Bridge, the applicant’s stated purpose is to widen the bridge to accommodate passing commercial trucks operating at speeds of approximately 50 miles per hour. The proposed repairs and upgrades consist of 83.38 acres of permanent impacts from the discharge of approximately 672,201 cubic yards of fill and 23.84 acres of temporary impacts from the discharge of 5,418 cubic yards of fill into waters of the U.S., including wetlands, consisting of the following components as described in Tables 2, 3, and 4. Additional work associated with the proposed project includes the use of three materials sites located in uplands (Figures 15-b through 15-d, dated April 2022) and excavation of 66,350 cubic yards of material within wetlands. Work is proposed from October 2022 to October 2024. The beginning of the project is located at Dalton Highway Mile Post (MP) 18 at approximately Latitude 65.601411° N., Longitude 149.066394° W.; the end of the project is located at Dalton Highway MP 37 at approximately Latitude 65.759015° N., Longitude 149.375873° W. The project site can be reached by taking the Elliot Highway north out of Fairbanks, Alaska for approximately 82 miles to the start of the Dalton Highway and continuing along the Dalton Highway for approximately 18 miles, approximately 100 miles north of Fairbanks, Alaska. The current need has exceeded the capacity of the current location. The existing grocery store supplies 90% of the island’s population of essential food products. Due to supply chain issues and receiving all product via barge many times only once a week, a larger warehouse is needed. This project proposes to excavate 20663 cubic yards of existing material and place 4703 cubic yards of imported fill into 1.247 acres of Palustrine Emergent wetlands to install a driveway from Haugen Drive, additional parking, and a building pad to expand the existing development of the existing grocery store. The existing grocery store has exceeded its current capacity to adequately serve the community. The building pad would be used to expand the storage and warehouse capacity of the current building. The proposed development is split into four (4) separate sections. All work would be performed in accordance with the enclosed plan (sheets 1-7), dated April 2022.
