Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2016-206, Casa Del Sol Creek

    Expiration date: 7/11/2016

    City and Borough of Juneau stated purpose is to “subdivide a large tract of City and Borough of Juneau owned property in order to provide small residential lots to help meet the current demand for affordable housing. Juneau currently needs small developable lots to provide entry level housing in order to promote a healthy housing market. This property was selected in the Borough wide 2006 Buildable Lands Study and further investigation found this to be the most favorable location for development based on access, slope, size, wetland concentration, and utilities. The purpose is to invest public money; build roads, utilities, subdivide and clear lots in order to prepare them for sale and provide housing. ”City and Borough of Juneau requests authorization to discharge approximately 38,119 cubic yards of shot rock, 4,765 cubic yards of crushed rock and 1,588 cubic yards of sand and gravel fill material into approximately 9.47 acres of waters of the United States consisting of forested wetlands in order to construct a 60 foot wide boulevard, three 50 foot wide streets, and a 50 foot wide lane, 87 residential lots (cleared and prepped for home construction), underground municipal water, sewer, and electrical lines to each lot, a10 feet wide equestrian trail, and a 15 feet wide pedestrian walk.     Alaska Dept. of Transportation & Public Facilities (ADOT&PF) stated purpose is to improve safety and efficiency, and the structural integrity of the Sterling Highway, Mile Posts 58-79. Alaska Dept. of Transportation & Public Facilities (ADOT&PF) is proposing to discharge 40,666 cubic yards of fill material (riprap, Aggregate/Cement (A/C), concrete) into 6.4 acres of waters of the United States along the Sterling Highway, Mile Posts 58-79.     Expiration date: 6/22/2016

    Alaska Wildlife Conservation Center (AWCC) stated purpose is to provide safe accommodations for two large tour busses to pass on their driveway. Alaska Wildlife Conservation Center (AWCC) proposes to discharge an additional 1,939 cubic yards of fill into 0.55-acre of water of the U.S to widen a permitted driveway to 30 feet. All work would be performed in accordance with the enclosed plan (Sheets 1-3), dated April 6, 2016.   • POA-2014-533, Wasilla Lake

    Expiration date: 7/1/2016

    Greenstreet Investments, LLC's stated purpose is to construct a commercial/retail development on the two lots, which are located in a prime retail location based on the existing surrounding development. Excavate 71,000 cubic yards of silty loam soils eight (8) feet below ground, then backfill with 71,000 cubic yards of clean gravel into 5.45 acres of wetlands on two lots in order to construct a retail development consisting of two buildings, parking areas, and a septic system. On top of the backfilled area, and existing adjacent uplands up to 88,000 CY of clean gravel fill would be placed to raise the ground level to approximately one (1) foot below the adjacent highway. Excavated material would be removed offsite and disposed of in uplands at a gravel pit owned by the applicant approximately 0.25-mile west from the proposed project site. All work would be performed in accordance with the enclosed plan (sheets 1-8), dated May 2016. Please contact Roberta K.   • POA-1987-733-M3, Beaufort Sea

    Expiration date: 6/27/2016

    Ms. Deborah Heebner, Hilcorp Alaska, LLC stated purpose is to expand L - Pad for access around five new proposed wells. The project site is located in Milne Point Unit, within Sections 7 & 8, T. 13 N., R. 10 E., Umiat Meridian; USGS Quad Map Beechey Point B-5; Latitude 70.4967º N., Longitude 149.6353º W.; approximately 35 miles northwest of Prudhoe Bay, Alaska. The placement of 17,000 cubic yards (cy) of fill material into 1.66 acres of jurisdictional Palustrine emergent wetlands for the expansion of L - Pad. Additional pad space is required for rig associated infrastructure while the rig is working on L - Pad.
