Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2010-132, Multiple Waterways_PN

    Expiration date: 8/10/2015

    WATERWAY AND LOCATION OF THE PROPOSED WORK: IN-1 is located within Section 10 & 15, T. 35 N., R. 21 W., Fairbanks Meridian; Latitude 67.8699° N., Longitude 152.2789° W; located on the John River, a National Wild and Scenic River in Gates of the Arctic National Park and Preserve. The proposed mitigation site is approximately 159.91 acres in size and will be preserved as part of Gates of the Arctic National Park and Preserve. WATERWAY AND LOCATION OF THE PROPOSED WORK: SW-2 is located within Section 33, T. 30 S., R. 30 W., Seward Meridian; Latitude 57.5300° N, Longitude 154.1036° W; located on Larsen Bay, Kodiak Island. The proposed mitigation site is approximately 150.16 acres in size and will be preserved as part of Kodiak National Wildlife Refuge. WATERWAY AND LOCATION OF THE PROPOSED WORK: SW-3 is located within Section 23, T. 29 S., R. 28 W., Seward Meridian; Latitude 57.6461° N, Longitude 153.7414° W; located on Spiridon Bay, Kodiak Island. The proposed mitigation site is approximately 79.98 acres in size and will be preserved as part of Kodiak National Wildlife Refuge. WATERWAY AND LOCATION OF THE PROPOSED WORK: SW-4 is located within Section 15, T. 16 S., R. 75 W., Seward Meridian; Latitude 58.7893° N, Longitude 161.7588° W; located on Chagvan Bay, on the Bering Sea. The proposed mitigation site is approximately 80.00 acres in size and will be preserved as part of Togiak National Wildlife Refuge. Comments on this project should be made in writing, addressed to the Alaska District Corps of Engineers (ATTN: Danielle Shack), CEPOA-RD-SA, Post Office Box 6898 JBER, Alaska 99506-0898 or by email to danielle.g.shack@usace.army.mil with the project name and number in the subject line.   • POA-2015-318, Halibut Cove Lagoon

    Expiration date: 7/23/2015

    Alaska Department of Natural Resources Division of Parks and Outdoor Recreations' tated purpose is to repair an existing structure to re-establish access to public facilities in the Halibut Cove State Park. Alaska Department of Natural Resources Division of Parks and Outdoor Recreations proposes to remove the six- 20 foot x 10 foot floats and seven-12 inch diameter steel piles from below the mean high water mark of Halibut Cove Lagoon (MHWM, 17.3 feet above mean low low water of 0 feet elevation). The existing beach stairs, 60 foot gangway and 36 foot trestle would be salvaged and re-installed. The applicant proposes to install two-40 foot x 10 foot floats, six-12 inch diameter pilings, and an additional 60 foot long trestle section below the MHWM of Halibut Cove Lagoon. The piling removal and installation would be completed using either a vibratory hammer or a gravity hammer. It is estimated that installation of the new piles would take 4 hours per pile, for a total time of 3 days. Please contact Katherine A.   • POA-2004-1223, Yukon River

    Expiration date: 7/23/2015

    The applicant, Mr. Brett Nelson and the Alaska Department of Transportation & Public Facilities' stated purpose is to provide safe and reliable air transportation to the community of Pilot Station. PROPOSED WORK: The project is to relocate the Pilot Station Airport to resolve current safety and operational issues as the airport and improve the runway, apron, and other facilities. The project would construct a 4,000-foot by 75-foot runway with a 4,600-foot by 150-foot runway safety area; a 218,000-square foot apron aviation support area and snow removal equipment building pad; a 463-foot by 50-foot taxiway; and a 2.8-mile long, two-lane, all weather gravel access road. All work would be performed in accordance with the enclosed plan,(sheets 1-9), dated June 16, 2015. Comments on the described work, with the reference number, should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision.   • POA-2005-1406-M2, Anchorage Bay

    Expiration date: 7/23/2015

    City of Chignik's stated purpose is to expand the existing harbor facilities within the Chignik harbor basin to meet the needs of the City of Chignik and regional communities. The City of Chignik proposes to discharge 7,600 cubic yards of gravel fill in 0.34 acre below the high tide line (approximate elevation +11.2 feet above the 0.0 foot contour) of Anchorage Bay to facilitate installation of a new float system, expansion of the existing float system, construction of a new bulkhead (sheet pile) dock, boat lift, and a boat washdown and water treatment system.   • POA-2015-388, Lake Hood_PN

    Expiration date: 7/24/2015

    Lake Spenard Airpark, LLC; Mr. Steve Williams' stated purpose is to construct hanger space near the airport. PROPOSED WORK: The applicant proposes to construct two aircraft hangers with 3 units each. The applicant would remove the existing soils and replace the substrate with suitable building materials. The applicant would place 15,500 cubic yards (cy) of MOA Type II (Sandy Gravel), 520 cy of MOA Type IIA (-3" Sandy Gravel), 130 cy of leveling course, and 110 cy of asphalt over 1.55 acres of land, of which 1.1 acres would be wetlands. The dimensions of the pad would be 255 feet wide by 265 feet long. The development would also require removal of an existing driveway, relocation of existing water and sewer mains, installation of water, sewer, telephone, power, and natural gas to the hangers. All materials that would be removed would be hauled to either the Airport Dump site or the Sand Lake Dump site.
