Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2015-354, McKenzie Inlet

    Expiration date: 10/22/2015

    The applicant, Sealaska Timber Corporation's, stated purpose is to construct a log sort yard, campsite, and service float, including the installation of standing log booms and anchor bouys for building log rafts and ship moorage. PROPOSED WORK: The applicant requests authorization for the following work in waters of the United States: 1. Discharge 305 cubic yards of stack rock and shot rock fill material into 0.016 acres below the High Tide Line (approximate elevation +19.4 feet above the 0.0 foot contour) to construct a 12 feet wide by 50 feet long approach. 2. Construct below the Mean High Water mark, (MHW), (approximate elevation +14.4 feet above the 0.0 foot contour), one 5 feet wide by 70 feet long timber ramp, connected to one 30 feet wide by 30 feet long log service float, secured to the seafloor by four 1-ton anchors. 3. Excavate by drilling and blasting 1,320 cubic yards from 0.15 acres below the MHW to construct a 122 feet long by 45 feet wide Log Transfer Facility drive-down ramp, including the installation of two 18-inch steel skids below the MHW. 4. Discharge 13,000 cubic yards of organic overburden and shot rock fill material into 0.02 acres of wetlands to construct a 4 acre sort yard. 5. Install below the MHW, one 2,600 feet long standing log booms anchored with ten 6-ton concrete anchors with bouys. 6. Install below the MHW one 2,000 feet long standing log booms anchored with seven 6-ton concrete anchors with bouys. 7. Install below the MHW three 800 feet long standing log booms anchored with nine 6-ton concrete anchors with bouys. 8. Install below the MHW two 6-ton concrete anchors with bouys for ship moorage. All work would be performed in accordance with the enclosed plan sheets 1 - 4, dated July 20, 2015, and sheets 1 - 2, dated September 9, 2015. Comments on the described work, with the reference number, should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision.   • POA-2012-303, Resurrection River

    Expiration date: 10/21/2015

    The applicant, The National Park Service/ Kenai Fjords National Park, attn: Rebecca Lassell or Sharon Kim's, stated purpose is to maintain summer vehicular access to the Exit Glacier visitor use area in an area subject to annual seasonal flooding of the road from milepost seven to eight which has resulted in temporary road closures, public safety concerns, as well as road deterioration. PROPOSED WORK: PROPOSED WORK: The applicant is proposing to discharge 26,000 cubic yards (cy) of aggregate material and 5,000 cy of of rip rap into 2.46 acres of wetlands to raise the existing road five feet, installation of four box culverts (6 feet wide by 5 feet tall), and the placement of rip rap on the south side of the road at a 2:1 slope. The work would occur over a distance of 5,400 linear feet of the current road alignment. All work would be performed in accordance with the enclosed plan, (sheets 1-2), dated August 17, 2015.

  • POA-2006-464-M1, Wood River

    Expiration date: 10/19/2015

    ADOT&PF's stated purpose is to provide a road link between the two portions of the community of Aleknegik, which is separated by Wood River. The need for the project includes enhancement of public safety, improved access to health care, schools and local services; enhancement of the local economy and increased community cohesion. Place 9,000 cubic yards of fill into 0.8 acres of wetlands in order to reconstruct 1.7 miles of existing roadway, including widening the existing road. All work would be performed in accordance with the enclosed plan (sheets 1-6), dated July 2015.   • POA-2015-449, Tongass Narrows

    Expiration date: 10/19/2015

    Steve Hanis' stated purpose is to provide a safe and stable bank in front of the new home to prevent erosion and a suitable rock pad to provide vertical support to the new homes. Proposed work would install up to 140 cubic yards of rip-rap along 177 linear feet of tidelands and then fill 0.062-acre with up to 700 cubic yards of shot rock to create a rock pad. Two single family residences would then be built atop the shot rock pad. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated September 16, 2015.   • POA-2015-371, Taiya Inlet

    Expiration date: 10/15/2015

    The applicant, The Municipality of Skagway's, stated purpose is to redevelop the Skagway Ore Terminal through the demolition of existing in- and over-water infrastructure, environmental dredging of contaminated sediments, and construction of new shoreline infrastructure to facilitate ongoing and new ore loading operations, accommodate a wider variety of vessels, and improve environmental conditions in the Skagway Harbor. PROPOSED WORK: PROPOSED WORK: The applicant is proposing to conduct the following work: Demolish and remove existing in- and over-water infrastructure, located in and over waters of the United States (U.S.), (seaward of the Mean High Water [MHW] + 15.7 feet above the 0.0 foot contour line) including: Alaska Marine Lines dock (4,000 square feet); Ore dock and Walkways (32,000 square feet); Ore loader platform (3,000 square feet); Ore conveyor (1,500 square feet); and approximately 465 creasote treated piles. Dredge 17,300 cubic yards of contaminated sediments from 62,245 square feet of waters below MHW. The contaminated sediment is estimated to contain 60 to 78 tons of lead, 0.05 to 0.06 tons of Mercury, and 0.0007 to 0.074 tons of Polucuclic Aromatic Hydrocarbons (PAHs). The material would be removed from waters of the U.S., placed in an upland disposal area, and processed to remove/reduce contamination. Discharge 6,000 cubic yards of sorted sand and gravel mix with grain size ranging from coarse sands to quarry spalls, 18-inches deep, into 67,242 square feet of waters of the U.S. below the High Tide Line (HTL), (+21.1 feet above the 0.0 foot contour line) and MHW to cap the underlying material from exposure to the aquatic environment. Discharge 1,000 cubic yards of riprap ranging from 50 lbs to one ton each, into 15,992 square feet of waters of the U.S. below the HTL and MHW to armor the underlying material from disturbance of mooring vessels bowthrusters during moorage activities. Construct new infrastructure including a new sheet piling bulkhead and the placement of 4,000 cubic yards of sandy gravel behind the bulkhead within 4,135 square feet of Waters of the U.S. below the HTL. Construct a new ore terminal wharf, Alaska Marine Line (AML) pier, AML ramp, ore dock platform, ore dock approach, two catwalks, fuel pier, fuel pier approach, pedestrian access platform, gangway, floating dock, and a floating dock transfer bridge. All of these structures would be supported with 16 ea 24 –inch steel piles, 121 ea 36-inch steel piles, 4 ea 48-inch steel piles, 7 ea 60-inch steel piles, and 6 dolphin structures. The new structures would occupy 28,102 square feet of waters of the U.S. seaward of the MHW reducing the existing over-water footprint by 12,498. All work would be performed in accordance with the enclosed plan, (sheets 1-14), dated August 25, 2015. Comments on the described work, with the reference number, should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision.
