Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2015-256, Cook Inlet

    Expiration date: 7/21/2015

    Hilcorp Alaska, LLC's stated purpose is to: “Construct a road-accessible drill pad and associated pipeline to safely drill into the Ninilchik Unit and produce and then transport natural gas from the Kalotsa Pad to processing facilities at SD Pad. Sales grade gas would then be transported from SD to the Kenai-Kachemak Pipeline where they will be taken to market.” Hilcorp Alaska, LLC is proposing to: Permanently discharge 22,541 cubic yards (cy) of clean gravel into 3.32 acres of waters of the United States (WOUS), including wetlands, for the construction of the Kalotsa Drill Pad and access road. The proposed drill pad would be 237’ wide by 339’ wide by 3’ high, underlain by geogrid material with 2:1 side slopes. The proposed road would be 3700’ long by 28’ wide at the base by 30” high, underlain by geogrid material with 2:1 side slopes. Permanently discharge 228 cy of native soils into 0.23 acres of waters of the United States (WOUS), including wetlands, to fill an existing man made drainage ditch that would return hydrology to a historic stream along the stream bluff. Temporarily side cast 1338 cy of native soils into 0.45 acres of waters of the United States (WOUS)., including wetlands, to construct a 1.1 mile long by 4’ wide by 3’ deep trench for the installation of two 6” diameter pipeline from the Kalotsa Pad to the existing Susan Dionne Pad. The material would be excavated from the proposed trench, temporarily side cast adjacent to the trench and then returned to the trench once the flowline is installed. All work would be performed in accordance with the enclosed plan (sheets 1-18), dated March 13, 2015.

  • POA-2015-355 Gastineau Channel

    Expiration date: 7/21/2015

    Douglas Island Pink and Chum Inc.'s stated purpose is to remove sediment that has accumulated in the existing broodstock holding/saltwater rearing site for the Macaulay Salmon Hatchery. Douglas Island Pink and Chum Inc.'s requests authorization for the following work in navigable waters of the United States: Dredge 5,000 cubic yards of marine sediment from 0.73 acres below the mean high water mark (approximate elevation +15.4 feet above the 0.0 foot contour) (MHW) to provide sufficient water depth for juvenile salmon rearing and returning adult salmon staging prior to ascending the hatchery fish pass. The applicant is proposing to perform the dredging with a clam shell excavator. Dredge material would be deposited in a barge, with return flow, for transport to the proposed disposal site within Gastineau Channel. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated May 14, 2015.     City of Unalaska, Chris Hladick's stated purpose is to replace the existing Unalaska Marine Center Dock Positions III and IV to align with the adjacent docks and provide additional berthing capacity for modern container ships which are currently using the docks. The project site is located at the Unalaska Marine Center (UMC) Dock within Section 35, T. 72 S., R. 118 W., Seward Meridian; USGS Quad Map Unalaska C-2; Latitude 53.9031º N., Longitude 166.5277º W.; 748 Ballyhoo Road, waterward of the Latitude 54 Building, in Unalaska, Alaska.   • POA-1988-735-M6, Iliuliuk Harbor_PN

    Expiration date: 7/19/2015

    UniSea, Inc., Art Aliment's stated purpose is to replace the partially condemned pilesupported G1 dock with an 80-ft by 400-ft OPEN CELL SHEET PILE™ dock and to expand processing plant capacity by moving new facilities closer to the dock. The new dock would allow for additional upland space at the adjacent processing facilities. The project site is located at the UniSea G1 Dock within Sections 3 and 10, T. 73 S., R. 118 W., Seward Meridian; USGS Quad Map Unalaska C-2; Latitude 53.8774º N., Longitude 166.5492º W.; on Expedition Island, Pacesetter Way, in Dutch Harbor, Alaska.   • POA-2015-350, Sagavanirktok River

    Expiration date: 7/17/2015

    The applicant, Mr. Brett Nelson and the Alaska Department of Transportation & Public Facilities' stated purpose is to raise the grade of the Dalton Highway by ten feet between MP 379-401 and develop three material sites. PROPOSED WORK: The applicant is seeking after the fact authorization for the development of three material sites, all to the east of the Dalton Highway, (MS 65-9-099-2 at MP 390, MS 65-9-040-2 at MP 374.5 and MS 65-9-024-2 at MP 381), authorized under U.S. Army Corps of Engineers (USACE) emergency permitting procedures, (permit number POA-2015-342), on May 27, 2015, as well as the authorization to discharge 845,000 cubic yards (cy) of gravel fill material into 353.2 acres of waters of the United States (U.S.), including wetlands, to raise the grade of the Dalton Highway by ten feet between MP 379-401 and develop three material sites. The applicant also requests authorization for temporary impacts to 160 acres of wetlands. The applicant states that “the project is needed because snow drifting on the roadway is common, the existing gravel surface is high maintenance and creates unwanted dust. Many existing drainage culverts are in need of repair or replacement. Extensive aufeis formation and flood damage in the spring of 2015 emphasized the need for raising the grade on the Dalton Highway.” Comments on the described work, with the reference number, should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision.
