Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2014-460, Cook Inlet

    Expiration date: 1/21/2015

    The applicant’s stated purpose is to access land owned by Tyonek Native Corporation (TNC) and Cook Inlet Region, Inc. (CIRI), with whom Apache has land use agreements, in order to evaluate the subsurface geologic structure for oil and gas resources. The proposed exploration site is located on land owned by TNC (surface estate) and CIRI (subsurface estate) that is currently inaccessible by road.

  • POA-1964-35-M20 Resurrection Bay

    Expiration date: 1/15/2015

    Alaska Railroad Corporation (ARRC) stated purpose is to improve the safety and efficiency of freight intermodal operations (ship-train and/or ship-truck) within ARRC’s Seward Terminal Reserve, accommodate recent and anticipated future increases in freight traffic volumes, improve the overall utility of the freight dock, and provide support for future upgrade/replacement of the Seward Cruise Ship Passenger Dock. Alaska Railroad Corporation (ARRC) proposes to conduct the following work below the high tide line (HTL) (approximate elevation +13.8 feet above mean low low water) and the mean high water mark (approximate elevation +9.6 feet above mean low low water) of Resurrection Bay, a navigable water of the United States (U.S.).   • POA-2014-0060 GEORGE INLET

    Expiration date: 1/15/2015

    Alaska Department of Transportation and Public Facilities (ADOT&PF) stated purpose is to provide a public surface transportation link that would extend the existing Ketchikan road system to the Shelter Cove road system. Alaska Department of Transportation and Public Facilities (ADOT&PF) proposes to discharge 75,760 cubic yards of fill material into 9.6 acres of waters of the United States (U.S.), specifically wetlands, to construct 7.3 miles of road. Approximately 1.61 miles of road would be routed through wetlands or other waters of the United States (U.S.), while the other 5.68 miles would be routed through uplands. The 75,760 cy of fill material would consist of 3,595 cy of surface materials (e.g. Subbase Grading C), 12,870 cy of shot rock (e.g. Class 1 riprap), and 59,295 cy of Type C select materials.   • POA-2010-132, Mulchatna River

    Expiration date: 1/12/2015

    Mr. Brad Meiklejohn/The Conservation Fund has prepared this instrument modification request to establish the SW-1 Kaleak mitigation site to protect 124.97 acres at the confluence of Old Man Creek and the Mulchatna River in Southwest Alaska. The project would protect palustrine and riverine wetlands and buffers. PROPOSED SITE: The sponsor proposes to preserve the 124.97 acre site. The goal of the mitigation site is to provide appropriate mitigation for impacts, within the authorized service area, by providing wetland preservation. The sponsor has proposed that The Conservation Fund’s Southwest Service Area be used as the service area for the proposed site. The Southwest Service area contains most of the USGS’ Southwest Alaska sub-region. It also contains a small portion of the Southcentral Alaska sub-region, mostly along the southern side of the Alaska Peninsula. These sub-regions correspond directly to the level 2 hydrologic unit codes 1903 and 1902 respectively. The political boundaries of the Lake and Peninsula Borough and the Kodiak Island Borough were considered in the creation of the Southwest Service Area .   • POA-2009-264, Portage Bay

    Expiration date: 1/12/2015

    City of Kake stated purpose is to “demolish the deteriorating existing boat launch ramp at Kake’s Portage Bay small boat harbor and replace it with a similar structure at the same location." City of Kake request authorization for the following work that would occur in and over Portage Bay, a navigable water of the United States (U.S.): Dredge approximately 850 cubic yards (cy) of gravel and native marine sediment from approximately 0.83-acre below the Mean High Water Mark (approximate elevation +13.1 feet above the 0.0 foot contour) (MHW) including the removal of concrete planks and wood sleepers (100 total concrete planks (or fragments thereof), 16-foot long by 2-foot wide and approximately 400 running feet of 12-inch-wide timber sleepers) to demolish the existing boat Launch; Unconfined disposal of the approximately 850 cy of dredged gravel and native marine sediment by placement into approximately 0.2-acre below the plane of the High Tide Line (approximately +18.0 feet above the 0.0 foot contour) (HTL); Place 285 cy embankment rock, 90 cy aggregate base course and rock spalls, 78 total concrete planks (2-foot wide by 26-foot long), 465 running feet of creosote-treated 4-inch by 12-inch timber sleepers into approximately 0.83-acre below the HTL to construct a new boat launch; Install below the MHW one 250-foot long boarding float, composed of 12 total 20-foot long by 8-foot wide, expanded polystyrene coated with polyethylene, glulam (i.e., construction members formed from glue-laminated wood) frame floats with timber decking, that would be secured to the seafloor by 6 total 12-inch diameter steel piles.
