Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2010-249, Zak Lake_PN

    Expiration date: 2/18/2015

    Alaska Department of Transportation and Public Facilities (ADOT&PF); Ryan Riddle's stated purpose is to improve mobility and safety for people and freight, and enhance access management along the Parks Highway. The project site is located within Section 7, of T. 17 N., R. 1 W., and Sections 9-12 of T. 17 N., R. 2 W., Seward Meridian; USGS Quad Map Anchorage C-7 and C-8; Latitude 61.5791º N., Longitude 149.5113º W. to Latitude 61.5826º N., Longitude 149.6319º W.; Parks Highway Mile Point 44.5 to 48.8, in Wasilla, Alaska. Proposed Work: The ADOT&PF proposes to discharge up to 14,453 cubic yards of fill into a total of 2.76 acres of wetlands in order to widen the Parks Highway, improve and extend frontage roads, and modify and relocate existing utilities. Roads that would be improved as part of this project, outside of the Parks Highway, include North Pacific Way, Stanley Road, West Machen Road, Museum Drive, and South Museum Place. Table 1 in the attached project plans outlines all acreages and volumes of fill. A new parallel, separate bridge would be constructed over the Alaska Railroad crossing at MP 46.5 (near Museum Drive), to accommodate additional northbound lanes.   • POA-1979-301-M5, Wrangell Narrows

    Expiration date: 1/30/2015

    Alaska Marine Lines, Inc.'s stated purpose is to increase the efficiency of the cargo loading and unloading operations of large barges at an existing marine cargo facility. Proposed Work is proposing the following work in tidal waters below the high tide line (HTL). 1) Construct two A-frame pile supports using five 24-inch diameter steel piles connected to a 120-foot long by 25-foot wide steel ramp; 2) discharge 3,600 cubic yards (cy) of rock for construction of the landing pad and barge ramp abutment into a 0.24-acre area [of this area, 92% (0.22-acre) is an existing disturbed substrate that has been previously filled]; 3) construct two mooring dolphins using a total of four 24-inch diameter and two 30-inch diameter steel piles; and 4) extend an existing outfall pipe an additional 40 feet below the mean high water to accommodate the new barge ramp.   • POA-2014-317, Happy Creek

    Expiration date: 1/29/2015

    The Alaska Department of Transportation and Public Facilities's stated purpose is to provide pedestrian safety by providing a separated path for non-motorized recreational users and link to existing multi-use paths in the area. The applicant proposes to discharge approximately 6,000 cubic yards of permanent fill into 2.0 acres of wetlands and temporarily impact 2.0 acres of wetlands to construct an 8-foot wide multi-use path. The path is approximately 4.2 mile long, with a 2,500 foot long segment located in wetlands.   • POA-2014-460, Cook Inlet

    Expiration date: 1/21/2015

    The applicant’s stated purpose is to access land owned by Tyonek Native Corporation (TNC) and Cook Inlet Region, Inc. (CIRI), with whom Apache has land use agreements, in order to evaluate the subsurface geologic structure for oil and gas resources. The proposed exploration site is located on land owned by TNC (surface estate) and CIRI (subsurface estate) that is currently inaccessible by road.

  • POA-1964-35-M20 Resurrection Bay

    Expiration date: 1/15/2015

    Alaska Railroad Corporation (ARRC) stated purpose is to improve the safety and efficiency of freight intermodal operations (ship-train and/or ship-truck) within ARRC’s Seward Terminal Reserve, accommodate recent and anticipated future increases in freight traffic volumes, improve the overall utility of the freight dock, and provide support for future upgrade/replacement of the Seward Cruise Ship Passenger Dock. Alaska Railroad Corporation (ARRC) proposes to conduct the following work below the high tide line (HTL) (approximate elevation +13.8 feet above mean low low water) and the mean high water mark (approximate elevation +9.6 feet above mean low low water) of Resurrection Bay, a navigable water of the United States (U.S.).
