Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2014-195

    Expiration date: 5/26/2014

    The Alaska Department of Transportation and Public Facilities stated purpose is to improve drainage, reduce snow drifting, and increase safety for traveling public from MP 97.7 – 106.6 of the Elliot highway. PROPOSED WORK: The placement of fill into 6.3 acres of wetlands to improve drainage ditches, widen road, raise road grade, and construct thermal berms for road stabilization. All work would be performed in accordance with the Public Notice plan, (sheets 1-7), dated February 18, 2014. Comments on the described work, with the reference number, should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision.   • POA-2014-155, Jordan Creek

    Expiration date: 6/5/2014

    Valley Centre Development stated purpose is to construct a general commercial and condominium project. Valley Centre Development requests authorization for the following work: Discharge approximately 3,000 cubic yards of shot-rock into approximately 0.86 acres of palustrine emergent wetlands to construct 2 approximately 132-feet long by 40-feet wide multi-unit residential buildings and 1 approximately 100-feet long by 60-feet wide general commercial building with associated parking and access to Jordan Avenue. The proposed work would include the installation of approximately 200-feet of 12-inch diameter culvert with approximately 3 catch basins.   • POA-188-269-M5, Hawk Inlet

    Expiration date: 5/23/2014

    On April 9, 2014, the Alaska District Corps of Engineers published a Public Notice for Department of the Army (DA)permit number POA-1988-269-M5, Hawk Inlet for a DA permit application from Hecla Greens Creek Mining Company to conduct proposed mitigation for impacts to water of the United States due to the proposed expansion of the Greens Creek Mine. This revision extends the Public Notice period by 15 days, until May 23, 2014

  • POA-2014-20, Colleen Lake

    Expiration date: 6/2/2014

    Alaska Department of Transportation & Public Facilities stated purpose is to provide space for equipment, sand, de-icing chemicals, workers living quarters, and on site wastewater treatment facilities. The proposed project is to construct a 160 x 640 foot gravel pad permanently impacting 2.35 acres of waters of the U.S. by placement of approximately 25,000 cubic yards of clean, gravel fill. The proposed pad would allow the construction of an 80 x 105 foot extension of the existing Deadhorse Airport ARFF Sand/Chemical Storage Facility, which would house three equipment bays, a sand/storage bay, and eight dorm rooms. All work would be performed in accordance with the enclosed plan (sheet 1), dated February 2014 and (sheets 2 and 3) dated March 2014.   • POA-2014-109, Zimovia Strait

    Expiration date: 5/20/2014

    Big Bites Fishing stated purpose is to construct a causeway, floatplane dock, and ramp and dredge a basin to obtain sufficient water levels to moor boats and aircraft on the water for a commercial fishing operation. Placement of 11,348 cubic yards of shot rock and 3,500 cubic yards of dredged material within a 0.93-acre area below the high tide line of Zimovia Strait to construct a causeway. The causeway would vary in length from 508-feet to 604-feet. The shore end of the causeway would be 26-foot wide at the base and beginning at 400 feet from shore the base would be 94-foot wide. The causeway would be used to access a 5-foot by 70-foot aluminum ramp, a 10-foot by 70-foot concrete float, and a 10-foot by 50-foot concrete float supported by (8) 12-inch diameter steel piles. The work would also include a 0.31-acre dredge basin to allow for boats and float planes to float at all tide levels. The current depth is at the +3 tide level and the proposed dredging of 3,500 cubic yards of sand/gravel/clay material would provide a -6 tide level depth for the basin. The material would be dredged with an excavator. The core at the end of the causeway would be used to deposit the dredged material.
