Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2007-870, Near Island Channel

    Expiration date: 2/27/2015

    Trident Seafoods Corporation's stated purpose is to perform dredging operations at the Trident Seafoods dock in Kodiak to accommodate safe vessel movements along the existing dock face. Trident Seafoods Corporation would dredge 1,350 cubic yards of material (primarily bedrock) from an area 25-ft in width by 225-ft in length to an average depth of 5-ft, located immediately in front of the existing dock. Work would be completed over a five-day period, utilizing a low-impact hydraulic Xentric Ripping head on a LS 800 barge-mounted excavator. Dredge material would be excavated and placed on a split hull dump barge or flat deck barge, and would dewater naturally in-transit to the dredge disposal site, located in St. Herman Bay, approximately 1-mile from the project area (see enclosure). The material barge would be pushed by a tugboat en-route to the dredge disposal site; upon arrival at the dredge disposal site, material would either be dumped (if using the split hull dump barge) or mechanically removed with clamshell excavator (if using the flat deck barge).   • POA-2013-273, Ward Cove

    Expiration date: 2/26/2015

    Alaska Department of Transportation and Public Facilities (ADOT&PF), Southcoast Region. The Applicant's stated purpose is to construct a new ship berthing complex and ferry terminal as part of the Alaska Marine Highway System (AMHS) Ward Cove Marine Facility Project. The Ward Cove berthing facility is intended to provide a functional replacement for the existing AMHS South Berth facility in Ketchikan and to consolidate all Ketchikan based AMHS management and engineering functions to the Ward Cove property.   • POA-2012-236-M1, Miluveach River_PN

    Expiration date: 2/18/2015

    Mark Wiggin, Brooks Range Petroleum Corporation'S stated purpose is to develop a gravel pad and access road that will provide year round water for domestic (non-drilling) use in the development and operations of the Mustang project. The project site is located within Section 1, T. 10 N., R. 7 E., Umiat Meridian; USGS Quad Map Harrison Bay B-1; Latitude 70.2527º N., Longitude 150.2334º W.; Southern Miluveach Unit adjacent to the western boundary of the Kuparuk River Unit; North Slope Borough; approximately 15 miles east of Nuiqsut, Alaska, and 48 miles west of Prudhoe Bay, Alaska. PROPOSED WORK: The placement of 33,600 cubic yards (cy) of clean fill material into 2.5 acres of jurisdictional wetlands to add a water pad and access road for the Mustang Development Project (MDP) completed in 2013. The access road would be 1000’ long x 38’- 46’ wide and require 8,800 cy of fill material in 0.83 acre of jurisdictional wetlands. 24,800 cy of fill material would be required for the 270’ x 270’ pad in 1.67 acres of jurisdictional wetlands. Material for the project has already been stockpiled in the gravel mine site at the MDP. If permitted construction would begin in the first quarter of 2015. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated October 15, 2014.

  • POA-2010-249, Zak Lake_PN

    Expiration date: 2/18/2015

    Alaska Department of Transportation and Public Facilities (ADOT&PF); Ryan Riddle's stated purpose is to improve mobility and safety for people and freight, and enhance access management along the Parks Highway. The project site is located within Section 7, of T. 17 N., R. 1 W., and Sections 9-12 of T. 17 N., R. 2 W., Seward Meridian; USGS Quad Map Anchorage C-7 and C-8; Latitude 61.5791º N., Longitude 149.5113º W. to Latitude 61.5826º N., Longitude 149.6319º W.; Parks Highway Mile Point 44.5 to 48.8, in Wasilla, Alaska. Proposed Work: The ADOT&PF proposes to discharge up to 14,453 cubic yards of fill into a total of 2.76 acres of wetlands in order to widen the Parks Highway, improve and extend frontage roads, and modify and relocate existing utilities. Roads that would be improved as part of this project, outside of the Parks Highway, include North Pacific Way, Stanley Road, West Machen Road, Museum Drive, and South Museum Place. Table 1 in the attached project plans outlines all acreages and volumes of fill. A new parallel, separate bridge would be constructed over the Alaska Railroad crossing at MP 46.5 (near Museum Drive), to accommodate additional northbound lanes. All work would be performed in accordance with the enclosed plan (sheets 1-18), dated July 25, 2014.   • POA-1979-301-M5, Wrangell Narrows

    Expiration date: 1/30/2015

    Alaska Marine Lines, Inc.'s stated purpose is to increase the efficiency of the cargo loading and unloading operations of large barges at an existing marine cargo facility. Proposed Work is proposing the following work in tidal waters below the high tide line (HTL). 1) Construct two A-frame pile supports using five 24-inch diameter steel piles connected to a 120-foot long by 25-foot wide steel ramp; 2) discharge 3,600 cubic yards (cy) of rock for construction of the landing pad and barge ramp abutment into a 0.24-acre area [of this area, 92% (0.22-acre) is an existing disturbed substrate that has been previously filled]; 3) construct two mooring dolphins using a total of four 24-inch diameter and two 30-inch diameter steel piles; and 4) extend an existing outfall pipe an additional 40 feet below the mean high water to accommodate the new barge ramp.
