Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2023-00271 Gastineau Channel Revised Public Notice

    Expiration date: 6/30/2023

    On June 1, 2023, the U.S. Army Corps of Engineers, Alaska District published a public notice for Department of the Army (DA) permit number POA-2023-00271, Gastineau Channel for a DA permit application from Garrett Johnson, discharge fill material into forested wetlands and perennial streams to construct multi-family housing units. The project site is located within Section 32, T. 40 S., R. 66 E., Copper River Meridian; USGS Quad Map Juneau B-2; Latitude 58.360434º N., Longitude 134.544145º W.; USS 1568, TR B1, 7400 Glacier Highway, in Juneau, Alaska. The public notice comment expiration dated is hereby extended to June 30, 2023. All other information contained in the previous notice remains the same.   • POA-2022-00511 Bonanza Creek PN

    Expiration date: 7/5/2023

    Alaska Department of Transportation and Public Facilities, Division of Design and Engineering Services, Point of Contact William Kulash, 2301 Peger Road, MS-2550-07, Fairbanks, Alaska 99709, states the purpose is to improve safety of the Dalton Highway between MP 120 and MP 135 using current design standards. The project area requires frequent major maintenance operations due to design and safety issues such as narrow roadway, lack of shoulders, substandard embankment material, thawing permafrost, substandard horizontal and vertical geometric features, lack of pullouts for chain-up areas, and major drainage issues. In some areas, where it is not pragmatic to meet current design standards, design exceptions and waivers have been approved by the Federal Highway Administration (FHWA). The proposed repairs and upgrades consist of 55.38 acres of permanent impacts from the discharge of approximately 729,075 cubic yards of fill and 16.72 acres of temporary impacts from the discharge of 136,707 cubic yards of fill into waters of the U.S. (WOTUS), including wetlands, consisting of the components as described in Tables 3 and 4. The Alaska Department of Transportation and Public Facilities (DOT&PF) Northern Region is seeking to improve safety of the Dalton Highway between MP 120–135 using current design standards. This Dalton Highway MP 120–135 Reconstruction Project (project) includes structural embankment replacement, realignments, widening, and resurfacing of the15-mile segment. This is the first phase of a multi-phase project along the Dalton Highway between MP 109-144. All work would be performed in accordance with the enclosed plan (sheets 1-39), dated May 11, 2023. The project extends from mileposts (MP) 120 to MP 135 of the Dalton Highway and includes the Bonanza Creek Material Site at MP 124.5 and the Coldfoot Quarry at MP 172.6. The project midpoint is at Latitude 66.698101º N., 150.664202º W. The project endpoints are at Latitude 66.601134º N., 150.718413º W. and Latitude 66.780075º N, Longitude 150.687711º W.   • POA-2023-00159 Kenai River PN

    Expiration date: 7/3/2023

    Three Bears Alaska states the purpose is to finish a development for Three Bears Alaska company. The site will include fuel pumps, a convenience store, a laundromat, campground, RV park, and rental cabins. It will generate seasonal jobs for local residents. This public notice is part of an After-the-Fact DA permit application. Some work has already been completed. Completed work includes the clearing and grubbing of 7.6 acres of jurisdictional wetlands as well as the uplands within the project area. The applicant proposes to install an Alaska Department of Environmental Conservation approved onsite water and septic system. As part of the development the applicant proposes the discharge of 24,000 cubic yards of sandy gravel soil, 500 cubic yards of topsoil, and 400 cubic yards of asphalt into the previously cleared 7.6 acres of wetlands and additional upland areas. Any unusable soils will be buried or removed from the site. The site will be graded to maintain overall drainage patterns. The remaining work would be performed in accordance with the enclosed plan (sheets 1-8), dated May 23, 2023. The project site is located 2149 Sterling Highway, Kenai Peninsula Borough Tax Parcel ID 11912418; Latitude 60.4879° N, Longitude -149.7174° W; Section 25 and 36, T. 5 N., R. 3 W., Seward Meridian; in Cooper Landing, Alaska.   • POA-2023-00271 Gastineau Channel PN

    Expiration date: 6/16/2023

    Garrett Johnson, Glacier Heights, LLC/Rooftop Properties, LLC, 445 North 2000 West, Suite 7, Springville, UT 84663, states the purpose is to construct multi-family housing. The applicant requests authorization to discharge approximately 1,260 cubic yards of crushed rock and 4,625 cubic yards of shot-rock fill material into approximately 1.64 acres of waters of the United States consisting of forested wetlands and perennial streams to construct six multi-family housing units, including relocation of the lower reach of several stream branches to one perennial stream to allow for drainage. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated May 25, 2023.   • POA-2023-00027 Ublutuoch River PN

    Kuukpik Corporation, Attention: Willow Hetrick, 582 East 36th Avenue, Alaska 99503, (907) 333-9085, states the purpose is to construct a 32.68 acre gravel pad to provide a storage and laydown space to support oil and gas exploration and development in the region. Discharge 400,000 cubic yards of clean, gravel fill into 32.48 acres of wetlands and 0.20-acre of uplands to construct a 32.68 acre gravel pad. All work would be performed in accordance with the enclosed plan (sheets 1-6), dated December 13, 2022. The project site is located at Latitude 70.180444º N, Longitude 151.66683º W; North Slope Borough; from Conoco Phillips Alpine CD-1, drive southwest to GMT2/MT7 pad. The proposed K2 pad is approximately 0.25 mile west of GMT2/MT7 along the north side of the road; 16 miles west of Nuiqsut, Alaska.
