Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • Revised Public Notice, POA-2003-00502-M20, Knik Arm

    Expiration date: 3/21/2023

    On September 6, 2022, the U.S. Army Corps of Engineers, Alaska District published a public notice for Department of the Army (DA) permit number POA-2003-00502-M20, Knik Arm for a DA permit application from the Municipality of Anchorage, Port of Alaska (Port), to remove approximately 900 feet of unstable bulkhead and fill at the north end of the Port referred to as the North Extension Stabilization Step 1 (NES1) project. This public notice has been revised to include the following two changes:  1) The existing sheet pile bulkhead would likely become unstable as the impounded soil material is removed, so the contractor has proposed installing temporary support piles along the front of the bulkhead to safely stabilize the existing sheet pile wall during material removal (see below figure). Working on one-third of the bulkhead at a time, the contractor would start by using a vibratory hammer to install 27 temporary support piles, 24-inches to 36-inches in diameter, evenly spaced along the southernmost third of the sheet pile bulkhead. With the support in place, the contractor would begin excavation and demolition at the southernmost cell using a combination of land-side and sea-side mechanical excavation. After excavating enough material to be able to safely remove the bulkhead, the contractor would remove the sheet piles and the temporary support piles with the vibratory hammer, utilizing a work barge to haul off the removed sheet piles. The contractor would then move the 27 temporary piles northward to the next one-third of the bulkhead to repeat the process. These actions would be repeated three times in total. 2) The contractor proposes to increase the potential volume of dredged material below the waterline from 1.2 million cubic yards to 1.35 million cubic yards, as a contingency in case it is necessary to dredge deeper than originally anticipated to remove or cut-off the sheet-pile below the mudline. This would increase the potential total volume of material to be disposed of in the Anchorage Harbor in-water disposal site by 150,000 cubic yards. Also, it is now estimated that the material to be removed above the waterline would approximate 115,000 cubic yards, as opposed to the 130,000 cubic yards originally estimated, for a total of approximately 1.465 million cubic yards of material to be removed in association with the project.   • POA-2023-00060 Elfin Cove PN

    Expiration date: 3/2/2023

    Tanaku Lodge (Mr. James Benton) states the purpose is to provide safe and reliable navigation and moorage of small recreational vessel at the Tanaku Lodge. To dredge 420 cubic yards of marine sediment from the seafloor adjacent to an existing moorage float to a depth of minus 8-feet mean low low water. The applicant is proposing in-water disposal of the dredged material at the Port Althorp Dredge Disposal Area. The proposed dredging would take place at the same time as a planned Civil Works Program dredging project by the U.S. Army Corps of Engineers (Corps) in the vicinity of this project. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated January 2023.   • POA-2023-00061 Jarvis Creek PN

    Expiration date: 3/15/2023

    Clifford Baker, Fort Greely, P.O. Box 31310, Fort Greely, AK 99731 states the purpose is to repair an eroded section of the Ammunition Holding Area (AHA) Patrol Road, stabilize the west bank of Jarvis Creek, and prevent erosion of the Fort Greely AHA, security fence, and the Patrol Road. The proposed project would stabilize a 1,350-foot length of the west bank of Jarvis Creek. Approximately 3,000 cubic yards of riprap and 635 cubic yards of clean gravel would be placed along the bank, including below ordinary high water, to re-establish the eroded section of the patrol road and the adjacent three (3) feet buffer between the road and streambank. All work would be performed in accordance with the enclosed plan (sheets 1–4), dated February 2023. The project site is located within Sections 12 & 13, T. 11 S., R. 10 E., Sections 7 & 18, T. 11 S., R. 11 E., Fairbanks Meridian; Latitude 63.9704º N., Longitude 145.6836º W.; within Fort Greely, Alaska. From Delta Junction drive south on the Richardson Highway for 4.2 miles. Turn left at the gate to Fort Greely. Pass through the security gate and continue straight for 0.4-mile. Turn left onto Robin Road and continue for 0.1-mile. Turn right onto Arctic Avenue and follow 0.75-mile to the T-intersection. Take a left and continue for 0.4-mile. Take a right onto the unnamed road. Drive 0.5-mile. The north end of the stabilization project will be on your left. Access to Fort Greely is restricted and requires checking in with the Army.   • POA-2006-02047-M1 Fish Creek PN

    Expiration date: 3/12/2023

    Bartly Kleven, Fairbanks Gold Mining, Inc., P.O. Box 73726, Fairbanks, AK 99707, states the purpose is to expand the existing Gil Mine Project, which began in 2021. The purpose of the Gil Mine Project - 2023 Modification is to profitably produce gold from mineral reserves on State of Alaska Land, utilizing open-pit mining methods and existing recovery processes. The proposed project would expand an existing mine on state-owned land northeast of Fairbanks and southeast of Chatanika to continue extracting gold. Impacts to waters of the United States. caused by construction of the existing mine totaled 3.27 acres; these impacts were authorized by the U.S. Army Corps of Engineers, Alaska District (Corps) on August 6, 2021. The proposed project would be authorized by a modification of the existing permit. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated January 2023. The project site is located within Sections 2, 3, 10 & 11, T. 2 N., R. 3 E., Fairbanks Meridian; Latitude 65.024400º N., Longitude 147.104700º W.; near Chatanika, Alaska. From Fairbanks, travel North on the Steese Highway, turn right on Fish Creek Road to the Fort Knox security office. Traveling on site, go east below tailings storage facility, across the existing Gil Causeway, and continue east approximately six miles on the existing access road to the Gil Project.   • POA-1983-00465-M8 Thorne Bay PN

    Mr. John Huestis, City of Thorne Bay, P.O. Box 19110, Thorne Bay, AK 99919, 907-828-3380, administrator@thornebay-ak.gov, states the purpose is to provide additional boat trailer and vehicle parking adjacent to the existing launch ramp and harbor because a planned fire station will displace some of the few parking spaces that currently exist, and the site is very underserved for parking. The applicant proposes to expand the Davidson Landing Harbor parking area by filling in a corner bounded by the boat launch ramp to the south, the existing gravel pad and access driveway to the west, harbor access/entrance to the north, and the South Davidson Inlet to the east. Approximately half of this corner area appears to have been partially filled prior to 2008, but not brought up to the surface grade of the surrounding gravel pads/access roads so it is not a useable surface. This previously filled area is lower than the high tide line, but higher than the mean high water, and much higher than the natural beach. The applicant proposes to place clean fill material from a local quarry consisting of 1494 cubic yards of shot rock, 119 cubic yards of D-1 gravel, and 411 cubic yards of armor rock as fill in 0.132-acre of waters of the U.S. to bring this corner area up to grade as a functional parking area. The surface of the proposed parking area would be approximately 74 feet at the widest point and 124 feet long at the longest point, with a 2:1 riprap slope on the east side. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated July 14, 2022, and November 28, 2022. The project site is located within Section 34, T. 71 S., R. 84 E., Copper River Meridian; USGS Quad Map Cape Flattery; Latitude 55.6706º N., Longitude -132.5239º W.; in the city of Thorne Bay, Alaska.
