Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2011-00959 Korovin Lake PN

    Expiration date: 1/4/2023

    Native Village of Atka, Atka Indian Reorganization Act (IRA) Council, James Stevens, P.O. Box 47030, Atka, Alaska 99547, states the purpose is to provide all weather access from the village of Atka to Korovin Bay, an important subsistence area. Korovin Road was a one lane road originally built during World War II to support the Atka installation. The existing road does not meet current width, grade, and alignment standards. Winter travel is precluded because drivers cannot differentiate between the existing road and lake during winter weather. This project would fix these deficiencies, enhancing safety and all-weather access. Additionally, the project would enable the community to transport fishing vessels between the southeast side of the island and the northwest side. The applicant proposes to rehabilitate 1.85-miles of Korovin Road by discharging 10,510 cubic yards of fill material (600 cubic yards of rip rap and 9,910 cubic yards of gravel fill) into 4.0 acres of waters of the U.S., including wetlands. The road would have an average base-width of 27-feet, except at pull-outs where the road would have an average base-width of 34 feet. The road prism would be up to 6 foot in depth with 2:1 slope, and a 12-foot wide travel way, consisting of one travel lane with no shoulders. The crest width would increase to 24-foot at pull-outs to provide passing opportunities. Up to 590 cubic yards of rip rap would be installed along 1,642 linear foot of the Korovin Lake segment to differentiate the road from the lake shore and to prevent erosion, however, no rip rap would be discharged below the ordinary high water mark of the lake. The existing bridge over Korovin Creek along the original alignment would be removed, with a new 24-foot diameter bottomless culvert, 72-foot in length, installed on the realigned portion of the road. Up to 10 cubic yards of rip rap would be placed along Korovin Creek within the new arch, in addition to the placement of 200 cubic yards of Type A material and concrete footings for arch culvert installation (see Sheet 10 of 11). At least 21 culverts, 24-inches in diameter, would be installed to convey existing hydrology across the site. An additional six culverts, ranging in size from 48-inches to 60-inches in diameter, would be installed within streams that may support anadromous or resident fish (see Sheet 11 of 11). All work would be performed in accordance with the enclosed plan (sheets 1-11), dated November 30, 2022.   • POA-2022-00279 Campbell Creek, PN

    Erica Stachnik, Amazon, 399 Fairview Avenue North, Seattle, WA 98109, ericanik@amazon.com, states the purpose is to create a new distribution center. The proposed work will expand an existing warehouse and parking lot for improved circulation and safety. This work will meet Municipality of Anchorage (MOA) Light Industrial (I-1) zoning standards in the Title 21 Land Use code. The applicant proposes to discharge approximately 3,673 cubic yards of fill into 1.9 acres of wetlands. This work will expand an existing parking lot to fulfill proposed operational and safety requirements. Minimum requirements include 103 onsite delivery van parking spaces, 126 onsite parking stalls for associates, and a 75,000 square foot building (existing). In addition to these requirements, the maneuvering zone for trucks along the dock must be a depth of 140 feet with space for queuing lanes, outdoor loading, and multiple ingresses and egresses to separate inbound and associate parking. To manage storm water drainage along the new development, subsurface pipes will be installed. Collected runoff will then be filtered through arched chambers and discharged into Campbell Creek. Construction is expected to begin in the early spring of 2023. All work will be in accordance with the enclosed plan (sheets Erosion Sediment Control Plan [ESCP] and L1.0-L2.1), dated October 20, 2022, (sheets C0.01-C4.02), dated October 28, 2022, and (sheets 1-8), dated November 1, 2022.   • POA-2022-00430, Johnson Slough, Wetlands PN

    Expiration date: 12/16/2022

    Native Village of Napakiak, P.O. Box 34069, Napakiak, Alaska 99634, states the purpose of this project is to relocate the community inland to the recently platted subdivision due to severe erosion of the riverbank and increase in flooding of the Kuskokwin River over the last several years. The applicant proposes the development of a new material source and construction of associated pioneer access road, 24 new house pads and driveways, 3 commercial gravel pad foundations and driveways, electrical distribution to the new subdivision, the extension of Mission Road, and the restoration and cleanup of former lots of homes and community buildings relocated to the new subdivision. The proposed scope of work will generally focus on moving structures closest to the river first and then proceeding inland. As structures are moved to the new subdivision, the lots they previously occupied will be cleaned of all debris and revegetated through a combination of seeding and willow staking. These efforts will improve the habitat nearest the river and most susceptible to erosion and degradation of the watershed. The proposed project would discharge approximately 30,705 cubic yards of fill material and permanently impact 5.31 acres of waters of the United States (WOTUS). Temporary impacts to WOTUS from clearing and grubbing is estimated to be 13.1 acres. The proposed project is located on an island between Johnson Slough to the north and west and the Kuskokwim River to the east and south within Sections 17 and 18 of Township 23 N, Range 72 W, Seward Meridian, Latitude 60.69646º N., Longitude -162.00056º W., which is approximately 15 miles down the Kuskokwin River from Bethel, Alaska. Riverpoint #300, Spokane, WA 99202, Phone: 509-747-611, Email: leslie.olmstead@teck.com states purpose is to develop a gravel road and work pads, to provide safe year-round overland access and foundations for support facilities to allow a multiyear exploration drilling campaign to assess the technical characteristics and economic viability of the Aktigiruq and Anarraaq mineral deposits. Teck America Inc.’s proposed project includes: 6 gravel pads in 37.20 acres to construct an exploration camp, water treatment plant, equipment laydown areas, an underground access mining exploration portal, underground vents, and associated infrastructure; 55 culverts; 5 bridges; 5 gravel roads totaling 12.34 miles in 101.60 acres; 4 material sites in 43.5 acres. In total, there would be 182.3 acres of impacts for this project, of which 162.68 are in uplands and 19.62 are in wetlands. Approximately 177,896 cubic yards of fill would be discharged into 19.62 acres of wetlands and 2,412 linear feet of rivers/streams. Attached please find Teck America Inc’s permit application.     ConocoPhillips (Alaska) Inc. (CPAI) Attention: Stephen Brashear, P.O. Box 100360, Anchorage, AK 99510, Email: steve.w.brashear@conocophillips.com stated purpose is to support additional development and production of petroleum reserves within the Kuparuk River Unit. The proposed project will serve to offset declining production from the Alaska North Slope and maintain throughput of Alaska's Trans-Alaska Pipeline System. Development will provide benefits to local, state, and national economies by creating local hire jobs during construction and operation and new resources to help meet the country's domestic energy demand. Total discharge of 52,200 cubic yards of material (gravel fill, gravel bags for erosion protection, and sand slurry) into 3.73-acres of wetlands, as follows: Discharge 16,500 cubic yards of gravel fill into 1-acre of wetlands to expand the existing DS-3T gravel pad and install erosion protection. Discharge 27,000 cubic yards of gravel fill into 2-acres of wetlands to widen the existing DS-3T access road. Discharge 7,600 cubic yards of gravel fill into 0.7-acre of wetlands to widen the intersection of DS-3T and DS-3S access roads and extend length of culverts or replace with 24-inch or wider culverts. Discharge 1,100 cubic yards of sand slurry into 0.03-acre wetlands to construct 320 vertical support members (VSM) for three pipelines that are 3-miles long.
