Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2022-00286 Root Beer Lake_PN

    Expiration date: 10/3/2022

    Mr. Del Isabelle, P.O. Box 220021, Anchorage, AK 99522, states the purpose is to construct access to the private property near Root Beer and Mirror Lakes using public section line easements and rights-of-way. To discharge up to 8,500 cubic yards of select pit run gravel fill material into 1.7813 acres of wetlands in order to construct public access roads. A total of 6,597.77 feet of roads would be constructed. Of this length, up to 3,372 feet would be within wetlands. In wetlands, the road would be a maximum of 23 feet wide (toe-to-toe). Gravel fill material would be placed over Geotech fabric laid on top of the existing ground. Culverts, 12 inches by 20 feet long, would be placed as needed to maintain hydrology of the area. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated June 21, 2022.   • POA-2022-00363, Colville River_PN

    Expiration date: 10/1/2022

    Ms. Willow Hetrick, Kuukpik Corporation, 583 East 36th Avenue, Anchorage, Alaska 99503, states the purpose is to provide storage and staging areas for equipment and materials related to recent oil and gas development activities that support Kuukpik, its subsidiaries and joint venture entities. Kuukpik Oil Field Services (KOS) is proposing to discharge up to 79,095 cubic yards of clean gravel fill into 9.983 acres in order to construct a new lay down area/storage pad on lands owned and managed by Kuukpik Corporation. The proposed pad would be approximately 576 feet wide, 755 feet long, and be a minimum of 5 feet deep.   • POA-2009-00725, Wetlands Near Kobuk River_2nd PN

    Expiration date: 8/31/2022

    Native Village of Shungnak states the purpose is to replace the old community landfill with a new one for community expansion and to alleviate local concerns with the surrounding environment of the old landfill, that has been improperly managed, is overflowing and has a destroyed fence. The project consists of 3 phases. Due to a lack of funding, Phase I was completed and Phases II and III were not constructed. The original authorization was issued on May 9, 2012, was modified on February 6, 2015, and expired in April of 2017. Due to the expiration of the previous permit, the applicant must request a new individual permit (IP) and this review will incorporate all aspects of the project within the Corps designated scope of review. This includes the cumulative impacts from Phase I and a review of both Phases II and III. The first phase resulted in 2.65 acres of impacts and the applicant purchased 3.98 acres of in-lieu fee credits from The Nature Conservancy. The current phase, Phase II, of the proposed project includes the construction of the landfill access road and would result in 6.59 acres of impact to emergent wetlands. Phase III would include 1.97 acres of impacts to emergent wetlands and would be for the construction of the landfill. In total, all three phases would impact 11.21 acres of emergent wetlands. The applicant previously proposed the purchase of 9.88 wetland credits for Phase II and 2.96 wetland credits for Phase III. All work would be performed in accordance with the enclosed plan sheets, provided with the application on June 13, 2022.   • POA-2022-00153, Nushagak River_PN

    ASRC Civil Construction, Brice Conklin, 3900 C Street, Suite 301, Anchorage, Alaska 99503, Telephone number (907) 339-5600, states the purpose is to provide material for the resurfacing of the New Stuyahok Airport. The applicant is proposing to mine 7.1 acres of wetlands located on an unnamed island in the Nushagak River for approximately 50,000 cubic yards of material that will be used for the New Stuyahok Airport resurfacing project. All work would be performed in accordance with the enclosed plan (sheets 1-15), dated July 26, 2022.   • POA-2021-00209 Knik Arm_PN

    Expiration date: 8/25/2022

    Ted Stevens Anchorage International Airport and FedEx Express state the purpose is to relocate local Alaska package sorting operations from the existing FedEx facility at TSAIA to an adjacent area south of Taxiway Uniform at TSAIA, including construction of an aircraft ramp to support feeder aircraft relocated from the existing facility. The relocation of the local package sorting operations is warranted due to FedEx’s existing aircraft apron and facility sort capacity constraints associated with normal growth. The proposed work would discharge 300,000 cubic yards of classified fill and backfill (gravel from existing local source) and 6,000 cubic yards of asphalt concrete pavement into approximately 14.79 acres of wetlands to construct two new buildings (an approximate 206,000 square feet package sorting facility and 815 square feet vehicle wash building, totaling approximately 4.75 acres of building area), parking and paved areas (approximately 5.18 acres), grassed swales and islands (approximately 1 acre), a sedimentation basin (approximately 0.9 acres) and a feeder aircraft ramp extension (approximately 7.14 acres) on a 21.9 acre parcel that will be leased from the TSAIA. The buildings will be built on pilings south of the ramp extension using a structural slab to reduce surcharging requirements. The parking area will be located east of the building and connect to North Tug Road and Postmark Drive via a short driveway. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated July 18, 2022.
