The current need has exceeded the capacity of the current location. The existing grocery store supplies 90% of the island’s population of essential food products. Due to supply chain issues and receiving all product via barge many times only once a week, a larger warehouse is needed. This project proposes to excavate 20663 cubic yards of existing material and place 4703 cubic yards of imported fill into 1.247 acres of Palustrine Emergent wetlands to install a driveway from Haugen Drive, additional parking, and a building pad to expand the existing development of the existing grocery store. The existing grocery store has exceeded its current capacity to adequately serve the community. The building pad would be used to expand the storage and warehouse capacity of the current building. The proposed development is split into four (4) separate sections. All work would be performed in accordance with the enclosed plan (sheets 1-7), dated April 2022. Brett Nelson, Alaska Department of Transportation and Public Facilities, states the purpose is to improve safety and bring this section of the Richardson Highway up to current design standards. The project is needed because the Richardson Highway throughout this corridor is substandard. This narrow section of roadway was last upgraded in 1953 and reflects the design standards of the time. The existing paved surface has two 12-foot travel lanes with many areas without a gravel shoulder. The pavement is in need of replacement and areas of the road are experiencing embankment and foundation settlement. The road embankment is steep and its alignment has numerous sharp horizontal and vertical curves that limit sight distance and exceed current design standards. Drainage problems exist in several areas due to undersized or failing culverts. DOT&PF proposes to reconstruct the Richardson Highway between mileposts 167 and 173. The scope of work includes reconstructing the road with 12-foot lanes and 6-foot-wide paved shoulders, reduce existing steep vertical grades and flatten horizontal and vertical curves, grading ditches to drain and replacing failing or undersized culverts, improve turnouts, replace roadway signs, realign the highway around Meiers Lake (MP 170), and build a temporary access road to access a retired material site where unusable material will be placed to reclaim the site. The Alaska Department of Transportation and Public Facilities (ADOT&PF) states the purpose is to improve maintenance and public safety of the Old Edgerton Highway by widening the road, clearing vegetation for sight distance and improving drainage and the driving surface. The proposed upgrades would widen the road to 24-feet with two 12-foot lanes, improve and re-establish ditches, replace culverts where needed, and clear vegetation 30 feet from edge of new roadway width. Activities would occur in a phased manner for at least 5 years. The project site is the Old Edgerton Highway, which extends from Willow Creek to Kenny Lake, Alaska and is located within USGS Quad Maps Valdez C-3, D-3, and D-4; the project mid-point is Latitude 61.7842º N., Longitude 145.0492º W. Nathan Duval, City of Valdez; email: nduval@valdezak.gov, telephone (907) 835-4313, states purpose is to replace the aging Valdez Small Boat Harbor infrastructure to continue the current level of public service, public access, and vessel mooring. To reconstruct the Valdez Small Boat Harbor, including removing the A-G, H-K and Tour Dock floats, steel piles, and utilities. Steel piles would be reinstalled if in good conditions or replaced with new ones. Three gangways would be removed and replaced with salvaged ones or new ones. Dredging would occur at the Tour Dock south access gangway and at the travel (boat) lift gangway and a rock revetment wall would be constructed to stabilize dredged area at the south access gangway. Total dredging area would be 0.25-acre (1,550 cubic yards) and fill area (revetment wall) would be 0.02-acre (125 cubic yards of riprap). Project construction would begin Fall 2022 and is anticipated to have a duration of approximately 5-7 months.
