Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-1980-00243, Bering Sea_PN

    Expiration date: 3/28/2024

    The applicant, PACAF Regional Support Center shas stated the purpose is to provide long-term repair to the fuel pier, slow shoreline retreat, and protect shoreside facilities at the Eareckson Air Station (EAS) fuel pier. The project site is located within Section 16, T. 86 S., R. 257 W., Seward Meridian; USGS Quad Map ATT C-3; Latitude 52.7286º N., Longitude 174.0656º E.; on Shemya Island Alaska. PROPOSED WORK: PROPOSED WORK: The applicant requests authorization for the following work below the High Tide Line (approximate elevation +5.49 feet above the 0.0 foot contour) (HTL) and the Mean High Water Mark (approximate elevation +3.29 feet above the 0.0 foot contour) (MHW) in navigable waters of the United States: Install below the MHW two hundred (200) 42-inch diameter interlocking steel pipe piles around the existing fuel pier to create a new exterior pipe pile wall. The steel piles would be filled with concrete and connected to the existing fuel pier. Place into 2 acres below the HTL Cyclopean concrete fill (concrete filled with rubble) between the existing pier structure and the new exterior pipe pile wall (concrete totals 17,500 cubic yards); 4,500 cubic yards of Armor stone for scour protection at the fuel pier; 43,500 cubic yards of armor stone to construct the western shoreline berm revetment adjacent to the fuel pier for beach protection. Dredge 1,500 cubic yards of unconsolidated material from below the MHW and into an upland disposal site. The proposed project would increase the existing pier footprint up to 33,700ft2. All work would be performed in accordance with the enclosed plan (sheets 1-10), dated November 15, 2023.   • POA-2021-00361 Putuligayuk River

    Expiration date: 3/25/2024

    Hilcorp North Slope, LLC stated the purpose is to expand oil resource development within the Prudhoe Bay Unit to access the Schrader Bluff reservoir. A new drilling pad, Omega Pad, would provide access to 3,500 acres of undeveloped oil reserves in the Schrader Bluff Reservoir. The project site is located within Latitude 70.3517 º N., Longitude 149.3638º W.; about 22 miles northwest of Deadhorse, Alaska. PROPOSED WORK A total of 500,000 cubic yards of fill would be required to construct the new pad and associated support and access infrastructure, resulting in the filling of approximately 30 acres of wetlands. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated November 20, 2023.   • POA-2024-00058 Sawmill Cove

    The City and Borough of Sitka stated the purpose is to construct a vessel haul-out facility with a capacity to haul-out a majority of the vessels within the Sitka Fleet for repair and refurbishment. The project site is located within Section 3, T. 56 S., R. 64 E., Copper River Meridian; USGS Quad Map Sitka A-4; Latitude 57.0478º N., Longitude 135.2289º W.; within the Gary Paxton Industrial Park (GPIP), in Sawmill Cove, near Sitka, Alaska. PROPOSED WORK The proposed project consists of the construction of 150-ton capacity vessel haulout piers, a queueing float, a vessel haulout ramp, and an uplands shipyard area with vessel storage, vehicle parking and a vessel washdown pad, below the Hight Tide Line (approximate elevation +12.8 feet above the 0.0 foot contour) and the Mean High Water Mark (approximate elevation +9.2 feet above the 0.0 foot contour). Work also includes water, storm water, wastewater, and electrical improvements. All work would be performed in accordance with the enclosed plan (sheets 1-12), dated January, 2024.   • POA-2024-00038 Port Frederick

    The City of Hoonah stated the purpose is to construct retail and commercial buildings along the Hoonah waterfront to support economic growth and development in a town impacted by seasonal cruise ship tourism. The project site is located within Section 28, T. 43 S., R. 61 E., Copper River Meridian; USGS Quad Map JUN A-5; Latitude 58.108º N., Longitude -135.446º W.; in Hoonah, Alaska. PROPOSED WORK: The proposed project would install below the Mean High Water Mark (approximate elevation +13.9 feet above the 0.0 foot contour) MHW of Port Frederick/Hoonah Harbor the following in-water components: • One hundred twenty (120) 18-inch diameter temporary steel piles to guide the permanent piles into place; • Three hundred sixty (360) 18-inch diameter permanent steel piles • Placement of electrical conduit Additional project components include: • Concrete pile caps • Pre-cast concrete wharf deck and associated buildings (note: these components would be installed out of water) • Water and sewer utility in insulated arctic pipe placed above ground along north and south side of breakwater, anchored in place (note: these components would be installed out of water) The proposed project also would involve the discharge of 900 cubic yards of drill cuttings below the High Tide Line (approximate elevation +19.3 feet above the 0.0 foot contour). All work would be performed in accordance with the enclosed plan (sheets 1-7), dated December 12, 2023.   • POA-2019-00473 Big Lake PN

    Expiration date: 3/4/2024

    April A. Tynan stated the purpose is to “provide a safe and happy place for family recreation, including a house and garage. The current state of the property is unsafe and creates challenges for children and elders to access the lake for activities such as swimming, boating, fishing, snow machining, and other activities.” The project site is located within Section 20, T. 17 N., R. 3 W., Seward Meridian; Latitude 61.5459º N., Longitude 149.8626º W.; near Big Lake, Alaska. PROPOSED WORK: The applicant proposes to discharge 15,419 cubic yards of gravel, sand, and gravel material into 1.91 acres of wetlands in order to create a residential pad. The residential pad would include space for an 80-foot by 100-foot house, an 80-foot by 80-foot boat house and garage, space for a front yard, backyard, septic tank, and water well. The proposed project would include an approximately 40-foot by 320-foot driveway and access road.
