    Native Village of Eyak (NVE), PO Box 1388, 110 Nicholoff Way, Cordova, Alaska 99574, states the purpose of project has not changed from that described in Section 1.2 of the 2006 FEIS. The project purpose is to: • Construct an Oil Spill Response Facility and deep-water port in the Cordova area that could receive oil spill equipment from any location at all tides, via an air-to-ground-to-response-vessel or cargo vessel-to-response-vessel transportation sequence, • Accommodate existing and foreseeable future oil spill response vessels and oil spill response-related cargo vessels with deeper drafts than can be accommodated by existing facilities in the area, and • Include an adequately sized area, contiguous to the dock, for staging and storing response equipment. The proposed permit modification include: 1) Road realignment near Humpback Creek, 2) Reduce road length from 4.5 miles to 4.32 miles, 3) Bridge crossings at No-name Creek, 4) Shepard Point pad and staging area increase from 3.5 acres to 5.5 acres, 5) Install interlocking steel sheet pile retaining wall at Shepard Point pad and staging area, 6) Boat ramp configuration change, and 7) Remove 2017 DA Permit POA-1994-01014 Special Condition 5. The project site is located within Sections 1, 2, 10, and 11, T. 15 S., R. 3 W., Copper River Meridian, USGS Quad Map Cordova C-5; between Latitude 60.578259° N., Longitude 145.721472° W.; and Latitude 60.630286° N., Longitude 145.671076° W.along Orca Inlet in Prince William Sound, near Cordova, Alaska.     Expiration date: 2/28/2022

    Alaska Department of Transportation and Public Facilities, Attention: Brett Nelson, stated purpose is to provide aggregate gravel to extend the life of existing road surfaces and to complete maintenance and structural rehabilitation work to meet safety and design requirements for the Dalton Highway. The applicant proposes to excavate, within freshwater forested/shrub and emergent wetlands, a new mining cell to a depth of 30 feet and 10 acres in area, to provide a source and stockpile area for aggregate gravel. The proposed new cell would be within an existing material site area. Waste rock and overburden material would be used to backfill the current or adjacent gravel mine cells or blocks. Mined areas regraded to final slopes would have overburden organic materials spread over the surfaces to aid in revegetation and seeded with native plant species. There is an existing access to the site at MP 390. The proposed work is scheduled to occur during the summer and fall construction seasons. All work would be performed in accordance with the enclosed plan (sheets 1-2), dated December 2021.     Expiration date: 2/25/2022

    Rampart Village Council, Attention: Margaret Moses, stated purpose is to provide a source of gravel material for local community improvement work particularly the sewage and septic systems and associated infrastructure. The applicant proposes to excavate, to a depth of about 3 feet, and transport up to 7,000 cubic yards of sandy gravel from the Yukon River bed below ordinary high water during low water periods within an 88-acre (2,000-foot by 1,925-foot) material site (ADL 421481) adjacent to the confluence of Minook Creek. A wheeled front-end loader would push the material into windrows and load into 14-cubic yard dump trucks. The Dump trucks would transport the material to an upland stockpile location. Approximately 1,111 cubic yards of sandy gravel would be also placed along 1,500 feet by 10 feet of riverbed as needed to stabilize the access route. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated January 12, 2022. The project site is located within Latitude 65.5146º N., Longitude 150.1449º W.; The project site is located near the north end of the Rampart Airport Runway in Rampart, Alaska.     Daniel Welch, Fairbanks North Star Borough (FNSB) stated purpose is to bring the FNSB South Cushman Rifle Range to current safety and accessibility guidelines. The proposed project would improve safety of and access to the FNSB South Cushman Rifle Range. Fill would be permanently placed in 1.0 acres of jurisdictional wetlands of the U.S. to construct new safety berms and expand the backstop berm. The project would also construct a restroom facility, establish a covered shooting area, and create parking, access paths and shooting benches that are compliant with requirements of the American with Disabilities Act.
