Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2011-00769 Clover Passage PN

    Expiration date: 3/24/2025

    Trevor Sande, Marble Seafoods LLC., stated the purpose is to expand and relocate an existing oyster processing facility. The proposed work is required due to the relocation of an aquatic farming lease and sale of an adjacent upland property. PROPOSED WORK: The applicant proposes to relocate a 46-foot by 125-foot concrete float, a 30-foot by 46-foot processing building, and a 20-foot by 75-foot floating nursery consisting of 144 seed tubs measuring 24-inches by 24-inches from an existing aquatic farming lease to a new aquatic farming lease 300-feet south of the current location. All work would be performed in accordance with the enclosed plan (sheets 1-9), dated February 10, 2025.   • POA-2024-00515 Lewis River PN Extension

    Expiration date: 2/27/2025

    Stetson Sannes, Hilcorp Alaska, stated the purpose is to expand available working area to support current and future natural gas development operations. PROPOSED WORK: The applicant proposes the discharge of 14,100 cubic yards of gravel fill resulting in permanent impacts to 2.1-acre wetland. All work would be performed in accordance with the enclosed plan (sheets 1 through 3), dated July 2, 2024. Please contact Drew E.   • POA-2025-00047 Portage Creek Drainage PN

    Expiration date: 3/13/2025

    AK Custom Mining, LLC. Chris Gerteisen, stated the purpose is to provide reliable and cost effective surface access for exploration of critical minerals including gold, antimony, silver, and copper. PROPOSED WORK The proposed project would involve construction of a 12.42-mile-long road between the Whiskey Bravo Airstrip and the Korbel mining exploration area at the head of the north tributary to Portage Creek. Construction would consist of improving 2.9 miles of existing trail north of the airstrip and building 8.5 miles of new road up the Portage Creek valley. The road corridor would be 30 feet wide with a 15 foot wide driving surface. Cross-drainage culverts measuring 24 inches in diameter would be installed to maintain hydrology in wetland areas and full-span timber frame bridges would be installed at 5 stream crossings. Three low water crossing locations would be established further up the watershed. Approximately 8,132 cubic yards of fill would be discharged into waters of the United States as part of the project, which would adversely impact approximately 2.55 acres of emergent, forested, and scrub shrub wetlands and 0.11 acres of intermittent and perennial stream habitat.   • POA-2023-00433 Sitka Harbor PN

    Expiration date: 3/12/2025

    Joseph Bea, City of Sitka, stated the purpose is to provide safe and reliable seaplane access to Sitka by constructing a new SPB and deactivate/decommission the existing 65-year-old base which is at the end of its useful life and in poor condition. PROPOSED WORK: The project would construct an approximately 3.86-acre gravel pad in uplands, wetlands, and waters of the U.S. on which a haul out ramp and approach dock would be based. The pad would also provide space for vehicle turnaround, parking, basic amenities, curb, vehicle driveway, security fencing, and landscape buffer. Material would be excavated from the side slopes above Sitka Channel to level the proposed fill pad, including from wetlands mapped during the 2020 wetland delineation. The Project would place fill in 0.06 acres of wetlands above HTL, 0.15 acres of intertidal waters between HTL and MWH, and 2.24 acres in marine waters below MHW, resulting in 2.45 acres of fill impacts in WOUS subject to Section 404 of the CWA. Additionally, approximately 0.97 acres of structures below MWH will be placed to support floats, ramps and bridge in marine waters.   • POA-2023-00473 Glacier Creek PN

    Expiration date: 3/10/2025

    Mr. William Laurie, Pomeroy Lodging, stated the purpose is to construct the Pomeroy Development to alleviate housing rental needs for Girdwood and Alyeska Resort workforce. Components of the project include home buildings, recreational facility (aquatic center, fitness center, and open-air covered ice rink), parking lots, and pedestrian walkway. PROPOSED WORK: To place 8,800 cubic yards of type II/IIA fill type in 1.09 acres of palustrine wetlands to construct approximately 86 units and commercial space. All work would be performed in accordance with the enclosed plan (sheet 1 dated July 29, 2024, and sheets 2-6 dated January 10, 2025).
