  • POA-2015-00025-M2, Simpson Lagoon

    Bruce Dingeman, with Oil Search (Alaska), LLC, states the project purpose is to provide a long-term supply of make-up water with sufficient reliability and water quality assurance and allow Oil Search (Alaska), LLC, to optimize production efficiency from the Pikka Unit reservoirs. Work being proposed includes permanent discharge of a barge and gravel fill into 6.07 acres of marine waters to construct a seawater treatment plant (STP). Permanent discharge of gravel fill into 0.05 acres of wetlands to construct a 16.5 mile STP pipeline. Additional work includes screeding of 7.56 acres of seafloor to allow barge access. All work would be performed in accordance with the enclosed plan (sheets 1-16), dated February 2020.   • POA-2020-00160, Crooked Creek

    Expiration date: 5/1/2020

    Derek Gilberston, with Brice Incorporated states the project purpose is to provide adequate quality and quantity of mineral material for the Crooked Creek Airport Improvements Project in Crooked Creek, Alaska. Work being proposed includes mechanically clear 8.0-acres of land to expand an existing pit, and then excavate the area to deepen the pit to reach the underlying sand and gravel layers. Separate topsoil and organic material from the useable gravel and sand layers, and stockpile each separately. The majority of the expansion would be in non-jurisdictional uplands. In order to obtain adequate amounts of material (400,000 cubic yards of sand and gravel), the pit expansion would also impact approximately 0.27-acres of ponded habitat and 1.71-acres of riverine wetlands, this portion is the only part of the project under the U.S. Army Corps of Engineers authority. After the useable material has been used or stockpiled in uplands, the wetland and pond area would be reclaimed using the stockpile wetland topsoil and organic material. The reclaimed area would be contoured and topsoil would be spread over the top. The reclamation effort is anticipated to result in a 6.0-acre pond upon completion, which would be a 4.02 acre increase in waters of the United States (WOUS). All work would be performed in accordance with the enclosed plan (sheets 1-3), dated March 20, 2020.   • POA-2020-00147, Sagavanirktok River

    Expiration date: 4/16/2020

    Mr. Sandy Sears, with BP Exploration Alaska (BPXA) Inc., states that the project purpose is to re-contour the bottom of the river bed to a 4’ elevation. Work being proposed includes the dredging of up to 45,000 cubic yards (CY) of accumulated silt and gravel material from the west side of the river and the placement of the same fill material into scour depressions on the east side of the river all below the Mean High Water Mark from bank to bank within 15 acres of Riverine waters of the U.S., in the Sagavanirktok River to contour and construct a 4’ above sea level elevation on the riverbed. A temporary access ramp would be created within this area and would be 100’ long by 50’ wide, after work has been completed the area would be returned to its original contours. A portion of the work for the ramp would be located in uplands which would not be under the Corps jurisdiction. If there is any excess material it would be placed as sacrificial fill along the river embankment and bridge abutments. This scope of work is planned for 45 days. The schedule is expected to be highly variable based upon flow. The project will occur when the river is at its lowest flow volume, September 1 – October 31, 2020.     Dr. Paul Sayer, with Dry Gulch states that the project purpose is to conduct commercial placer gold mining. Work being proposed includes to discharge approximately 4,345,701 cubic yards of overburden and non-pay material into 49 acres of wetlands to conduct mechanical land clearing and reclamation in association with a conventional hillside placer mining operation. The total size of the operation is 87 acres: of this, 49 acres are wetlands, and 38 acres are uplands. Details on the proposed modification are included on the enclosed plans (sheets 1-4), dated February 5, 2020.     Britton Webb, with Solid Ground LLC., 6301 B Street, Anchorage, Alaska 99518, (805) 886-0049, bwebb@akhaul.com, states that the project purpose is to create a paved parking lot for parking trailers in close proximity to Solid Ground LLC retail location (6301 B Street, Anchorage, AK 99518). Solid Ground LLC. needs greater parking for high-end trailers than can fit in the parking space surrounding their retail location. The majority of the parcel would be developed to include storm-water features and have sufficient space for trailer backing and turning radius. Work being proposed includes the placement of 2,419 cubic yards of clean gravel fill to construct a 323-foot x 118-foot paved parking lot, four bio-retention facilities within the paved parking surface, one bio-retention facility and swale abutting the eastern parking lot entrance for storm-water collection, and a paved entrance connecting the parking lot to B Street. The proposed work would require filling 0.75-acre of jurisdictional wetlands.
