Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

    Expiration date: 11/13/2018

    Mr. Brett Nelson, with DOT&PF, 2301 Peger Road, Fairbanks, AK 99709, states that the project purpose is to provide a safer runway for the community of Kotlik. Work being proposed includes the placement of 37,650 cubic yards of clean fill material permanently impacting 3.0 acres of wetlands and temporarily impacting 11.0 acres of wetlands to: provide a staging area, waste disposal area, temporary access road, rehabilitate the segmented circle road and pad, and replace a culvert. All work would be performed in accordance with the enclosed plan (sheets 1-2), dated July 30, 2018.     John Barnett, with the Alaska Department of Transportation and Public Facilities, 6860 Glacier Highway, Juneau, Alaska 99811, states that the project purpose is to provide safe and efficient berthing, mooring and transfer of vehicles and pedestrians for existing and proposed new ferry vessels. The facility has been designed to accommodate multiple vessels simultaneously.Work being proposed involves the dredging of 9,000 cubic yards of marine sediment from 1.2 acres below the mean high water mark (MHW, approximate elevation +15.8 feet above the 0.0 foot contour) of Lutak Inlet to a depth of –30 feet below mean lower low water (0.0 feet) to provide sufficient water depth to accommodate end loading of AMHS ferry vessels at all tidal ranges. The dredged material is proposed to be disposed of by discharge over 18 acres of the seafloor in water approximately 900 feet deep, at Latitude 59.2894º N., Longitude 135.3833º W., approximately three miles northeast of the proposed dredging site, in Taiya Inlet (see Sheet 11 of 11). Upon completion of dredging, 7,000 cubic yards of riprap would be discharged into 1.2 acres below the high tide line (HTL, approximate elevation +21.2 feet above the 0.0 foot contour) and MHW of Lutak Inlet for slope protection of new berths.     Mr. Bradford R. Roman, 8572 North Tongass Highway, Ketchikan, Alaska 99901, states that the project purpose is to build a single family residence. work being proposed includes placement of up to 1000 cubic yards (CY) of riprap, 2000 CY of D1 gravel, and 2000 CY of Pit Run gravel into 0.09-acre below the High Tide Line (19.7’, above the 0’ contour of MLLW) of Tongass Narrows to construct a new residential structure and associated features. The project would include a 10 foot wide driveway and a 130 feet wide x 50 feet long housing pad with varying depths of gravel. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated August 18, 2018.     Mr. Wayne A. Ross, PO Box 101522, Anchorage, AK, 99510, states that "the primary purpose of this project is to make the land useable. It is intended to be used as a boat and recreational vehicle (RV) storage area.” Work being proposed includes the discharge up to 30,000 cubic yards (CY) of sand and gravel for the development of a 330 foot x 400 foot x 6 foot deep pad for commercial purposes associated with boat and RV storage. The proposed pad would require filling three acres of wetlands. All work would be performed in accordance with the enclosed plan (sheets 1-2), dated August 27, 2017.
