Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2013-00264

    Expiration date: 9/6/2018

    Mr. Boyd Ables, Post Office Box 749, Glennallen, Alaska 99588, states that the project purpose is to provide road access and easements to lots within the subdivision, a pad for parking, and the construction of a new commercial building. work being proposed is place a total of 10,500 cubic yards (CY) of clean gravel material into 2.3-acres of wetlands. This is an After the Fact permit request that was originally distributed for Public Notice June 20, 2013.     Expiration date: 8/20/2018

    Mr. Jim Erickson, 1676 Fritz Cove Road, Juneau, AK 99801, states that the project purpose is to “replace an old and deteriorated private moorage facility with a safe, more accessible and secure dock for the resident owner”. Work being proposed includes: 1. Remove from below MHW an existing 10 foot wide by 36 foot long timber approach, 30 foot long aluminum gangway, 135 linear feet of sectional hinged beach floats, and a 10 foot wide by 40 foot wide mooring float and six timber piles. 2. Install below MHW a 107 foot long (over two spans of 67 feet and 40 feet in length) elevated aluminum truss approach structure on two bents, each bent supported by two 10.75-inch diameter steel piles with a total of four steel support piles with minimum of 15 feet of embedment; 3. Install below MHW one new 20 foot wide by 60 foot long timber decked, pile-supported (two each 24-inch diameter) float on poly pipe pontoons connected to a six foot wide by 60 foot long steel gangway. The float would be outfitted with domestic water and shore power. Piles would be driven to depth with a vibratory hammer; 4. Place 0.58 cubic yards of concrete and 0.29 cubic yards of clean rock armor rock side slope fill material into 52.2 square feet below the HTL to construct a 4.5 feet wide by 10 feet long retaining wall bulkhead; All work would be performed in accordance with the enclosed plan (sheets 1-2), dated 7-20-2018.     Herschleb Consulting LLC, POC Anne Herschleb. The project site is located within Sections 27 &28, T. 23 N., R. 76 W., Seward Meridian; USGS Quad Map KwigukA-3; Latitude 62.0558° N., Longitude 163.2083° W.; approximately 1.2 miles northwest of St. Mary's, Alaska.. PROPOSED WORK: This proposal seeks to bring into compliance an active gravel material source that has been utilized since 1985. The mechanized land clearing previously occurred within approximately 17.5 acres of Palustrine wetlands and a new proposal would involve the mechanized land clearing of an additional 1.3 acres of wetlands for a total impact to 18.8 acres of wetlands to continue developing a material gravel source in the St. Mary's area.     Expiration date: 8/7/2018

    City of Dillingham, POC Tod Larson, stated purpose is to replace the thirty year old float system in the Dillingham Small Boat Harbor in order to continue operation. PROPOSED WORK: Remove six 18-inch diameter steel anchor pipe piles securing the existing removable float systems using vibratory hammer extraction. Install approximately 90 sheet piles total, including 50 below high tide line (HTL), using avibratory hammer at three locations to form sheetpile abutments that would serve as supports for the new catwalks. The toe of Ramp 1 and most of the sheet piles for Ramp 3 would be installed below HTL and the rest of the sheet piles would be above HTL. Install 17 new steel 30-inch diameter anchor piles using vibratory and impact (if required) driving to support the new dock floats. Gangways, catwalks, and floats would support water utility lines for seasonal potable water and fire service. New utility connections would be made in the adjacent uplands. Discharge 90 cubic yards (CY) total, including 40 CY into 0.01-acres below HTL, to construct access ramps to the new float systems.     Erik Boraas, with Trail Mix Inc., P.O. Box 35693, Juneau, AK 99803, states that the project purpose is to re-locate an existing gravel surfaced trail from the Mendenhall River intertidal zone to above the high tide to allow year round access to the Mendenhall Refuge. Proposed work includes authorization to place 450 cubic yards (CY) of shot rock and 100 CY of Class I riprap fill material into 0.46 acres below the High Tide Line (approximate elevation +20.6 feet above the 0.0 foot contour) (HTL) and the Mean High Water mark (approximate elevation +15.3 feet above the 0.0 foot contour) (MHW) to relocate an existing trail. All work would be performed in accordance with the enclosed plan sheets 1 – 5, dated May 02, 2018.
