Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

    Mr. Robin Dun, P.E., with Colaska, Inc. 4000 Old Seward Hwy, Suite 101 Anchorage, AK 99503, states that the project purpose is to develop a mitigation Bank. The proposed mitigation bank site is within Section 24, T 17N., R 1E., Seward Meridian, USGS Quad Map Anchorage C-6, Latitude 61.544º N., Longitude 149.20º W., approximately two miles east of the Glenn-Parks Highway intersection in the Matanuska-Susitna Borough.     Expiration date: 1/14/2019

    City of Eek, Attention: Mr. Fritz Petluska, Post Office Box 9; Eek, Alaska 99578, states that the project purpose is to improve the deficiencies in sanitation infrastructure, as the existing community waste water lagoon is not designed to accept honey bucket waste. Work being proposed includes the discharge 4,800 cubic yards (CY) of fill over 3.03 acres to consolidate and cap the current honey bucket disposal area. To discharge 5,100 CY of fill over 0.73 acres to construct a new honey bucket disposal cell. These two impacts overlap slightly and the total area of impact is 4.95 acres.     Calvin Cockroft, with Orutsararmiut Native Council, Post Office Box 927; Bethel, Alaska 99559, states that the project purpose is to provide road access to new housing for single family residences in Bethel, Alaska. Work being proposed includes the discharge of 32,370 cubic yards of clean fill over 3.86 acres of wetlands for the construction of a subdivision road. Minimum width of footprint is 52-feet with a 3:1 side slope. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated November 8, 2018.     Arctic Slope Native Association (ASNA), Post Office Box 1232, 7000 Uula Street, Utqiaġvik, Alaska 99723, states that the project purpose is to provide space for housing and associated parking for hospital staff. Work being proposed includes the placement of up to 17, 500 cubic yards of gravel fill into 2.56 acres of jurisdictional Palustrine emergent tundra wetlands for the construction of housing and associated parking for hospital staff. The new road would be 698.5-feet x 42-feet (076 acre of wetlands), will provide xx new units and the parking area would be 550-feet x 60-feet (1.59 acre of wetlands). A new gravel pad to the south east of the hospital would be 90-feet x 110-feet (0.21 acre of wetlands) and will provide space for additional water storage tanks. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated September 18, 2018 and sheet 1, dated October 23, 2018.     Expiration date: 12/26/2018

    Mr. Karl Amylon with the City of Ketchikan, states that the project purpose is to improve navigational safety and access while allowing for more efficient berthing for cruise ships moving to and from Berths I and II by removing the rock pinnacle to a target depth of -42 feet Mean Lower Low Water (MLLW). Work being proposed is to remove up to 15 vertical feet of rock (7,500 cubic yards) from a 0.76-acre area. This rock pinnacle removal would bring the ocean bottom depth to -42 feet MLLW. There would be up to 50 days of blasting (25 to 50 blasts anticipated), with up to one blast per day at a maximum weight of explosive up to 75 pounds per blast. The proposed project would occur between September 16, 2019, and April 30, 2020, with blasting occurring between November 15, 2019, and March 15, 2020. The blasted rock material would be removed using a mechanical dredging technique (i.e., clamshell dredge, excavator from a barge, etc.), placed on a barge, and moved to an appropriate stockpile or placement site, permitted as necessary. The project site is located within Section 30, T. 75 S., R. 91 E., Copper River Meridian; Latitude 55.3392º N., Longitude 131.6494º W.; in Ketchikan, Alaska.
