    Mr. Stephen Ribuffo's (Municipality of Anchorage Port of Anchorage) stated purpose is to improve the navigational conditions for Terminal 3 and to create a safe and stable area that will support Port operations while also maximizing the area available for future use on the North Extension. The project site is located within Section 7, T. 13 N., R. 3 W., Seward Meridian; USGS Quad Map Anchorage A-8; Latitude 61.245461º N., Longitude 149.882944º W.; in Anchorage, Alaska. PROPOSED WORK: The Municipality of Anchorage through its Port of Anchorage Department (POA) proposes the reconfiguration and realignment of the shoreline within the North Extension (area north of the existing general cargo Terminal 3 that was authorized under Department of the Army (DA) permit POA-2003-502-2). The North Extension Stabilization (NES) project would be completed in two distinct steps, NES-Step 1 and NES-Step 2, separated by multiple years. This Public Notice addresses NES-Step 1.     Mr. Steve Connelly'S (Eklutna, Inc) stated purpose is to remove the functionally obsolete Lower Eklutna River Dam, which would restore some natural stream functions currently inhibited by the dam’s presence. The project site is located within Sections 29 and 30, T. 16 N., R. 1 E., Seward Meridian; USGS Quad Map Anchorage B-7; Latitude 61.44954º N., Longitude 149.32979º W.; Municipality of Anchorage; near Eagle River, Alaska. The impacts from the proposed project would be 2400 cubic yards (CY) of temporary fill into 0.74-acre of waters of the U.S. (WOUS) for the various work areas, 186.1 CY of temporary diversion structures, and 21,000 CY of relocated sediment downstream of the dam.     Mr. Mark Boydston's (Alaska Department of Transportation & Public Facilities) stated purpose is to expand the existing Anchorage Field Maintenance (AFM) Storage Yard located east of the U.S. Post Office. The expansion would provide new parking for Group I aircraft at the Lake Hood Seaplane Base (LHD), which is currently near capacity. The expansion would also provide parking for relocated aircraft during the Delta and Echo parking area reconstruction. The project site is located within Section 27, T. 13 N., R. 4 W., Seward Meridian; USGS Quad Map Anchorage A-8; Latitude 61.1866º N., Longitude 149.9818º W.; west of Helio Place, and south of Lake Hood Drive; in Anchorage, Alaska. PROPOSED WORK: Discharge up to 94,900 cubic yards (CY) of fill material into 7.38 acres of wetlands in order to expand an existing gravel pad to approximately 485 feet by 880 feet with a usable surface area of 9.11 acres. Fill slopes would be 4:1, ditch slopes on three sides of the pad would have a 4:1 fore slope, and a 3:1 back slope with a minimum 10-foot wide flat bottom.     Mr. Robert Thomassen's stated purpose is to expand an existing rock pad in order to make the area safely accessible by the applicant. The applicant is currently unable to safely turn his truck around on the existing pad. The project site is located within Section 10, T. 59 S., R. 79 E., Copper River Meridian; USGS Quad Map Petersburg D-3; Latitude 56.7719° N., Longitude 132.9625° W.; 360 Mitkoff Highway, in Petersburg, Alaska. PROPOSED WORK: Discharge up to 350 cubic yards (CY) of clean shot rock and armor rock into 0.035-acre below the High Tide Line (HTL; 19.5') of Wrangell Narrows in order to construct a 17-foot by 90-foot extension of his existing pad. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated October 26, 2016.     Mr. Lars Nelson's stated purpose is to expand the Ukpeagvik Inupiat Corporation (UIC) Gravel Pit, to satisfy future development needs of Barrow community and surrounding area. The project site is located within Section 25, T. 22 N., R.18 W., Umiat Meridian; USGS Quad Map Barrow A-4; Latitude 71.2265 º N., Longitude -156.5539º W.; near BARROW, Alaska. PROPOSED WORK: Blasting, and discharge of 500,000 cubic yards (cy) of gravel over a five year period into 22.5 acres of waters of the U.S. Activities include gravel mining, limited expansion of the stockpile and laydown areas, and certain restoration activities within the pit. Additionally, over the next 20+ years, UIC proposes phased expansion into 90 additional acres. All work would be performed in accordance with the enclosed plan (sheets 1 - 9), dated June 30, 2016.
