Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

    Mr. Bruce Cain's (Ahtna Incorporated) stated purpose is to construct a recreational facility and boat launch to provide the public a managed recreation facility on the Gulkana River. The project site is located within Section 27, T. 6 N., R. 1 W., Copper River Meridian, USGS Quad Map: AK-Gulkana B-3, Latitude 62.2697º N., Longitude 145.3888º W., adjacent to the Richardson Highway at the Gulkana River Bridge, north of Gulkana, Alaska. PROPOSED WORK: Discharge 10,890 cubic yards of fill material into 1.89 acres of wetlands to construct an access road, 23-site campground, and a parking area for vehicles with trailers. Additional work includes placing 35 concrete planks (26 cubic yards), protected with 236 cubic yards of rip rap (0.02 acre), into the Gulkana River to construct a boat launch. All work would be performed in accordance with the enclosed plan, 17 sheets, dated September/October 2016.     Mr. Stephen Ribuffo's (Port of Anchorage) stated purpose is to construct the South Backlands Stabilization project in order to stabilize the shoreline constructed under Department of the Army (DA) permit POA-2003-502-N, Ship Creek, and protect the Alaska Basic Industries, Inc. (ABI) cement storage dome at the Port of Anchorage. The project site is located within Section 7, T. 13 N., R. 3 W., Seward Meridian; USGS Quad Map Anchorage A-8; Latitude 61.233588º N., Longitude 149.894339º W.; in Anchorage, Alaska. PROPOSED WORK: The Municipality of Anchorage through its Port of Anchorage Department (POA) proposes to construct the South Backlands Stabilization (SBS) project to stabilize the shoreline constructed under DA permit POA-2003-502-N. The SBS project would consist of grading approximately 7,500 square yards of shoreline to a three to one slope (3:1, horizontal:vertical) between the current surface elevations of +34 feet mean lower low water (MLLW) and +20 feet MLLW, lining the graded slope with geotextile fabric, placing 2 layers of underlayer armor rock (approximately 12,100 cubic yards (CY)) on top of the geotextile fabric, placing 2 layers of primary armor rock (approximately 24,100 CY) on top of the filter rock, and placing approximately 18,500 CY of type II classified fill on the landward side of the armor rock to tie into the existing shoreline. The SBS project as a whole would discharge approximately 54,700 CY of fill material into 4.6 acres of waters of the U.S. Approximately 24,900 cubic yards of material would be excavated from below the mean high water mark to prepare the site for the placement of fill material.     Ms. Audrey Hudson's (City of Metlakatla) stated purpose is to provide access for the community of Metlakatla to a shorter boat trip to and from Ketchikan that is safer than the longer passage down Nicholas Passage. The project site is located within Section 22, T. 74 S., R. 91 E., Copper River Meridian; USGS Quad Map Ketchikan B-5; Latitude 55.2678º N., Longitude 131.5602º W.; Northwest tip of Annette Island, approximately 6 air miles southeast of Ketchikan, Alaska. The proposed project would install a boat ramp, dock/boat ramp float, and road/turn around. Total fill for the proposed project would include up to 80 cubic yards of concrete and 4,800 cubic yards of shot rock. Additionally, five 12-inch HDG and four 16-inch - HDG steel piles would be driven for the dock/boat ramp float. The proposed project would impact up to 0.76-acre of waters of the U.S. .     Doug Trucano's, (Trucano Construction Inc) stated purpose is to construct a barge loading facility. The project site is located within Section 9, T. 41 S., R. 67 E., Copper River Meridian; USGS Quad Map Juneau B-2; Latitude 58.323427º N., Longitude 134.459691º W.; A.T.S., Lot 1A and Lot 1B; 0 Channel Drive, in Juneau, Alaska. PROPOSED WORK: The applicant requests authorization for the following work in and over Gastineau Channel, which is a navigable water of the United States: (1) Discharge 800 cubic yards of riprap and 2,000 cubic yards of sand, gravel, and shot rock fill material into 0.344 acres below the high tide line (approximate elevation +20.8 feet above the 0.0 foot contour) (HTL) to construct a barge loading facility consisting of one 90 feet long by 50 feet wide barge ramp and one 106 feet long by 135 feet wide staging area. (2) Install below the mean high water mark (approximate elevation +15.4 feet above the 0.0 foot contour) (MHW) 80 linear feet of sheet pile to construct a seawall to contain the south side of the proposed staging area. (3) Install below the MHW three 12-inch diameter steel piles to provide barge moorage. (4) Relocate below the MHW two existing steel piles.
