    Holly Willman’s (BP Exploration (Alaska) Inc.) stated purpose is to provide a safe location for workers to perform non-operational tasks such as training, breaks, meetings, and management/administrative tasks at the existing GC2 facility. The project site is located within Section 16, T. 11 N., R. 13 E., Umiat Meridian; USGS Quad Map Beechey Point B-4; Latitude 70.310917º N., Longitude 148.862895º W.; at BPXA’s existing Gathering Center 2 (GC2) facility, approximately 12 miles northwest of Deadhorse, Alaska. PROPOSED WORK: Placement of approximately 15,000 cubic yards of clean gravel fill into 2.05 acres of wetlands in order to expand the existing GC2 pad to accommodate the installation and operation of a Blast Resistant Module (BRM).     Hilcorp Alaska, LLC’s stated purpose is to expand the existing Milne Point Unit (MPU) E Pad to allow for installation and operation of up to 8 additional wells. The project site is located within Section 25, T. 13 N., R. 10 E., on USGS Quad Map AK-BEECHEY POINT B-5; Umiat Meridian; Latitude 70.455299°N, Longitude 149.439669°W , approximately 30 miles northwest of Deadhorse, Alaska. Proposed work consists of filling 1.59 acres of wetlands with approximately 20,063 cubic yards of gravel to allow for the installation of up to 8 additional rigs and associated infrastructure.     Ms. Deborah Heebner’s (Hilcorp Alaska, LLC) stated purpose is to expand Milne Point Unit (MPU) B Pad to provide space for an increase in use of the existing MPU Grind and Inject (G&I) Facility. The project site is located in Milne Point Unit, within Section 18, T. 13 N., R. 11 E., Umiat Meridian; USGS Quad Map Beechey Point B-5; Latitude 70.474012º N., Longitude -149.41495º W.; North Slope Borough, Alaska. PROPOSED WORK: The placement of 74,400 cubic yards (cy) of fill material into 5.3 acres of jurisdictional Palustrine emergent wetlands for the expansion of B Pad for additional facilities for the operations of the permitted MPU G&I Facility. Additional pad space is required for additional offloading facilities, transport truck lanes, equipment turnaround areas, ramps and support facilities at MPU B Pad.   • POA-2015-630, Beaufort Sea

    Expiration date: 10/17/2016

    Hilcorp Alaska LLC's stated purpose is to expand oil resource infrastructure within the Milne Point Unit Schrader Bluff reservoir. Hilcorp Alaska LLC's proposes to expand oil resource development infrastructure. Plans include: 17.22 acres pad, 2.83 miles long road (17.20 acres), 0.36 acres tie-in pad, and 0.5 acres of Vertical Support Members, pipelines, and infrastructure upgrades. The work would impact a total of 30.43 acres of wetlands and 4.40 uplands with a total discharge of 266,550 cubic yards (cy) of gravel fill (140,000 cy for the construction of the pad, 125,000 cy for the access road, 1,500 cy for the tie-in pad, and 50 cy for the VSMs). All work would be performed in accordance with the enclosed plan (Figures 1-4), dated August 2016.   • POA-2016-355, North Klatt Bog

    Expiration date: 10/14/2016

    Municipality of Anchorage (MOA)'s stated purpose for the proposed project is to receive and manage the sediment collected from the MOA street and storm water maintenance activities. The liquids removed from the sediment would be discharge to the Anchorage Water and Wastewater Utility (AWWU) sanitary sewer and the sediment would be disposed of offsite. The proposed project would discharge 94,000 cubic yards of granular classified fill into 5.79 acres of wetlands for the construction of a Stormwater Sediment Management Facility. The proposed project would separate (decant) and process sediments removed from the MOA storm drain system during routine maintenance activities. During these activities, vacuum powered equipment (Vactor Trucks) would remove accumulated sediments from the pipes, manholes, catch basins and other structures in the storm drain networks. The combined water and sediment materials would be brought to the proposed project to be separated into liquids and solids. All liquids would be discharged into the wastewater system; the solids would be dewatered. Waste material would be removed to the municipal land fill, reusable materials would be removed to appropriate areas for reuse. No sediments would permanently accumulate at the proposed project site. Heavy equipment would be used to move materials between processing facilities at the proposed project site. Processed sediments would be removed from the proposed project in the spring. An estimated 70 to 100 truckloads of dried sediment would be removed per season.
