Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-1999-67, Wallick Creek

    Expiration date: 4/6/2016

    Taiga Mining Company, Inc.'s stated purpose is to extract placer gold from stream gravel deposits. To conduct a placer mining operation, consisting of mechanical land clearing, temporary stockpile, and replacement of 125,000 cubic yards of vegetation and organic soil, and 250,000 cubic yards of overburden into 63 acres of waters of the U.S. A 9,500 linear foot stream diversion of Wallick Creek will be constructed.     Expiration date: 4/8/2016

    Arctic DEVCO, Mr. Rex Turner's stated purpose is to construct a convenience store. The proposed work is to discharge up to 12,500 cubic yards of fill material into 0.83-acre of wetlands in order to construct a convenience store. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated February 17, 2016. The project site is located within Section 21, T. 17 N., R. 1 E., Seward Meridian; USGS Quad Map Anchorage C-7; Latitude 61.5508º N., Longitude 149.2919º W.; at the intersection of East Fetlock Drive and East Nelson Road, near Wasilla, Alaska.   • POA-2016-102, Colleen Lake

    Expiration date: 4/4/2016

    The overall project purpose is to create a facility to support the operational and logistical needs of North Slope oil and gas operators. The applicant states that the facility would be used to provide storage for oilfield equipment such as a 30,000 square foot (sf) area for a laydown yard and equipment storage; and 30,000 sf of camp space and supporting modules (diesel generators, potable & waste water, etc.). Additional space would be utilized for snow storage (26,250 sf), a driveway, and safe movement of vehicles, equipment, and pedestrians around the facilities and parking areas located on the pad. The proposed work is to construct a 9.98-acre gravel pad within wetlands abutting a recently permitted and constructed 5.01-ac gravel pad. Specifically this work would result in the discharge of 80,900 cubic yards of clean fill material to provide a stable base for oilfield support equipment, vehicles, and facilities.   • POA-2006-442-M10, Tanana River

    Expiration date: 4/4/2016

    PURPOSE: The applicant, The Fairbanks North Star Borough, Parks and Recreation Department’s stated purpose is to expand recreational public use areas to adequately accommodate the number of visitors. Since opening the beach in the summer of 2014, the swim beach has been an enormous success. Busy days at the beach attract over 600 patrons. A single parking area and entry point leads to a congested beach area just south of the parking lot. Limited parking spaces are available and overflow parking occurs on both sides of Northlake Lane, making it difficult for patrons to drive to other portions of the park. The purpose of the channel is to promote water circulation through the end of the swimming inlet, create additional shallow water habitat, and enhance the visual aesthetic of the area. Comments on the described work, with the reference number, should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision.   • POA-2006-15

    Expiration date: 4/2/2016

    The applicant’s stated purpose is to facilitate transportation of supplies and materials in excess of bridge capacity limitations between Amaknak and Unalaska Islands and to allow the landing to be used as intended, with vessels of a size needed to make the facility operate efficiently and safely. The applicant proposes to discharge 26,000 cubic yards (CY) of shot rock, quarry spally, and armor stone into 2.09 acres below the high tide line (HTL, 4.7 feet above the mean low low water mark of 0 feet elevation) of Iliuliuk Bay, which is a navigable water of the United States (US). In addition, 2,500 CY of material would be dredged from 0.15 acre below the mean high water mark (MHWM, 3.3 feet above mean low low water). The applicant has also requested after-the-fact authorization for the existing barge ramp structure and associated mooring dolphins and piling to remain in place. Please contact Katherine A.
