The applicant is proposing the development of a new gravel mine site (to be called Mine Site 3) within the Prudhoe Bay area, the current proposal would impact a total of 54.44 acres of Palustrine emergent wetlands, although future plans may be proposed to expand the mine and could increase impacts up to a total of 299.7 acres of wetlands.     Mr. Greg Davis (Precious Earth, Inc.) stated the purpose is to install shot quarry rock to protect the northern and eastern shoreline and structures above the shoreline from further erosion and undermining of uplands. The project would also incorporate safe driveway access to Backers Lane from Precious Earth Parkway to help fully realize the use and value of the property for the owner, City of Seldovia and Kenai Peninsula Borough. The project site is located within Section 32, T. 8 S., R. 14 W. and Sec. 6, T. 9 S., R. 14 W., Seward Meridian; USGS Quad Map Seldovia B-5; Latitude 59.433574º N., Longitude 151.717194º W.; Kenai Peninsula Borough parcels 191-130-09, 192-110-07, 192-110-06, 192-110-05, 192-110-04, and 192-110-03; Seldovia, Alaska. SPECIAL AREA DESIGNATION: The project is located within the Kachemak Bay National Estuarine Research Reserve and the State of Alaska Kachemak Bay Critical Habitat Area. The applicant proposes to permanently discharge up to 10,000 cubic yards of quarry shot rock into a total of 0.88-acres below the high tide line (HTL, 23.1 feet above the mean lower low water elevation of 0 feet) of Seldovia Slough in order to install 770 feet of bank stabilization and a 630 foot long permanent access road to Backer’s Lane. A portion of the proposed fill would be placed below the mean high water mark (MHWM, 17.0 feet above mean lower low water elevation of 0 feet) of Seldovia Slough, which is a navigable water of the U.S. All work would be performed in accordance with the enclosed plan (sheets 1-9, and 11), dated November 20, 2017, and (sheet 10), dated October 26, 2017.     *Applicant: Noorvik Native Community, Berenda Newlin, Post Office Box 209, Noorvik, Alaska 99763, Tel. 907-636-2144, *Purpose: The applicant’s stated purpose is to expand the mine site to supply the community of Noorvik with more material to maintain and develop their infrastructure. *Location: The project site is located within Section 3, T. 16N., R. 10W., Kateel River Meridian; USGS Quad Map Cape Flattery; Latitude 66.8112º N., Longitude 160.8174º W.; near Noorvik, Alaska. *Proposed Work: The material site was first opened by the Noorvik Native Community and mined for gravel that was used in the construction of village infrastructure and residential housing. Subsequently, in the 1980’s, the State of Alaska Department of Transportation and Public Facilities further mined the material site to construct the Noorvik Airport Relocation and Hotham Peak Road projects. The project site is located within Section 25, T. 75 S., R. 90 E., Copper River Meridian; USGS Quad Map Ketchikan B-5; Latitude 55.3442º N., Longitude 131.6567º W.; in Ketchikan, Alaska. The proposed project would be the seventh modification to the original permit and would be for the replacement of the current Berth IV with a larger facility.
