Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2015-25, Colville River

    Expiration date: 11/14/2017

    ***PUBLIC NOTICE REVISION*** On September 1, 2017, the Alaska District Corps of Engineers published a Public Notice for Department of the Army (DA) permit number POA-2015-25, Colville River for a DA permit application from Armstrong Energy, LLC, to discharge 2,756,520 cubic yards (cy) of clean fill material into 271.6 acres of waters of the United States (U.S.) including wetlands to construct the Project. The Project also includes temporary discharges to 5.8 acres of jurisdictional waters of the U.S., (Harrison Bay of the Beaufort Sea), for screeding activities in front of the existing Oliktok Dock and trenching for power and fiber optic cables at pipeline road crossings. The Project would be located 6.5 miles to the northeast of the village of Nuiqusut, in the North Slope Borough (NSB) in the Pikka Unit between Kuparuk and the Colville River Unit development (Alpine). The Project would extend west from existing Kuparuk infrastructure to the East Channel of the Colville River. The original Public Notice comment period closed October 15, 2017. The Public Notice comment period has been extended to November 14, 2017. All other information contained in the previous notice remains the same.     Expiration date: 10/12/2017

    Mr. Russell Thomas (Clover Pass Resort) stated the purpose is to provide boat ramp access to launch and retrieve boats, provide additional cabins for tourists, and housing for staff. The project site is located within Section 12, T. 74 S., R. 89 E., Copper River Meridian; USGS Quad Map Ketchikan B-6; Latitude 55.4742º N., Longitude 131.8142º W.; near Ketchikan, Alaska. PROPOSED WORK: Discharge 90.5 cubic yards of concrete, 57 cubic yards of rip rap, and 1160 cubic yards of clean fill material to upgrade the current resort facilities. All work would be performed in accordance with the enclosed plan (sheets 1-8), dated August 28, 2017. Please contact Michael R.     Larry Demmert stated the purpose is to remove unsafe buildings, and prepare the lot to construct a work shed and fishing equipment storage building with second floor housing. The project site is located within Section 5, T. 74 S., R. 81 E., Copper River Meridian; USGS Quad Map: Craig B-4, Latitude 55.4772º N., Longitude 133.1447º W., North Cove, Lot 2, in Craig, Alaska. Remove dilapidated, pile supported buildings. Discharge 900 cubic yards of shot rock, and 250 cubic yards of rip rap, to construct a 6,000 square feet (0.14-acre) building pad. All work would be performed in accordance with the enclosed plan (sheets 1-7) dated Sep 2017.     Mr. Colby Lawrence (Seward Wildlife Cruises) stated the purpose is to remove accumulated sediment to allow tour boats to navigate to the dock and avoid vessel damage from potential grounding. The project site is located within Section 3, T. 1 S., R. 1 W., Seward Meridian; USGS Quad Map AK-Seward-A-7; Latitude 60.120536º N., Longitude 149.438506º W.; 1412 4th Avenue; Seward, Alaska. The applicant proposes to conduct maintenance dredging of a previously dredged area, as needed, between October 1 and April 1 of each year until 2027. The applicant proposes to dredge up to 7,600 cubic yards (CY) of bottom sediment per year, in the form of silt, sand, and gravel, using either a clamshell dredge or a hydraulic excavator from below the mean high water mark of the Seward Harbor, which is part of Resurrection Bay mean high water mark (MHWM, 9.71 feet above the mean lower low water mark of 0 feet elevation), a Navigable Water of the United States (U.S.). In addition, the applicant proposes to dispose of the 7,600 CY of material into an 88.4 acre area below the high tide line (HTL, 13.8 feet above the mean lower low water mark) of Resurrection Bay. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated January 18, 2016. Please contact Katherine A.     Mr. Chester Ferhmann (Alaska Department of Natural Resources –Department of Parks and Outdoor Recreation (ADNR-DPOR)) stated the purpose is to improve the Kenai River Special Management Area-Eagle Rock Facility as a public boat launch access and parking area along the Kenai River to better accommodate the intended use of the facility. The project site is located within Section 6, T. 5 N., R. 10 W., Seward Meridian; USGS Quad Map Kenai C-3; Latitude 60.5479º N., Longitude 151.1112º W.; Kenai Peninsula Borough (KPB); Poore Subdivision, Tract A; Eagle Rock Boat Launch Facility, 4306 Eagle Rock Drive, in Kenai, Alaska; portion of KPB Parcel # 049-060-88. The applicant proposes to remove, dredge and replace an existing concrete boat ramp, dredge a 0.443-acre area below the high tide line (HTL, 20.7 feet) and mean high water mark (MHWM, 14.6 feet) of the Kenai River, a navigable water of the U.S., install 214 linear foot of boat ramp and floating docks and discharge up to 524 cubic yards (cy) of fill material into 0.13-acre of waters of the U.S. for the construction of a camping pad, parking area and bank stabilization. All work would be performed in accordance with the enclosed plan (sheets 1-18), dated July 3, 2017.
