    Mr. Cecil Connor (General Manager, Arctic Gold Mining, LLC) stated the purpose is commercial production of gold. The project site is located within Section 23, T. 11 S., R. 34 W., Kateel River Meridian; Latitude 64.5168º N., Longitude 165.4168º W.; in Nome, Alaska. The applicant proposes to discharge 105,000 cubic yards of topsoil, 857,000 to 1,221,500 cubic yards of overburden and 270,000 cubic yards of pay material into 46.6 acres of waters of the U.S., in association with placer mining activities at the Queen’s Bench mining project.     Southeast Stevedoring stated the purpose is to construct a pad to provide additional yard space for marine vessel storage adjacent to the existing launch ramp. The fill would increase the usability of the launch ramp by creating a bulkhead on the southeast side. This would allow shore assistance from both sides when moving boats, barges, or other marine structures such as buoys or floats. The breakwater would attenuate waves at the facility. The project site is located within Section 33, T. 75 S., R. 91 E., Copper River Meridian; USGS Quad Map: Ketchikan B-5, Latitude 55.3158º N., Longitude 131.5972º W.; physical address: 2712 Bear Clan Street, Ketchikan, Alaska. The applicant proposes to Discharge 18,900 cubic yards (CY) of shot rock and 600 CY of rip rap below high tide line, to construct a 42,600 square feet (0.98-acre) pad. Install a 200 linear feet floating breakwater, anchored by two 6,000-pound Danforth anchors and marked with two 58-inch diameter buoys. Install a 6-feet by 70-feet aluminum gangway and a 10-feet by 140-feet wood float anchored (pinned) by six 16-inch diameter steel piles. All work would be performed in accordance with the enclosed plan, 9 sheets, dated July 26, 2017.     James Hildebrandt (Arctic Pipe Insulation) stated the purpose is to increase storage space for Oil Company Tubular Goods (OCTG) pipe storage. The project site is located within Section 18, T. 10 N., R. 15 E., Umiat Meridian; USGS Quad Map Beechey Point A-3; Latitude 70.21852º N., Longitude 148.43437º W.; 97 South Spine Road Tract 19A & 20A, in Prudhoe Bay, Alaska. The applicant proposes to discharge 10,500 cubic yards (cy) of non-frost susceptible gravel and 35 cy of topsoil into 2.11 acre of palustrine wetlands in order to expand an existing pad in support of the oil industry. There will be two new fill locations which will make the total fill into a rectangular shape; one addition will be 462 feet long by 126 feet wide and the second area will be 186 feet long by 180 feet wide.     Mr. Gene Cheeseman stated the purpose is to construct a single family residence and access driveway. The project site is located within Section 2, T. 41 S., R. 66 E., Copper River Meridian; USGS Quad Map Juneau B-2; Latitude 58.341157º N., Longitude -134.585938º W.; in Juneau, Alaska. The applicant is proposing to develop and existing residential lot by constructing a driveway and fill pad to build a residence, shop, warehouse, and parking area. Specifically, the work would include the placement of 3,400 cubic yards of fill material into 1.05 acres of forested wetlands to construct a 1,000 foot long by 20 foot wide driveway. Additionally, 815 cubic yards of fill material would be placed into 0.25-acres of forested wetlands to create a building surface for the residence, shop, warehouse, and parking area. The overall impacts to wetlands would be 1.30 acres. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated June, 2017.     Expiration date: 9/27/2017

    PURPOSE: The Alaska Department of Natural Resources, Division of Mining, Land and Water’s stated purpose is to reduce trail degradation by rerouting the trail to higher ground that is less wet, and to reduce the possibility of trespassing on private property. The reroute bypass would provide safer year-round travel for large and small vehicles, which would include summer vehicles up to 25,000 lbs., and large mining equipment such as a Caterpillar D10 during the winter. See Attachment B, for a more detailed description. LOCATION: The project site is located within Section 12, T. 8 S., R. 8 W. and Section 7, T. 8 S., R. 7 W., Fairbanks Meridian; USGS Quad Map Fairbanks B-5; Latitude 64.235º N., Longitude 149.041º W.; Rex Trail near Seven Mile Lake, Alaska. PROPOSED WORK: The proposed work would bypass a 1 mile section of Rex Trail along Seven Mile Lake. The proposed project would discharge 16,810 cubic yards of gravel into 4.37 acres of black spruce wetlands to construct a bypass trail 6,766 feet long with a top width of 15 feet. In addition, seven pullouts 40-feet long and 20-feet wide would be constructed for use during construction and as pull off areas for oncoming traffic. All work would be performed in accordance with the enclosed plan (sheets 1-8), dated July 27, 2017 Comments on the described work, with the reference number, should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision.
