Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

    Chris McGraw, with Halibut Point Marine Services LLC, PO Box 718, Sitka, AK, 99835, states that the project purpose is to construct a new shore bollard for the existing multi-use dock at Halibut Point Marine to accommodate larger cruise ships docking in Sitka. Work being proposed includes discharge of 1,100 cubic yards (CY) of clean shot rock fill/riprap and 18 CY of concrete into 2,600 square feet (sf) of tidal waters below the high tide line (HTL) (12.8 feet above the 0.0 feet contour) and below the mean high (MHW) (9.2 feet above the 0.0 feet contour) of Sitka Sound, down to the -4.0 feet elevation for the construction of a new pad to install a shore bollard.     Mr. Peters M. Andrews with City Mountain Village, PO Box 32085, Mountain Village, Alaska 99632, matt99632@yahoo.com, (907)591-2929, states that the project purpose is to continue developing a gravel material source in an area that has been used for this purpose for the last several years. Worked being proposed is to bring into compliance an active gravel material source that has been utilized since about 2014. The previously mechanized land clearing and stockpiling of material occurred within approximately 21.3 acres of Palustrine wetlands, and the new proposal would mechanically land clear an area where material is currently stockpiled (the current site is approximately 21.3 acres in size and all newly proposed gravel extraction would occur within this area). The applicant’s stated purpose is to construct additional small boat moorage and associated support infrastructure, which would alleviate congestion within the existing Nome small boat harbor. LOCATION: The project site is located at Section 26, T. 11 S., R. 34 W., KATEEL Meridian; Latitude 64.5017º N., Longitude 165.4289º W.; at Nome Inner Harbor on Port Road, in the City of Nome, Alaska. SPECIAL AREA DESIGNATION: The project is located within the Nome Inner Harbor. PROPOSED WORK: The proposed project includes: dredging 80,000 cubic yards from the mooring basin (a portion of which was completed under the 6th permit modification); construction of a 900-foot stabilizing revetment along the western shoreline (quantities are shown on sheet 3 of 7 and a typical section drawing is shown on sheet 5 of 7); installation of two new access ramps, one north and one south, for small boat access and egress (the south access ramp would be equipped with two new three-pile dolphins for which eight (8) 30-inch piles would be driven using vibratory and/or impact pile drivers) (both ramps would have a similar ramp slope and revetment side-slope, as shown on sheet 5 of 7).     Mr. Daniel Walker, with the Lower Kuskokwim School District (LKSD), PO Box 305, Bethel, Alaska 99559, 907.453.4912, daniel_walker@lksd.org, states that the project purpose is the renovation of and addition to the existing Lewis Angapak Memorial K-12 School in Tuntutuliak, Alaska. Work being proposed is The mechanized land clearing and site grading of an area 180 feet x 120 feet, within 0.50 acre of wetlands. This area would then be backfilled with clean fill material along with the placement of insulation materials, the backfill with insulation would extend 10 feet outside the perimeter of the new 160 feet x 100 feet school building which would be built on pilings. Additionally, a 16 feet wide insulation barrier would be placed under the perimeter of the original school building for a total of up to a linear length of 296 feet within 0.2 acre of wetlands, for a total impact to 0.70 acre of Palustrine wetlands. The project site is located within Sections 16 & 21, T. 3 N., R. 77 W., Seward Meridian; USGS Quad Map Baird Inlet B-2; Latitude 60.3427º N., Longitude 162.6761º W.; in Tuntutuliak, Alaska.
