Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

    Ms. Catherine Suda, with Teck American Incorporated, 501 N Riverpoint Blvd #300, Spokane, WA 99202. Ph. 509-747-6111, states that the purpose of the project is to "provide safe year-round overland access and sufficient support facilities to allow a multi-year exploration drilling campaign to assess the technical and economic viability of the Aktigiruq and Anarraaq mineral deposits.” Work being proposed includes a 13.1 miles of gravel road beginning at the Red Dog Mine and connecting to personnel camp facilities; equipment laydown areas; an underground access portal; underground vents; a temporary waste rock storage facility; and material sites. Exploration activities would occur year-round, for an estimated four years. The project site is located within Section 18, T. 31N., R. 18W, Sections 18, 19, 30, 31, T. 32N., R. 18W., Sections 1, 12, 13, T. 31N., R. 19W., Sections 11, 12, 13, 14, 15, 22, 23, 36, T. 32N., R. 19W., Kateel River Meridian; and USGS Quad Map Delong Mountains A-2.     Expiration date: 9/13/2018

    Aleut Community of St. Paul Island, 4270 Business Park Boulevard, Suite G-40, Anchorage, Alaska 99503 states that the project purpose is to provide alternative access to the residential area of St. Paul, and a flood control barrier for frequent storm surges. Work being proposed includes the discharge 13,300 cubic yards (CY) of sand or unclassified fill into 0.98 acres of waters of the U.S. to construct a 1,647-linear foot long roadway which would connect Polovinia Turnpike to the southern residential area on St. Paul Island. The proposed road would have two twelve-foot wide lanes, a total right-of-way width of 40-feet, and one twenty four-inch diameter culvert. All work would be performed in accordance with the enclosed plan (sheets 1-11), dated July 6, 2018.     Mr. Roscoe Bicknell IV, with Bicknell Inc., 2275 Brandy Ln., Suite 1, Juneau, AK, 99801, states that the project purpose is to develop centrally located industrial lots. Work being proposed includes the following; • Use a one inch suction dredge to excavate 134,000 cubic yards (CY) of sand and gravel from an area 250 feet wide, x 1450 feet, x 10 feet deep, to a new bottom elevation of -10 feet below the 0.0 foot contour of Honsinger’s Pond that would provide a stockpile of suitable material for grading and for use during future development and additional capacity for dumping of unclassified material. • Discharge 30,734 CY of dredged material into 3.8 acres of palustrine wetlands north of the existing pond and south of Egan Drive (area 1 as shown on figure 7 of 10 dated June 18, 2018), for the development of commercial and industrial lots. • The placement of 221,126 CY of non-frost susceptible dredged and fill material to raise the fill elevation from 21 feet to 25 feet above the 0.0’ contour to cap the 27 acres of unclassified fill in the lacustrine waters that were previously authorized. The capping of the previously authorized fill would allow for the site to be graded for future commercial development. The project site is located within Section 32, T. 40 S., R. 66 W., Copper River Meridian; USGS Quad Map Juneau B-2; Latitude 58.3552º N., Longitude 134.5542º W.; located at the Honsinger Pond along Glacier Highway, in Juneau, Alaska.     Shane Smithhisler, stated purpose is for residential/commercial construction of three pads for housing/shops. LOCATION: The project site is located within Section 25, T. 11 S., R. 34 W., Kateel Meridian; USGS Quad Map Nome C-1; Latitude 64.5123° N., Longitude 165.3943° W.; in Nome, Alaska. PROPOSED WORK: The applicant proposes to place approximately 10,000 cubic yards of fill material for the construction of buildings into 3.23 acres of Palustrine emergent wetlands. There would be three residential/commercial developments as proposed on the attached drawings. No access road would be required as portions of the surrounding property have already been filled and an access road was previously constructed. All work would be performed in accordance with the enclosed plan (sheets 1-6), dated August 8, 2018.
