Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2003-1410, Knik Arm

    Expiration date: 12/11/2015

    Matanuska-Susitna Borough's stated purpose is to improve the road width and surface to allow future cyclic load of heavy equipment transporting materials to and from Port MacKenzie. The widening of the road and installing of guardrails will also make the road safer. The project site is located within Sections 23 and 26, T. 14 N., R. 4 W., Seward Meridian; USGS Quad Map Anchorage B-8; Latitude 61.2801º N., Longitude 149.9319º W.; from Anchorage, Alaska, take the Glenn Highway to Wasilla and head south on Knik-Goose Bay Road for 17.2 miles. Take a right onto Port MacKenzie Road and continue for 7.5 miles. At the "T", take a left and continue on Point MacKenzie Road for 14-miles. Lu Young Lane is located on the right, just before the port. The proposed project would widen the Lu Young Lane from 24-feet wide to 34-feet wide along its 1.17-mile length. The proposed activity would require placement of up to 1,740 cubic yards of fill material into approximately 0.67-acre of wetlands. Six new culverts and new guardrails would be replaced/installed along the road. All work would be performed in accordance with the enclosed plan (sheets 1-17), dated November 6, 2015.     Forrest Dodson stated purpose is to construct a 133’ X 36’ house pad and parking area at 263 Katlian St., Sitka, Alaska.     Alaska Department of Transportation and Public Facilities (ADOT&PF) stated purpose is to correct deficiencies in the existing airport infrastructure identified in the Wiley Post/Will Rogers Memorial Airport Master Plan. The placement of 138,535 cubic yards (cy) of clean fill material into 16.81 acres of jurisdictional Palustrine wetlands for the expansion of infrastructure at the Wiley Post/Will Rogers Memorial Airport in Barrow, Alaska.   • POA-2015-471, Chena River

    Expiration date: 11/25/2015

    The applicant, Mr. Richard Heieren, stated purpose is to place approximately 1,135 cubic yards of gravel fill material into approximately 0.7 acres of wetlands as a part of the construction of 3.6 mile long access road in order to provide all-season access to the applicant’s property. PROPOSED WORK: The applicant proposes to place 1,135 cubic yards of gravel fill material into 0.7 acres of jurisdictional wetlands as part of the construction of an access road. In addition, two bridges, each spanning 35 feet, would be constructed from flat rack shipping platforms. One bridge is to be placed over Potlatch Creek and the other over an unnamed creek. Bridge abutments would be above ordinary high water in uplands. Culverts would be placed as necessary in wet areas in order to maintain natural hydrologic flow. Culverts are 12 inches in diameter by 30 feet long, and would be installed just below the invert elevation of the ground surface at the crossing. The total length of the road would be approximately 3.6 miles long. In addition, a 16 feet swath along the 60 feet road alignment in wetlands would be hand-cleared, leaving the organic mat in place. All work would be performed in accordance with the enclosed plan, (sheets 1-9), dated September 16, 2015. Comments on the described work, with the reference number, should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision.   • POA-2011-874, Skookum Creek

    Expiration date: 11/13/2015

    The Alaska Railroad Corporation (ARRC) stated purpose is to enhance safety for railroad employees, passangers and customers by providing immediate flood protection along the railroad embankment in the Skookum Creek area. The project would minimize the potential for future damage to railroad infrastructure and the need for future emergency responses. The Alaska Railroad Corporation (ARRC) proposes flood control improvements in the vicinity of Milepost (MP) 59 to 60.15 to enhance safety for railroad employees, passengers and customers and provide immediate flood protection along the railroad embankment in the Skookum Creek area. The project would minimize the potential for future damage to railroad infrastructure and the need for future emergency responses.
