Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2010-419, Piledriver Slough

    Expiration date: 1/7/2016

    The applicant, Eielson Air Force Bases' stated purpose is to fill in ponds adjacent to flightline to prevent waterfowl hazards to aircraft. These ponds pose a hazard to taxing aircraft. Waterfowl are attracted to these ponds as nesting habitat. In the summer of 2015, 2,344 birds were dispersed within the area. These ponds need to be filled to protect aircraft from flying waterfowl. PROPOSED WORK: Place 43,604 cubic yards of clean fill and hydroaxed vegetation materials into 3.8 acres of ponds located adjacent to flightline and refueling area. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated October 16, 2015. Comments on the described work, with the reference number, should reach this office no later than the expiration date of this Public Notice to become part of the record and be considered in the decision.   • POA-1995-120, Crooked Creek

    Expiration date: 4/30/2016

    The purpose of Donlin Gold’s proposed project is to profitably produce gold from ore reserves owned by Calista Corporation, an Alaska Native Claims Settlement Act (ANCSA) corporation, utilizing open-pit mining methods and conventional, proven milling processes suitable for the characteristics of the ore reserves and for application in remote western Alaska. The need for the proposed project is to enable Calista Corporation and The Kuskokwim Corporation (TKC) to maximize economic benefits for their Native shareholders, from lands selected under ANCSA for their mineral potential, by producing gold to meet world-wide demand. Gold is an established commodity with international markets. Donlin Gold is proposing the development of an open pit, hardrock gold mine. The proposed Donlin Gold project includes land leased from Calista Corporation (Calista), The Kuskokwim Corporation and CIRI. All three are Alaska Native Claims Settlement Act (ANCSA) regional corporations. Calista leases include a portion of the total surface estate and all of the sub-surface estate. Calista holds the subsurface (mineral) estate for ANCSA lands in the region. The Kuskokwim Corporation also owns a portion of the surface estate potentially impacted. CIRI owns a portion of the surface estate upon which a portion of the proposed pipeline would be built. The remainder of potentially affected lands (principally pipeline impacts) are owned primarily by the State of Alaska or U.S. Bureau of Land Management (BLM).   • POA-2015-550, Mud Lake

    Expiration date: 12/24/2015

    Ahtna, Inc. stated purpose is to conduct gas exploration in the Copper River Basin, with the potential to develop a natural gas production well. Discharge approximately 66,370 cubic yards of clean gravel fill into 9.96 acres of wetlands, to construct a 40’ wide by 6,513’ long (1.23 miles) access road, with two turnouts for equipment and vehicle passing (6.33 acre footprint), and a polygonal shaped drill pad (3.63 acre footprint). All work would be performed in accordance with the enclosed plan, 6 sheets, dated 11-11-2015.     The applicant, Great Northwest Incorporated's stated purpose is to is to develop a new material site for expected infrastructure needs at and in near proximity to Eielson Air Force Base. PROPOSED WORK: Develop material site within 37.6 acre property that includes a material extraction area, work bench, vegetated perimeter berms, work pads, and material storage area resulting in the discharge of fill into 2.09 acres of wetlands. All work would be performed in accordance with the enclosed plans (sheets 1-5), dated September 25, 2015 and (sheets 5-10), dated September 15, 2015.
