  • POA-2010-00650-M4, Tongass Narrows

    Rick Olson, with Olson Marine, Inc., PO Box 1417, Ward Cove, Alaska 99928, states that the project purpose is to provide home port for a barge and tug operation, upgrade float design and increase uplands support area. Work being proposes includes: fill in a barge ramp that is located at the south end of Lot 27-32 (USS 1417, Plat P-3), ATS 78 Tract B, and ATS 1641 Tract B. This fill area is proposed to be 3,696 square feet (0.0848 acre). The barge ramp will be filled in with 1200 cubic yards of clean shot rock and material that has been removed from the Berth II pinnacle removal project. The barge ramp fill area, will have a retaining wall along the seaward side. The wall will be constructed of 320 cubic yards of riprap. The wall will be 121-feet long, with a total area of 664 square feet. Tie back and erosion fabric will be used as necessary with the construction of the wall. At the north part of the property, within Tract A, a 10-foot x 90-foot float (float 4) is proposed to be supported by the existing piles from the removed hanger. Float 4 will run parallel to the existing seawall. The previously permitted float (float 3) is proposed to be modified to 16-foot x 100-foot. The modification of float 3 will include the placement of three new 16 inch HDG steel piles, along with the use of the existing five piles. Float 3 will be perpendicular to the seawall. The entire project would involve both wetlands and uplands, with the majority of the work occurring in uplands. The work would involve the discharge of 856 cubic yards (CY) of shot rock and 143 CY of D-1 gravel in 0.177 acres of wetlands in conjunction with the work in uplands to construct a building pad for a single residence and a multi-family residence.     Mr. Jason Otteson, with NM Operations LLC (NM Ops), states that the project purpose is to produce commercial quantities of precious metals from alluvial deposits discovered on State of Alaska mining claims. Work being proposed includes: To recover precious metals from alluvial deposits in previously mined and in un-mined stream valleys on State of Alaska mining claims owned by Mammoth Valley Mining LLC and occurring on adjacent areas of Quartz Creek, Dahl Creek, North Fork, Joe Creek and Atlas Creek, which were previously mined under separate Regional General Permit (GP) POA-2014-55. Due to the fact these individual areas are operated as one mine, NM Operations LLC has submitted plans for the four areas under the following APMAs for an Individual Permit (404) that combines the activities of all four mine sites under a single plan and bond under F-9398 as an after-the-fact individual permit to cover impacts that exceeded coverage under the General Permit (GP) POA-2014-55 last year, and to cover proposed future impacts, as well as reclamation and restoration of aquatic resources.
