Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2024-00143 Unnamed Tributary PN

    Expiration date: 6/17/2024

    Eric Schall, City of Wasilla, stated the purpose is to construct a Wastewater Treatment System utilizing natural wetlands to improve wastewater treatment and expand treatment capacity. PROPOSED WORK: The applicant proposes to place up to 8,926 cubic yards of fill in 1.6 acres of wetlands to construct separation, diversion, and impoundment dikes and access roads in order to utilize the wetlands for a Waste Treatment System for the disposal of municipal treated wastewater. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated November 17, 2023.   • POA-2024-00197 Resurrection Bay PN

    Expiration date: 6/13/2024

    Alaska Railroad Corporation, stated the purpose is to improve safety and efficiency for the movement of goods by better separating pedestrian traffic from freight and heavy truck traffic, enhance safety and efficiency of stevedoring activities, preserve the intermodal operations of commercial freight customers, accommodate larger vessels, and enhance the long-term utility of the dock. PROPOSED WORK: The proposed activity consists of dock expansion and road construction that will be in three phases. The applicant proposes to expand the existing freight dock to allow for additional berthing and cargo unloading space. The dock will be extended by 375 feet in tidal waters by placing 134,800 cubic yards of fill material over 4.75 acres below the High Tide Line (approximate elevation +13.8 feet above the 0.0 foot contour) of Resurrection Bay. The proposed work would include installation of piles below the Mean High Water Mark (approximate elevation +9.7 feet above the 0.0 foot contour) the following totals are proposed for the project: Temporary • 60, 24-inch diameter steel piles • 2,157 steel H-piles (in post-fill uplands) Permanent • 425 sheet piles • 14 steel H-piles • 14, 30-inch diameter round fender piles • 4, 24-inch diameter round dolphin piles (to be removed and re-installed) The proposed road will replace an existing gravel rail yard access route with a two-lane gravel roadway, approximately 4,500 feet long with a 24-foot-wide driving surface. Up to 1,455 cubic yards of material will be excavated and up to 1,940 cubic yards of fill material will be placed in three wetlands (0.3 acres total) for road construction. All work would be performed in accordance with the enclosed plan (sheets 1-14), dated April 12, 2024.   • POA-2021-00278 Glacier Creek***PUBLIC NOTICE EXTENSION***

    Expiration date: 4/20/2024

    On March 21, 2024, the Alaska District U.S. Army Corps of Engineers published a revised public notice for Department of the Army (DA) permit number POA-2021-00278, Glacier Creek for a DA permit application from Glacier View LLC, for a multi-family housing. The project site is located within Section 17, T. 10 N., R. 2 E., Seward Meridian; Latitude 60.961167º N., Longitude 149.129237º W.; in Girdwood, Alaska. The public notice comment expiration date is hereby extended to April 20, 2024. All other information contained in the previous notice remains the same.   • POA-2024-00116 Sulfur Creek PN

    Expiration date: 4/30/2024

    Les Yesnik, Teck Alaska Incorporated, stated the purpose is to construct new drill roads and pads for exploration drilling on the north side of the Aqqaluk Pit, the construction of the Ring Roads would be for safety features and to be a secondary egress for mine workers, and the diversion ditch and bypass would reduce mine contact water and protect water quality in Sulfur Creek. PROPOSED WORK: The applicant proposes to discharge 29,557 cubic yards of fill into 5.97 acres of waters of the U.S., including wetlands in order to construct exploratory drill roads, drill pads, and extend the diversion of Sulfur Creek. Additionally, the applicant is pursuing after-the-fact authorization for 5,640 cubic yards of fill that was discharged into 3.72 acres of palustrine wetlands in order to construct communication roads and expansion of the Aqqaluk pit, for a total of 35,197 cubic yards of fill into 9.69 acres of waters of the U.S. The after-the-fact work was completed in accordance with the enclosed plan (sheets 1-4), dated February 29, 2024.   • POA-1993-00087-M11 Aloha Creek PN

    Expiration date: 3/28/2024

    Drew Miller, Taiga Mining Company, Inc., stated the purpose is the economic recovery of placer gold resources within the Aloha Creek Drainage. PROPOSED WORK: The applicant is proposing to discharge 50,000 cubic yards of fill into a total of 11.4 acres of waters of the U.S.(WOTUS), including wetlands, in order to conduct placer mining activities at two locations in the Aloha Creek drainage. The first location (Right Limit Below 15) would have 3.9 acres of wetland impacts and the second location (Right Limit: Little S-Curves) would have 7.5 acres of WOTUS impacts. Specifically, the discharges in WOTUS would include mechanized land clearing, temporary relocation of the access road, stockpiling of materials, construction of settling ponds, and reclamation activities. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated February 14, 2024.
