Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2023-00479 Upper Trail Lake PN

    Expiration date: 7/8/2024

    Tracy Maxwell stated the purpose is to construct a sustainable organic farm small business and have supplemental income from cabin rental properties from the adjacent upland hillside property. The proposed activity would construct an agricultural facility, including fields for summer crops, pond for water storage, and gravel pads for greenhouses (multi-season crops), equipment storage, and a barn. Agricultural facilities would be constructed within wetlands in the central portion of the property. PROPOSED WORK: The project would construct agricultural facilities, fields, ponds, gravel pads for greenhouses, storage equipment areas, and a barn with permanent impacts to 1.23 acres of wetlands (19,474 cubic yards of fill using unclassified sub-base & topsoil). All work would be performed in accordance with the enclosed application/plan.   • POA-1971-00039 St. Paul Harbor PN

    Expiration date: 6/28/2024

    Mr. Glenn Melvin, City of Kodiak, stated the purpose is to improve pedestrian facilities along Shelikof Street and to reduce pedestrian/vehicle conflicts by constructing a parking area. PROPOSED WORK: The applicant proposes to dredge up to 310.8 cubic yards of poorly graded gravel (7-10% silt and sand) and riprap from 0.29 acres below the mean high water mark (MHWM, 7.6 feet above the 0.0 foot contour) of St. Paul Harbor, a navigable water of the United States (U.S.). In addition, 3,410 cubic yards of silts, sands, gravels, and riprap would be discharged into 0.27 acres below the high tide line (HTL, 10.7 feet above the 0.0-foot contour) of St. Paul Harbor in order to construct a solid fill bulkhead to support a parking lot. All work would be performed in accordance with the enclosed plan (sheet 1, dated June 20, 2016 and sheets 2-3, dated October 7, 2016).   • POA-1985-00422 Norton Sound PN

    Expiration date: 7/12/2024

    Joy Baker stated the purpose is to increase the area needed to stage equipment and scales, sort, weigh, and stockpile rock materials for supplying projects with construction aggregate materials throughout the northwest region. PROPOSED WORK: The proposed laydown pad expansions would involve work in Waters of the United States via the discharge of 771,128 cubic yards of fill material into 12.3 acres of tidal waters in order to construct two (2) laydown pad structures (detailed impact table is below). Currently, the existing laydown pad for the quarry has 2.5 acres of operational surface area. All work would be performed in accordance with the enclosed plan (sheets 1-12), dated April 2024.   • POA-2024-00028 Mud Bay PN

    Expiration date: 7/5/2024

    Kirk Thomas, Gateway Aviation II, LLC, stated the purpose is to provide access for hovercrafts to be hauled out of the water to be stored and maintained. PROPOSED WORK: Place 22,925 cubic yards of shot rock, 2,670 cubic yards of D-1 crushed base, 2,100 cubic yards of armor rock, and 3,150 square yards of filter fabric to construct a hovercraft facility. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated April 15, 2024.   • POA-2023-00175 Pearl Creek PN

    Expiration date: 7/1/2024

    Alaska Department of Transportation and Public Facilities, stated the purpose is to repave the existing parking lot and extend a second driveway into Pearl Creek Elementary School to alleviate congestion during student pickup and drop-off times, which will reduce vehicle wait times. PROPOSED WORK: The proposed driveway installation and parking lot upgrades consist of 1.30 acres of permanent impacts from the discharge of approximately 8,000 cubic yards of fill and 0.70 acres of temporary impacts for fill in slopes as well as clearing limits into waters of the U.S. (WOTUS). This access improvement project includes restriping of the parking lot, installation of new electrical vehicle plug-ins, utility relocates, new sign installation, cleaning and reconditioning of ditches, culvert installation on new and existing pavement, and vegetation clearing and grubbing. The project is scheduled to begin construction summer 2024 and estimated to be completed fall 2025. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated February 2024.
