Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-1985-00696 Port Frederick PN

    Expiration date: 10/4/2024

    City of Hoonah stated the purpose is to construct a new cargo dock in Hoonah to enable barges to land, unload, and load during all weather conditions. The project is needed to allow for the safe, reliable, and economical transport of freight to and from Hoonah. PROPOSED WORK: To construct a bulkhead cargo dock consisting of approximately 330 linear feet of sheet pile adjacent to and within the footprint of the existing gravel barge landing. Approximately 542 sheet piles would make up an “open cell” structure and 21,160 square feet (23,220 cubic yards [cy]) of armor rock, shot rock, surfacing course, and concrete fill would be placed to make up the cargo dock. The proposed project would also include the installation of a barge Roll-on/Roll-off (RoRo) ramp on the cargo dock deck, five fender piles, and three breasting dolphins (one southeast of the proposed dock and two northwest of the proposed dock). All work would be performed in accordance with the enclosed plan (sheets 1-7), dated March, 2024.   • POA-2024-00425 Womens Bay PN

    Expiration date: 10/11/2024

    Neal Armstrong, United States Coast Guard (USCG), stated the purpose is to commission and homeport two Fast Response Cutters (FRCs) and two Offshore Patrol Cutters (OPCs), to occasionally accommodate a third FRC and National Security Cutter, and to provide adequate shoreside and mooring facilities. PROPOSED WORK: The applicant proposes to discharge 20,200 cubic yards of concrete, type C fill, and porous rock into 0.20 acres below the High Tide Line (HTL, 11.5 feet above the 0.0-foot contour) of Womens Bay in order to construct new and upgraded waterfront shoreside and mooring facilities. The applicant also proposes the placement of 1,413 piles below the Mean High-Water Mark (MHWM, 7.87 feet above the 0.0-foot contour) of Womens Bay. Construction is anticipated to begin in March 2025 and could continue through December 2026. All work would be performed in accordance with the enclosed plan (sheets 1-10), dated February 13, 2024.   • POA-2024-00352 Indian Cove PN

    Expiration date: 9/19/2024

    Gustavo Garcia, stated the purpose is to have a smooth front yard that is clear of hazardous rocks. PROPOSED WORK: The completed work involved the discharge of140 cubic yards of sand, gravel, and topsoil, including rock/boulders into 0.11 acres below the high tide line (approximate elevation +20.6 feet above the 0.0 foot contour) to construct a 100 foot wide by 49 foot long yard associated with an existing residence. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated September, 2024.   • POA-2024-00475 Kitoi Bay PN

    Expiration date: 10/3/2024

    Tina Fairbanks, Kodiak Regional Aquacultural Association, stated the purpose to replace the Kitoi Bay Fish Hatchery dock that has exceeded its useful life. PROPOSED WORK: The project consists of removing approximately 1,455 square feet of an obsolete dock, including a failing wood bulkhead, and approximately 26 existing wood piles. After the removal of the obsolete dock, a 106-foot-long retaining wall to support a new dock would be built. This retaining wall would be constructed by placing 159 2-foot by 2-foot by 4-foot precast concrete blocks. The retaining wall would have a cement foundation made on-site by pouring approximately 6 cubic yards of cement at the base of the wall, this would be done during low tides and dewatered conditions.   • POA-1999-00277 Gastineau Channel

    Expiration date: 9/16/2024

    The City and Borough of Juneau stated the purpose is to repair and update the Wayside Park float to allow for continued use of the site. The float is only occasionally used for vessel mooring, and is primarily used as a recreational and sport fishing access float. The float has been in service for about 24 years, and has encountered some damage to several structural components. PROPOSED WORK: The project involves dredging 5,520 cubic yards of marine sediment from 0.63 acres below the mean high water mark (approximate elevation +15.3 feet above the 0.0 foot contour) at the existing float location as well as making several repairs to the existing float. To accomplish this, the float would be temporarily removed, and the gangway rested on a temporary cap between landing float piles. Dredging would be done using an excavator or clamshell bucket from a barge, and the dredged material would be temporarily stored on barge and disposed of at an approved location within Gastineau Channel.
