  • POA-2020-00023, Kuskokwim River

    Alaska Department of Transportation and Public Facilities, Attention: Heidi Zimmer, Post Office Box 196900, Anchorage, Alaska 99519, states that the project purpose is to stabilize the bank of the Kuskokwim River adjacent to the runway to prevent further erosion and to make improvements to the existing runway infrastructure. Work being proposed would result in the discharge of 28,800 cubic yards (CY) of fill, below the ordinary high water mark (OHW), into 4.75-acres of riverine wetlands to construct 1,500 linear feet of bank stabilization on the Kuskokwim River and the discharge of 2,400 CY of fill into 0.28-acre of Palustrine wetlands for improvements to the McGrath Airport. All work would be performed in accordance with the enclosed plan (sheets 1-6), dated February 19, 2020.     Sealaska Timber Company, LLC, 1900 First Avenue, Suite 315, Ketchikan, Alaska, 99901, states that the project purpose is to construct a log transfer facility to service, store, and transport log bundles that are produced in upland timber operation. Work being proposed includes placement of approximately 1,305 cubic yards of fill material into 0.095- acre of intertidal estuarine wetlands for the construction of a drive down ramp and bulkhead for walkway. Additionally, the installation of three 850-foot-long log booms, creating a 22.4 acre of log rafting area with six, 58-inch diameter buoys (Tract A); installation of a 2000-foot-long log standing boom for a 24.1 acre log rafting storage area with four, 58-inch diameter buoys (Tract B); installation of two 58-inch diameter buoys for ship mooring (Tract C): and installation of a small boat and float plane floating dock consisting of a 70-foot-long x 5-foot-wide ramp leading to a 30-foot-long x 30-foot-wide float with four 1-ton concrete anchors.   • POA-2003-00502, Knik Arm

    The Municipality of Anchorage, Port of Alaska, 2000 Anchorage Port Road, Anchorage, Alaska 99501, states that the project purpose is to replace the existing Petroleum Oil Lubricants Terminal (POL1), which is more than 50 years old, severely corroded, and marginally safe with a new Petroleum and Cement Terminal (PCT). The POL1 is the only bulk cement–handling facility in Alaska and the primary terminal for receipt of refined petroleum products. Work being proposed includes: To construct the PCT, a new pile supported structure consisting of a loading platform, access trestle, mooring dolphins with connecting catwalks, and utility, petroleum, and cement pipelines. Approximately, 276 piles of varying diameters (24-inch up to 144-inch), will be installed via impact and/or vibratory hammer methods. All temporary piles will be removed after each construction season. All work would be performed in accordance with the enclosed plan (sheets 1-10), dated February 2020.   • POA-2020-00066, Beaufort Sea

    Expiration date: 3/11/2020

    Kate Dodson, with ConocoPhillips Alaska, Inc., states the project purpose is to provide barge access to the Oliktok Dock and to allow for continued water flow of seawater to ConocoPhillips Alaska, Inc.‘s saltwater treatment plant facility in order to provide water to the Kuparuk and Alpine oil fields. Work being proposed includes: Annual screeding 2.5 acres in the Beaufort Sea at Oliktok Point to provide safe access to and stability at the dock for vessels. Annual dredging 3.6 acres in the Beaufort Sea at Oliktok point to allow for continued seawater flow at the Seawater Treatment Plant (STP) intake bays to provide water for water flood purposes and continued oil and gas production in North Slope oil fields. Annual removal of up to 10,000 cubic yards of material in front of the intake bays at STP and deposit some of the material in upland areas above the high tide line along the Oliktok causeway and Oliktok point. Some sediments removed from the intake bay would remain on the seafloor. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated November 15, 2019.
