Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2002-00393-M3, Tanana River_PN

    Expiration date: 11/16/2021

    Alaska Department of Transportation and Public Facilities states the purpose is to improve the Manley Hot Springs Airport in Manley Hot Springs, Alaska by constructing a new taxiway and general aviation apron for public use. Planes currently park along Taxiway A, on the west side of the airport, often within the taxiway safety area (TSA) and the taxiway object free area (TOFA). Planes parking within the TSA/TOFA is a non-standard condition and represents a safety risk to the traveling public. The proposed project would consist of constructing new taxiway over an existing access road, constructing a new general aviation apron over vegetated ground immediately adjacent to the existing access road, surfacing both the taxiway and apron with crushed surface course, and constructing a drainage ditch between the general aviation apron and the existing snow removal equipment pad. Some vegetation clearing would occur beyond what was cleared in 2013 as part of the Manley Airport Relocation Project, which was originally permitted in 2005 and referenced as POA-2002-00393. The proposed project would be the third modification to the permit. The first two modifications were extensions of time allotted to complete the airport relocation.   • POA-2021-00520, Putuligayuk River_PN

    Expiration date: 12/2/2021

    ConocoPhillips Alaska, Inc states the purpose is to increase safety for equipment and vehicle traffic, support additional pigging infrastructure, and provide adequate staging space for mobile equipment required for emergency response preparedness. The proposed project would involve the discharge of 11,121 cubic yards of gravel fill material into 1.58-acres of wetlands in order to expand the existing turnaround pad and connect the Kuparuk Pipeline (KPL)/Oliktok Pipeline (OPL) Construction Road to the Spine Road, and to discharge 680 cubic yards of gravel fill material into 0.11-acres of wetlands in order to widen the shoulder at the existing intersection of the X Pad Road and the KPL/OPL Construction Road, for a total discharge of 11,807 cubic yards of gravel fill material into 1.69-acres of wetlands. All work would be performed in accordance with the enclosed plan (sheets 1-7), dated October 13, 2021.   • POA-2003-00442, Tongass Narrows_PN

    Expiration date: 11/26/2021

    NOAA Office of Marine and Aviation Operations; POC: Mr. Greg Raymond; 8403 Colesville Road, Suite 500, Silver Spring, Maryland 20910, states the purpose is to recapitalize the property to enable NOAA Office of Marine and Aviation Operations (OMAO) to provide critical management and operational and logistical support to the NOAA Ship Fairweather and intermittently to other NOAA and non-NOAA vessels. Additionally, the project would meet the congressional mandate of the Frank LoBiondo Coast Guard Authorization Act of 2018 (see Additional Information). Discharge up to 4,920 cubic yards (CY) of fill material into 0.27-acre of Tongass Narrows, a navigable water of the U.S., below High Tide Line (HTL) and remove up to 200 remnant piles and install up to 18, 24-inch diameter steel piles in order to construct a floating pier, transfer bridge and support float, small boat dock, gangway, and catwalk, and small boat launch ramp. The project site is located at Latitude 55.3356º N., Longitude 131.6293º W.; 1040 Stedman Street, in Ketchikan, Alaska.   • POA-2021-00224, Cottonwood Creek_PN

    Expiration date: 11/4/2021

    State of Alaska Department of Transportation and Public Facilities (ADOT&PF), Post Office Box 196900 Anchorage Alaska 99519, states the purpose is to increase the capacity of the Seward Meridian Parkway between the Parks Highway and Bogard Road. Improvements incorporated in doing so include reestablishment of access to the Cottonwood Creek recreation site, improvements to drainage features, access improvements and access control elements, intersection improvements, and other necessary safety and roadway management considerations. To permanently discharge up to 55,800 cubic yards (CY) of fill material (A/C, Class I/II riprap, and backfill) into a total of 2.98 acres of waters of the U.S., including wetlands, and temporarily discharge up to 7,700 CY of fill material into a total of 1.3 acres of waters of the U.S., including wetlands, to remove the existing culvert at the crossing of Seward Meridian Parkway (SMP) and Cottonwood Creek and replace it with a 125-foot long by 91.5-foot wide bridge, create a new access and parking area at the Cottonwood Creek recreation site, and widen the SMP near its intersection with East Cottonwood Way. The project site is located near Latitude 61.5958º N., Longitude 149.3599º W.; Seward Meridian Parkway, in Wasilla, Alaska.   • POA-1987-00725-M6, Kougaruk River_PN

    NB Tweet and Sons LLC., PO Box 1107, Nome, Alaska 99762 phone: 907-434-1420 email: darell@nbteet.com, stated purpose is to conduct placer mining operations for commercial gold recovery. The applicant proposes to complete mining and reclamation of 25 acres of wetlands authorized under POA-1987-00725-M5. See Table 1 below. The applicant also proposes two phases of new work, one using a bucket line dredge, and the other using conventional sluicing. Dredge work would include temporary and permanent discharge of 175,208 cubic yards (cy) of organics and gravel overburden to mechanically clear, stockpile, mine and reclaim 19 acres of wetlands. See Table 2 below. The sluicing work would involve temporary and permanent discharge of 225,060 cy of organics and gravel overburden to mechanically clear, stockpile, and reclaim 20.8 acres of wetlands. See Table 3 below. The total areas of work would be completion of mining in 25 acres, and new mining in 39.8 acres of wetlands. Following mining, reclamation will occur. The active mine pit is backfilled with tailings, and reshaped to have varied depth, irregular shape, and a shallow littoral zone. The berm separating the pit from the creek is removed. The ponds maintain a variable water level based on water level of the creek. Natural revegetation occurs. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated March 31, 2021. The project site is located within Sections 1 and 12, T. 3 N., R. 30 W., Kateel River Meridian; USGS Quad Map Bendeleben C-6; Latitude 65.6947º N., Longitude -164.8230 W.; near Taylor, Alaska.
