POA-2012-00768, Innoko River_PN

Mr. Brett Nelson, with Alaska Department of Transportation and Public Facilities (ADOT&PF), states the projects purpose is to maintain safe access from the City of Shageluk to the nearby State-owned airport. Work being proposed, consists of reconstructing 2.7 miles of the existing airport access road, starting at the north bank of Hamilton Slough (aka Shageluk Slough) and ending at the airport property. The project will include minor road realignment; relocation of an overhead and underground electric power transmission line; and resurfacing of the roadway with approximately 9-inches of crushed surface course. The surfacing material would be mined from Doyon's 4.5 Mile Quarry, which would be enlarged. The ADOT&PF proposes accessing the 4.5 Mile Quarry via a winter ice road over the Innoko River or via summer barging. Access to the river would be from Innoko Street, a platted public road owned by the City of Shageluk, located approximately 120 feet upstream from the confluence with Hamilton Slough. The material would be temporarily stockpiled on a staging area located in an upland site. The proposed work will result in the placement of approximately 5,080 cubic yards of clean gravel fill into a total of 9.3 acres of wetlands. All work would be performed in accordance with the enclosed plan (sheets 1-13). POA-2020-00530, South Fork Chena River_PN

Mr. Tim Sponseller, Fort Wainwright Directorate of Public Works, U.S. Army Garrison Alaska, states the project purpose is to provide access to the northeastern portion of the Yukon Training Area for military training exercises and wildfire suppression and control activities. Work being proposed, access project entails discharge of fill material into 7.9 acres of wetlands for the upgrade of an existing three mile long trail, and the development of 3.1 acres of wetlands for a materials extraction site to provide access to a new a full span vehicle bridge across the South Fork Chena River. The trail upgrade would involve placement of 118,654 cubic yards (cy) of gravel fill material into 7.9 acres of Palustrine Needleleaved Evergreen Scrub wetlands. The materials site would supply a maximum of 77,000 cy of gravel extracted from Palustrine Needleleaf Evergreen Scrub Shrub and Palustrine Broadleaf Deciduous/Evergreen Scrub-Shrub wetlands. The materials site would be located adjacent to the trail upgrade for minimization of secondary effects to the local ecosystem. Mr. Robert Cummings, with the City of Unalaska, states the purposed project is to improve safety for vehicles, freight and non-motorized roadway users along Captains Bay Road by addressing roadway safety deficiencies. Work being proposed, to discharge 121,500 cubic yards (CY) of fill (Type A fill, porous backfill and Class I/V riprap) into 8.60 acres below the high tide line (HTL), (4.7’ above the 0.0 foot contour) of Captains Bay, a navigable water of the U.S., for the widening, paving and straightening of horizontal curves along 13,696 linear foot of Captains Bay Road. Of the 8.60 acres of fill below the HTL, 7.02 acres (108,000 CY of fill) would also be below the mean high water mark (MHWM), (3.4’ above the 0.0 foot contour). The typical road section would include two 13-foot-wide paved travel lanes, 2-foot-wide paved shoulders, ocean side rolled curb and gutter and a 6-foot-wide asphalt walkway. The project would also include utility relocations/upgrades/extensions (electrical, communications, sanitary sewer and potable water) and the installation of street lighting. The total area of fill described above includes 0.02 acre below the ordinary high water mark/HTL of an unnamed perennial stream within the Westward Seafoods facility for replacement of an existing undersized culvert with a 96-inch corrugated aluminum pipe to allow adequate fish passage. Additionally, 550 CY of 1.5’ to 4’ diameter rock would be discharged into 5,856 square foot (SF) below the MHWM of Captains Bay for the re-construction of 5,856 SF of rock groins which would be removed or encapsulated by the current proposal. The currently existing groins were constructed as mitigation required by the U.S. Fish and Wildlife Service (USFWS) to offset impacts to Steller’s eiders through construction of the Carl E. Moses boat harbor. All work would be performed in accordance with the enclosed plan (sheets 1-13), dated July 27, 2020; (sheet 1), dated January 15, 2021; and, (sheets F1-F15), dated November 9, 2020. Mr. Brett Nelson, with ADOT&PF, states the project is to construct safety and operational repairs to provide the community of Deering with safe and efficient, all-season airport access. The project purpose is also to bring the airport to current standards and meet criteria identified in the Alaska Plan, the Alaska Aviation System Plan, and current Federal Aviation Administration (FAA) design standards. Work being proposed, Resurface the existing runway, rehabilitate runway embankments, replace the airport lighting, improve airport drainage, and construct a new access road to the airport with a bridge over Smith Creek. The new bridge will have earthen abutments and approaches on either side of Smith Creek. The new road will provide all season access to the Deering Airport. Fill material (sand and gravel) will be excavated from up to five material sites in the Inmachuk River. The new access road to the Deering Airport requires fill placement into approximately 8.1 acres of wetlands. To stabilize thawing permafrost around the runway new fill material will be placed on existing runway embankments and into adjacent wetlands. Airport fill will total approximately 10.4 acres in wetlands. The rip rap protecting the bridge embankments will impact 0.2 acres of waters of the U.S. (WOTUS). A total of 18.8 acres of WOTUS will be filled. Temporary work space of 4.8 acres, will buffer the evacuation and access road. Vegetation grubbing for the project will take place before May 20th or after July 20th to avoid impacts to nesting migratory birds. All work would be performed in accordance with the enclosed plan (sheets 1-2), dated October 2020. Mr. Aaron Yeaton, with the City of Homer, states the projects purpose is to reestablish tidal flushing within Mariner Park Slough. Tidal flushing is important in maintaining the area’s shorebird habitat. Work being proposed, excavate 275 cubic yards of native beach material from a 6,000 square foot (sf) area below the high tide line (HTL), 23.4 foot above the mean lower low water (MLLW) elevation of 0.0 foot) of Mariner Park Slough and Kachemak Bay, a navigable water of the U.S., and discharge the dredged material into a 6,000 sf area below the HTL in order to Public Notice of Application for Permit reestablish the tidal outlet between Mariner Park Slough and Kachemak Bay which would reestablish natural flows in Mariner Park Slough. Discharged material would block an existing side channel which frequently becomes naturally dammed and does not provide adequate tidal flushing. Material would be excavated/moved with a bulldozer, excavator or similar machinery during lower tide cycles. No work would occur below the mean high water mark (MHWM, 17.3 foot above the MLLW elevation of 0.0 foot) of Kachemak Bay. Work would be performed on a recurring basis, as needed to address future slough mouth closures. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated November 29, 2018.
