POA-2021-00408_Atigun River

The owners of Trans Alaska Pipeline System is proposing to prevent further erosion of the river toward the pipeline and restore some of the buffer within the undercut section of bank. Work being proposed includes to retain a 280 linear foot bank stabilization completed July 1, 2021 that resulted in the discharge of 3,240 cubic yards of class 4 rip rap and low water crossing rock into 0.2 acres of riverine waters. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated August 13, 2021. POA-1965-00034, Resurrection Bay_PN

Mr. Jason Davis, with Turnagain Marine Construction, states the purpose of the project is to replace the Alaska Railroad Corporation Passenger Dock so that it can safely accommodate larger cruise ships, provide off-season mooring of freight vessels, and maintain a terminal space to process cruise passengers. Work being proposed, discharge 350,000 cubic yards (CY) of gravel and recycled concrete fill into 3.3 acres below the Mean High Water Mark (MHW) of Resurrection Bay, a navigable water of the U.S, for the purpose of upgrading the Alaska Railroad Corporation passenger dock. In addition, 15,000 CY of sediment would be dredged in waters of the U.S. directly adjacent to the dock to a depth of -38-feet below the 0.0-foot benchmark. The dredged material would be used as fill and placed back within the footprint of the solid fill dock. The final solid fill dock would be 1200-feet long by 120-feet wide. The proposed project would remove: • The existing fenders. • Nine hundred 14-inch diameter steel piles (920 would remain and act as soil anchors for the in-place fill). • Ten 20-inch diameter steel piles that compose two mooring dolphins. • The entire existing concrete deck will be removed, crushed and re-used as earthen fill. • Portions of the concrete pile caps. • Up to 5,000 CY of riprap obstructions along 200 feet of shoreline below the High Tide Line on both sides of the existing dock (Up to 0.09 acres). • Up to 10,000 CY of material would be dredged in the area along the existing dock (approximately 1.10 acres). • Submerged navigational obstructions within 120 feet of both sides of the proposed dock area (part of the proposed dredging). The proposed project would install: • Three hundred (300) of the removed 14-inch-diameter steel piles to act as additional soil anchors within the fill footprint of the new solid fill dock. • Two hundred twenty (220) permanent 36-inch H-beam steel soldier piles to guide concrete Panels. • Two hundred twenty (220) permanent 12-foot wide by 24-inch-thick concrete panels. • Two (2) permanent 42-inch diameters fender piles. • Discharge 350,000 CY of gravel and recycled concrete fill (placed in two phases) to fill a total of approximately 3.3 acres. • Install dock components such as bull rail, fenders, mooring cleats, pre-cast concrete dock surface, passenger walkway, handrail, and mast lights. All work would be performed in accordance with the enclosed plan (sheets 1-16), dated August 3, 2021. The U.S. Air Force, POC: Hannah Kirst 907-552-3598, is proposing to create additional space for storage and staging of equipment and supplies to support Eni's Nikaitchug oil and gas development. Work being proposed includes the discharge of 15,337 cubic yards of gravel into an approximately 1.44-acre depressional area, including waters of the United States, to raise it to the same elevation as adjacent pads. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated July 27, 2021. POA-2021-00266, Nichols Passage_PN

The Strauss Family Trust, states the purpose of the project is to enclose and protect the existing support posts for the outer wall of the house and to allow reconfiguring of support of the deck and foundation. The house foundation is within one to two feet of the existing stacked rock seawall/retaining wall. The close proximity of the house to the wall puts the house’s stability at risk due to concerns regarding soil mechanics and deficiencies of the existing wall. Work being proposed, discharge eight (8) cubic yards (CY) of concrete, 320 CY of three inch minus backfill gravel, and place 65 CY of precast concrete blocks into 0.0225-acre of waters of the U.S. below the high tide line of Nichols Passage in order to create a new backfilled seawall at the existing home. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated May 17, 2021. POA-1993-00713, Cook Inlet_PN (Ammended)

Ms. Anna Dugan, with Hilcorp Alaska, LLC., states the purpose of the project is to construct additional natural gas pipelines to provide system safeguards, reduce maintenance requirements, and increase reliability of the system to meet gas needs. Work being proposed, temporarily discharge up to 20,139 cubic yards (CY) of material excavated from 3.125 acres of wetlands into no more than 3.236 acres of wetlands adjacent to the Cook Inlet, a navigable water of the U.S., and to discharge the same material, plus 405.5 CY of contained sand, back into the location from which it came in order to construct two additional pipelines between existing gas wells. One 20-inch medium pressure pipeline and one 24-inch low pressure pipeline would be constructed within a 5,600-foot long trench adjacent to two existing pipelines. The trench would transit 5,220 linear feet of wetlands and would generally be 8 feet wide at the base and up to 26 feet wide at the top due to the nature of wetland soil and engineering requirements. Ten connections points, each 20 feet long and spaced every 500 feet along the pipeline route, would require the trench to be 10 feet wide at the base and up to 28 feet wide at the top to allow sufficient space for safe worker access for welding and connecting of pipeline sections. All work would be performed in accordance with the enclosed project overview, sheets 1-4, dated August 28, 2020, and the project plans (sheets 1-16), dated April 8, 2021. Construction would take place during August/September 2021 or the following winter. The following aspects of the project do not require a DA permit but are listed here for a more complete description of the project. In upland areas, the trench width would be 8 feet at the base and approximately 12 feet wide at the top. Up to 5.5 acres of temporary rig mats would be utilized for temporary equipment staging along the pipeline route. The project site is located within the Kenai Gas Field (KGF) between Pad 34-31 at Latitude 60.474849º N., Longitude 151.273019º W and Pad 14-06 at Latitude 60.459213º N., Longitude 151.2644289º W.; between mile posts 10 and 11, Kalifornsky Beach Road, near Kenai, Alaska.
