Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

    Expiration date: 6/5/2019

    PURPOSE: The applicant, Mr. Jon Thies' stated purpose is to expand an already existing commercial gravel material source. LOCATION: The project site is located within Section 20, T. 1 S., R. 1 W., Fairbanks Meridian; USGS Quad Map Fairbanks D-2; Latitude 64.8160º N., Longitude 147.8100º W.; Fairbanks North Star Borough; Block20, Lots 23, 24, 25, and 26; located at 3510 Van Horn Road, in Fairbanks, Alaska. PROPOSED WORK: The applicant’s proposed work is to expand 3.5 acres of an already existing commercial gravel pit located on Tax Lot 26. Lots 23, 24, 25, and 26 are currently owned by the applicant. The existing 2.5 acre material site located on Lot 26 will be expanded to incorporate land area on Lots 23, Lot 24, and Lot 25. The anticipated wetland impact is anticipated to consist of approximately 3.3 acres of Palustrine Scrub-Shrub Broad-Leaved Deciduous/Broad-Leaved Evergreen Seasonally Saturated wetlands (PSS1/3B). The entirety of the lots outside the uplands, located on Lot 26, consist entirely of wetlands. The proposed work will consists of removing and stockpiling approximately 10,650 cubic yards (CY) overburden for use as stockpiling and topsoil, and the extraction of approximately 122,450 CY of sand and gravel to an already existing upland area. The approximately 3.3 acre expansion will be phased over the course of three years. All work would be performed in accordance with the enclosed plan sheets (1-6), dated May 03, 2019.     The Alaska Department of Transportation and Public Facilities (ADOT&PF), states that the purpose of the project is to allow for multiple shuttle ferries. The airport ferry system operated by the Ketchikan Gateway Borough is the only public access link to Gravina Island and Ketchikan International Airport. The existing ferry berth and terminals on Revilla and Gravina Islands are nearing the end of their useful life and are periodically out-of-service for repairs and maintenance. As the airport ferry terminal is a vital element to maintaining access to the airport, a new facility constructed to current standards would improve reliability of that transportation system. Work being proposed includes the discharge of fill material into Tongass Narrows and install structures during the construction of a new ferry berth from 0.50-acre of open water to construct a 85-foot x 250-foot steel float with pile supported restraint structures; discharge of 1,600-cubic yards of fill material into 0.25-acre for retaining wall construction with sheet piles; a pile supported approach trestle at the shore side of the ferry terminal; a steel transfer bridge with vehicular traffic lane and separated pedestrian walkway; a steel bridge support float and steel apron; installation of pile-supported dolphin structures with fixed hanging fenders; pile-supported dolphin structures with floating fenders for all-tide mooring; and placement of riprap in front of the retaining wall bulkhead. The project site is located within Section 22, T. 75 S., R. 90 E., Copper River Meridian; USGS Quad Map Ketchikan B-6; Latitude 55.35693º N., Longitude -131.70743º W.; in Ketchikan, Alaska.     David Spokely, with Ward Cove Industries, Post Office Box 772, Ward Cove, Alaska 99928, states that the project purpose is to allow transportation of goods and services from barges, allow the haul out of barges and other vessels for maintenance and repairs, and to provide additional moorage space for vessels. Work being proposed includes the discharge of 6,095-cubic yards of a gravel and 6,320-cubic yards of concrete rubble to construct one 100-foot x 350-foot barge haul out and landing ramp, one 5-foot x 220-foot float alongside the barge landing/ramp, one 17.5-foot x 350-foot concrete float attached to a previously authorized float. This project would include the installation of (22) 16-inch galvanized steel piles installed utilizing a vibratory hammer.     Brice, Inc., Paul Walsh, P.O. Box 70668, Fairbanks, AK 99709, states that the purpose is to expand the existing material site named Hill 460 Quarry by 28.5 acres, impacting 14.60 acres of wetlands in Mertarvik to provide gravel for the future town-site development, including the following potential projects: Community roads, house pads, a barge landing, housing pads, airport runway and others. The work being proposed involves phased extraction of 653,700 cubic yards of material from 28.5 acres in Mertarvik, impacting 14.60 acres of wetlands. Rehabilitation of the site is set forth in the attached rehabilitation plan. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated March 13, 2019.
