    William Smart, with Smart Construction Co, Inc. states that the project purpose is for waste disposal for the State of Alaska road development project projected for construction March 2020. Work being proposed includes to discharge fill material into wetlands during the creation of a waste site. The proposed 1.93 acre site would be used to dispose of organic overburden material from the State of Alaska road improvements.   • POA-1961-00028, Sumner Strait

    Expiration date: 1/2/2020

    The United States Forest Service, Petersburg Ranger District, Attention: Mr. Ted Sandhofer, Post Office Box 1328, Petersburg AK 99833, states that the project purpose is to help facilitate the movement of logs to meet timber supply and demand as identified in the Central Tongass Project (CTP) and machinery and the movement of people and cargo. This would be done by increasing upland log storage capacity and improving stormwater drainage for the Log Transfer Facility (LTF). Work being proposed includes converting the existing causeway into a 10% grade, 230 foot long x 28 foot wide ramp as well as expand the fill foot print in wetlands by 1.5 acres. Section 10 work would consist of excavating 8,915 cubic yards (CY) of fill below Mean High Water (MHW) and removing and disposing of the existing log bulkhead. The excavation would occur from land. The 1.5-acre expansion area would be created using mechanized land clearing and grubbing as well as by placing 9,630 CY of fill. The expansion area would also consist of a shot-rock lined ditch line and settling pond.     Ms. Stacy Kittams states that the project purpose is to provide residential access, removal of dangerous leaning trees, erosion control, and business gear storage. This project was originally permitted, through NWP 29, Residential Development, to place fill to construct a driveway, house pad, garage pad, and an absorption bed in wetlands on Lot 14. This was verified in 2009 and re-verified in 2013. The applicant filled 0.677-acres of wetlands. These impacts include a driveway, garden, the front of the lawn, erosion control rip rap, as well as an upper storage pad for business gear storage.     Ms. Kate Dodson, with ConocoPhillips Alaska, Inc., PO Box 100360, Anchorage, Alaska 99501, (907) 265-6181 states that the purpose of the project is the expansion of the Alpine Airstrip to decongest and accommodate safe maneuvering, loading and unloading of aircraft at the existing Alpine airstrip apron. The proposed work is the placement of 14,250 cubic yards (CY) of fill material into 1.3 acres of jurisdictional Palustrine emergent wetlands to expand the existing Alpine airstrip apron. 14,000 CY of clean gravel fill material would be placed within a 263’ x 166’ rectangular area (these are the top of pad dimensions, wetland impact dimensions would be 299’ x 174’). The proposed project is needed to reduce congestion and accommodate safe maneuvering, loading and unloading of aircraft at the existing Alpine airstrip apron. An additional 250 CY of permanent erosion protection will be placed around the perimeter of the pad expansion during the first construction season to provide protection from a flood event. All work would be performed in accordance with the enclosed plan (sheets 1-6), dated October 15, 2019.     Mr. Bob Berto, with White Pass & Yukon Route states that the project purpose is to remove contaminated sediments from the Skagway Ore Basin that are associated with periodic spillage from historical ore loading operations. Work being proposed includes to conduct remedial dredging of contaminate sediments within waters of the U.S. below the Mean High Water Mark (+15.7 feet above the 0.0 foot contour). Specifically the work would include the mechanical dredging of 10,000 cubic yards of contaminated sediments from 19,000 square feet of tidal waters and the placement of 1,100 cubic yards of clean sand cover material into 19,000 square feet of tidal waters. All work would be performed in accordance with the enclosed plan (sheets 1-10), dated November 7, 2019.
