State of Alaska Department of Transportation and Public Facilities (DOT&PF), 4111 Aviation Drive, Anchorage, Alaska 99519-6900 states that, as with Phase I, the purpose is to rehabilitate a segment of the Seward Highway to address safety, roadway deficiency and congestion issues. The Seward Highway Mile Point (MP) 75-90 Road and Bridge Rehabilitation Project has been divided into two phases. In 2017, the United States Army Corps of Engineers issued a Department of the Army permit to the DOT&PF for Phase l of the project. Phase I addresses MP 75 to 77.7 and MP 81 to 90, and construction is currently underway. If authorized, Phase II would begin in 2020 and address the remaining portion of highway between MP 77.7 to 81. The work being proposed includes to fill 23.46 acres of WOTUS (which includes 1.29 acres below mean high water (MHW) of Turnagain Arm) at 68 distinct locations. Table 1 provides a summary of the proposed WOTUS impacts wetland/water type. These permanent and unavoidable fill impacts to WOTUS would occur in conjunction with roadway improvements (including bridge and roadway scour protection), parking areas, recreation access, and driveway improvements. Phase II extends from MP 77.7 to MP 81 of the Seward Highway and is located entirely within the Municipality of Anchorage (MOA), Alaska. It is located on the Seward D-4 U.S. Geological Survey quadrangle and encompasses portions of Sections 5 and 6, Township 8N, Range 3E; Sections 31 and 32, Township 9N, Range 3E; and Section 32, Township 9N, Range 2E. Keri Williamson, with City and Borough of Juneau, 155 South Seward Street Juneau, Alaska 99801, (907) 586-5200, Keri.Williamson@juneau.org, states that the project purpose is to re-route a portion of the Kaxdigoowu Heen Dei trail away from the Mendenhall River because of erosion. 1) Work being proposed includes placement of 950-cubic yards of shot rock and useable excavation, 105-cubic yards of D-1 gravel, and 90-cubic yards of asphalt into 0.78-acres of wetlands along 2,005-linear feet of new trail, 2) installation of a 28-foot long 18-inch diameter corrugated polyethylene pipe culvert, 3) placement of a 38-foot long 24-inch diameter corrugated polyethylene pipe culvert, 4) excavation and removal of approximately 975-cubic yards of existing trail along 1,970-linear feet from 0.36-acres of previously filled wetlands, 5) re-vegetation of 0.36-acres previously filled with native vegetation to allow the area to return to its original conditions, and 6) temporary placement of 140-cubic yards of fill material into wetlands on top of geotextile fabric to facilitate the removal of the existing trail and the construction of the new trail. Hilcorp Alaska, LLC., Anna Dugan, 3800 Centerpoint Suite 1400, Anchorage AK 99503, states that the purpose is to meet the gravel needs for planned Milne Point Unit (MPU) Development projects, including R Pad Development and additional pad expansions for drilling new wells to increase production within the MPU. The work being proposed includes expanding the existing material site, Mine Site E, in Milne Point Unit by adding an additional 27-acre cell, named Cell 6, and to rehabilitate the project site after completion of material extraction. The area to be mined is 900 feet long and 850 feet wide, totaling 16 acres. The additional 11 acres of impacts would include overburden storage and construction of a thermal barrier and an access road.
