Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2017-00468, Tongass Narrows

    Expiration date: 8/12/2019

    The, Alaska Department of Transportation and Public Facilities (ADOT&PF), states that the project purpose is to construct a new lay-up dock for the Ketchikan Airport ferry system. Work being proposed regarding the new dock facility consists of placing a 250-foot long x 85-foot wide floating steel or concrete dock, placement of two four-pile side restraint dolphins (driving four 36-inch piles and four 30-inch piles), placement of three four-pile side and mid restraint dolphins (16 36-inch piles), construct a new 20-foot x 140-foot steel transfer bridge, construct a new concrete/pile supported bridge abutment (three 18-inch piles), removal and replacement of the existing rock slope. The proposed abutment and work on the rock slope would require discharge of approximately 1,600 cubic yards of fill material into 0.15-acre of marine waters. All work would be performed in accordance with the enclosed plan (sheets 1-11), dated June 2019.   • POA-2017-00469, Tongass Narrows

    Expiration date: 8/9/2019

    The Alaska Department of Transportation and Public Facilities (ADOT&PF), states that the project purpose is to demolish and rebuild a heavy freight mooring facility. Work being proposed consists of widening and re-grading the existing ramp, constructing a new four pile breasting dolphin and a new three pile tire fender dolphin. A mooring ramp and armor rock embankment would also be built by discharging approximately 1,900 cubic yards of fill material below the high tide line of Tongass Narrows into 0.5-acre marine waters. A total of (12), 20-inch diameter, six 24-inch diameter, four 30-inch diameter piles will be permanent installed via hammer or vibratory pile driver. 12 temporary piles not to exceed 20-inch diameter will be installed and removed at project completion. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated June 2019.   • POA-2019-00313, Ward Cove

    David Spokely, with Power Systems & Supplies of Alaska, PO Box 772, Ward Cove, Alaska 99928, dave@wciak.com, states than the project purpose is to construct a dock that accommodates larger cruise ships and their passengers outside of downtown Ketchikan. This project is needed to improve safe transit through Tongass Narrows, provide safe harbor for large cruise ships, and relieve existing and future vessel, pedestrian, and vehicle congestion in the Port of Ketchikan and downtown Ketchikan. Work being proposed includes construction of a new 500-foot x 70-foot floating pontoon dock in Ward Cove with a trestle that includes a driving lane and walkway for easy access to shore.   • POA-2004-01564, Delta Creek

    Expiration date: 7/25/2019

    Mr. Allen Branco III, U.S. Air Force states that the project purpose is to modify the existing permit, POA-2004-01564, Delta Creek, with the addition of two gravel pads for existing targetry which is now placed directly on the tundra, and to create access roads connecting the new pads to existing infrastructure for range maintenance and cleanup purposes. The existing unimproved roads do not have all-weather surfaces. Work being proposed would impact waters of the U.S. in association with placement of 122,158 cubic yards (CY) of gravel on 15.4 acres of wetlands to build target pads and access roads for the air force training mission. All work would be performed in accordance with the enclosed plan (sheets 1-6), dated July 8, 2019.   • POA-2019-00306, Turnagain Arm

    Expiration date: 7/17/2019

    PURPOSE: The applicant, the United States Forest Service, Glacier Ranger District's stated project purpose is to provide recreational access between the Seward Highway right-of-way and undeveloped upland areas of the Chugach National Forest. This trail spur would later connect to the proposed Twentymile Valley segment of the Iditarod National Historic Trail. The project would also provide off-road vehicle access to private inholding properties within the Chugach National Forest. LOCATION: The project site is located within Section 5, T. 8N., R. 3E., Seward Meridian; Latitude 60.8568 º N., Longitude 149.0015º W.; near Girdwood, Alaska. PROPOSED WORK: The project would result in discharges of fill material into a total of 1.42 acres of wetlands adjacent to the Turnagain Arm of the Cook Inlet. The proposed discharges would be for the construction the Twentymile Trail Spur Project. This project would consist of a 0.5-mile-long universally accessible paved trail and associated trailhead parking. The trail would connect uplands within the Chugach National Forest east of the Alaska Railroad Corporation’s tracks with the Seward Highway. The trail would have an 8-foot wide paved surface, 2-foot wide gravel shoulders and 3:1 side slopes. The trailhead parking area would provide space for six vehicles. The trail would be designed to accommodate off-road vehicle access to private inholding properties within the Chugach National Forest. The trail would cross the Alaska Railroad Corporation tracks at a designated crossing point identified by the Railroad Corporation.
