Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

    Expiration date: 11/13/2017

    Mr. John Louie (Federal Aviation Administration (FAA)) stated the purpose is to reconstruct a dock and barge landing for continued safe and improved access to the existing facilities on Biorka Island. The project site is located within Section 8, T. 58 S., R. 62 E., Copper River Meridian; USGS Quad Map Port Alexander D-5; Latitude 56.8540º N., Longitude 135.5213º W.; located near Sitka, Alaska. SPECIAL AREA DESIGNATION: The project is located within the Tongass National Forest. The applicant requests authorization for the following work over and below the high tide line (HTL, approximate elevation +12.7 feet above the 0.0 foot contour) and the mean high water mark (MHW, approximate elevation +9.1 feet above the 0.0 foot contour) in Symonds Bay, a navigable water of the United States (U.S.). All work would be performed in accordance with the enclosed plan (sheets 1-7), dated August 2017.   • POA-2004-1127-M6, Isabella Creek

    Expiration date: 11/8/2017

    LOCATION: The project site is located within the Northside Business Park development located within Section 2, T. 1 S., R. 1 W., Fairbanks Meridian; USGS Quad Map Fairbanks D-2; Latitude 64.861º N., Longitude 147.684º W.; Bentley Trust North Subdivision, Lots 1-45, in Fairbanks, Alaska. PURPOSE: North Side Management, LLC’s stated purpose is to modify existing permit special conditions to allow the replacement of the existing conservation area, (Tract A and the 50 foot northern vegetation buffer), with a compensatory mitigation project, (a constructed wetland and pond system), located in the northwest subdivision corner. The conservation easement and buffer around Tract A would be removed in exchange for the proposed compensatory mitigation project. The proposed modification would require the removal of Special Condition 10, and the revision of Special Condition 11 and 12 of POA-2004-1127-M5, issued August 3, 2017. PROPOSED WORK: The modification of existing special conditions and the discharge of fill for the construction of a wetlands and pond system and the excavation of the existing Tract A to create a deep open water pond that encompasses approximately the same footprint as Tract A. The pond would be connected to the constructed wetlands and pond system via twin 36-inch diameter culverts and a constructed drainage swale as shown in the attached plans.     Mr. John Barnett (Alaska Department of Transportation & Public Facilities) stated the purpose is to build a heavy freight mooring facility. The project site is located within Section 23, T. 75 S., R. 90 E., Copper River Meridian; USGS Quad Map Ketchikan B-6; Latitude 55.3532º N., Longitude 131.7025º W.;, near Ketchikan, Alaska. PROPOSED WORK: This authorization would permit the Gravina Island Heavy Freight Mooring Facility, a component of the Gravina Access Project. The other authorizations are being reviewed under separate actions and consist of upgrades to the Revillagigedo Island Ferry Berth (POA-2017-466), Gravina Island Ferry Berth (POA-2017-467), Gravina Island Layup Dock replacement (POA-2017-467), and the Seley Road upgrades (POA-2000-452). The proposed work consists of placing five four-pile breasting dolphins using 20 30-inch piles, a new pile supported pedestrian walkway, a new pile supported mooring line structure (atop existing fill and above the HTL), and a new three-pile mooring dolphin using one 24-inch pile and two 18-inch piles. All work would be performed in accordance with the enclosed plan (sheets 13-16), dated March 17, 2017. Please contact Matthew L. PROPOSED WORK: This authorization would permit the Gravina Island Layup Dock replacement, a component of the Gravina Access Project. The other authorizations are being reviewed under separate actions and consist of upgrades to the Revillagigedo Island Ferry Berth (POA-2017-466), Gravina Island Ferry Berth (POA-2017-467), Gravina Island Heavy Freight Mooring Facility (POA-2017-468), and upgrades to Seley Road (POA-2000-152). The proposed project consists of removal of the existing 265-foot long floating dock, mooring structures and transfer-bridge and construction of a new dock facility.     *Applicants Name - Andrew Beaver *Purpose: The applicant’s stated purpose is to provide the village of Kwigillingok with a three-cell sewage lagoon compliant with State of Alaska regulations and meeting Alaska Pollutant Discharge Elimination System (APDES) requirements and standards. The existing single-cell sewage lagoon does not meet APDES standards or have the capacity to serve additional users. The sewage lagoon discharge area also lacks fencing. ATV and snow machines with haul trailers have difficulty turning around because the existing boardwalk dead ends at the lagoon. Fencing the two sewage lagoon cells and creating a turnaround boardwalk is needed for worker and public safety and to protect the environment from accidental sewage spills. *Location: The project site is located within Kwigillingok, Alaska, at Latitude 59.86252º N., Longitude 163.169417º W. *Proposed Work: The proposed project would include the construction of a new primary lagoon cell (cell #1), rehabilitation of the existing lagoon cell (cell #2), develop a polishing cell (cell #3), upgrade an existing boardwalk, build new boardwalk, develop a new material borrow site, and construct a new fence. The proposed project would fill approximately 2.56 acres of palustrine wetlands to construct a new primary lagoon cell (cell #1) and a new material borrow site.
