Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2020-00102, Main Bay

    Expiration date: 4/20/2020

    Lorraine Joy Vercessi, with the Alaska Department of Fish and Game, PO Box 115526; Juneau, Alaska 99811, (907) 465-6423, Lorraine.vercessi@alaska.gov states that the project purpose is to replace the Main Bay Hatchery Dock because the current floating dock system and aluminum gangway are located such that moored vessels ground during low tide cycles; the gangway rests on dunnage and is chained to a concrete block with no secured connection to a foundation or dock. Work being proposed includes: To construct a new 80-foot x 6-foot gangway, a 150-foot x 30-foot floating dock, and a concrete foundation consisting of a concrete retaining wall and a concrete abutment, which would to replace an existing damaged dock and old steel piling foundation. The concrete retaining wall would be constructed using 4-foot x 2-foot x 2-foot concrete blocks placed along the gangway’s approach and the opening would be backfilled with clean compacted fill to finished landing elevation (approximately +17 feet). Salvaged riprap would be placed around the base of the new concrete abutment for erosion protection.   • POA-2001-00143-M8, Ugnuravik River

    Expiration date: 3/24/2020

    Ms. Anna Dugan, with Hilcorp Alaska, LLC (Hilcorp) states that the projects purpose is to provide space to drill new wells which will increase production from the Ugnu Reservoir in the Milne Point Unit. Work being proposed is to discharge 16,000 cubic yards of gravel fill into 2.04 acres (approximately a square shape of 328’ x 319’ with a cut out for an existing rectangular pad 179’ x 96’ toe-to-toe) of Palustrine emergent wetlands to expand the existing S Pad in the Milne Point Unit (MPU) in order to construct ten new development wells to access the Ugnu Reservoir at MPU S Pad. Associated piping and tie-in will be installed on the pad to support the wells. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated March 6, 2020.     Michael D. Rhodes, with Municipality of Anchorage Solid Waste Services, 111 E. 56th Avenue, Anchorage Alaska 99518, states that the project purpose is to develop a new Central Transfer Station (CTS) without interrupting operations to replace the existing facility, which was constructed in 1975. Work being proposed includes Placement of 116,000 cubic yards of clean gravel fill in 7.6 acres of wetlands. All work would be performed in accordance with the enclosed plan (sheets 1-3 and 6-7 dated February 11, 2020, and sheets 4-5 dated February 28, 2020).   • POA-1986-00655, Jordan Creek

    Expiration date: 3/23/2020

    Mr. Chris Harmon, with BC Rentals LLC, P.O. Box 33835, Juneau, Alaska 99803, states that the project purpose is to construct a building pad and parking/staging area for vehicles and construction materials. Work being proposed includes: to develop five adjacent lots composed of wetlands to provide a building pad, parking area, and equipment storage area. The work would include the excavation of 1,500 cubic yards (CY) of organic overburden that would be disposed of at a permitted organic waste site. The excavated area measuring 208 feet x 200 feet would be back filled with 2,000 CY of crushed stone/shotrock, 2,000 CY of sand and gravel, and 500 CY of crushed stone/D1 grading course. During construction, an oil/water separator would be installed at the stormwater discharge point on the subject property to capture any contaminants resulting from any unplanned fuel/oil leaks or spills. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated January, 2020. The project site is located within Section 31, T. 40 S., R. 66 E., Copper River Meridian; USGS Quad Map Juneau B-2; Latitude 58.35888º N., Longitude -134.57186º W.; Valley Center Subdivision, Block M, Lots 8, 9, 10, 11, & 12; located between Airport Blvd and Yandukin Drive, in Juneau, Alaska.   • POA-2020-00023, Kuskokwim River

    Expiration date: 3/23/2020

    Alaska Department of Transportation and Public Facilities, Attention: Heidi Zimmer, Post Office Box 196900, Anchorage, Alaska 99519, states that the project purpose is to stabilize the bank of the Kuskokwim River adjacent to the runway to prevent further erosion and to make improvements to the existing runway infrastructure. Work being proposed would result in the discharge of 28,800 cubic yards (CY) of fill, below the ordinary high water mark (OHW), into 4.75-acres of riverine wetlands to construct 1,500 linear feet of bank stabilization on the Kuskokwim River and the discharge of 2,400 CY of fill into 0.28-acre of Palustrine wetlands for improvements to the McGrath Airport.
