POA-2020-00176, Tongass Narrows

Andrew Donato, with Ketchikan Public Utilities Company, states that the project purpose is to replace the existing sub-marine power cable that services the Ketchikan Airport and Gravina Island with a new, modern power cable. The proposed project would lay a new 15 kV submarine electrical cable on the seafloor in Section 10 waters (33 U.S.C. 401 et seq.) between Revillagigedo Island and Gravina Island. The project consists of 2,500 linear feet of submarine cable (3.4-inch outer diameter) with 160 linear feet of HDPE sleeve (12-inch outer diameter) at each end. The HDPE necessitates the placement of 10 cubic yards of concrete anchors at about -5 feet of mean high tide (33 U.S.C. 1344). All work would be performed in accordance with the enclosed plan (sheets 1–4), dated April 20, 2020. Alaska Department of Transportation and Public Facilities (Alaska DOT&PF), PO Box 112506, Juneau, AK 99811, states that the project purpose is to provide increased recreational and subsistence opportunities on Baranof Island within National Forest System (NFS) lands of the Tongass National Forest, Sitka Ranger District, land access to Native Corporation Public Notice of Application for Permit (Shee Atiká and Sealaska) lands by shareholders, and opportunity for development of new material sources on State, Federal, and Native Corporation lands. Work being proposed includes the discharge of fill material into waters of the U.S., including wetlands, work would also include re-routing a total of 370 linear feet of stream reach from five stream channels. The streams would be returned to the natural drainage route down-gradient of the proposed re-routed stream reaches. All work would be performed in accordance with the enclosed plan (sheets 1-22), dated April 23, 2020. A-1 Lawn & Landscaping, 6727 Old Seward Highway, Anchorage AK, 99518, states that the project purpose is to operate a topsoil pit, snow dump, and process recycle green waste into compost. Work being proposed includes, to excavate 6,075 cubic yards (CY) of overburden and vegetation and excavate 49,680 CY of organic material (peat) from 3.2 acres of wetlands to a depth of 8 feet to process as topsoil on site with a soil screening plant. Fill in the excavation with class c type fill material (rock and gravel) from outside sources. Create a settling pond for drainage, create berms around perimeter of property to contain drainage from snow dump. The Municipality of Anchorage, Port of Alaska, 2000 Anchorage Port Road, Anchorage, Alaska 99501, States that the project purpose is to excavate silt that has accumulated over the course of the winter so that the Port of Alaska can install floating docks to ensure boaters may have safe moorage after launching their small boats. The purpose for dredging also is to ensure that all boaters can launch and retrieve their vessels at various stages of the tides. Work being proposed includes: To dredge and discharge fill material into Knik Arm, at the Anchorage Ship Creek Small Boat Launch Facility. Such activities include annual dredging using a bulldozer, to remove approximately 4,800 cubic yards of sediment from a previously authorized dredge area of 0.37-acre and a new 0.32-acre area south of the launch. Dredging is required to remove accumulated sediment from the south/north boat launch ramps and the area adjacent to the sheetpile dock. Dredged material would be disposed of by pushing it seaward with the bulldozer into a 150-foot-wide x 420-foot- long (1.45 acre) area west of the boat launch. All work would occur below mean high water and would occur during the spring minus tides. The dredging would take place annually between April and June. The Municipality of Anchorage (MOA), Real Estate Department and Heritage Land Bank, 4700 Elmore Road, 2nd floor, Anchorage, Alaska 99507, states that the purpose of the project is to relocate the Anchorage School District (ASD) Transportation Facility from its current location at the southwest corner of Tudor and Elmore to an area in close proximity, on land owned by the MOA, with access requirements. Work being Proposed includes the discharge of up to 105,000 cubic yards (CY) of clean fill into 7.6 acres of waters of the U.S. (wetlands) for the construction of an ASD Transportation Facility consisting of 17,200 square feet (sf) of office, 1,100 sf of maintenance and wash bays, 1,800 sf fuel station, 3,850 sf of storage space, 125 bus parking spaces, 12 work vehicle parking spaces, 148 staff parking spaces, and snow storage areas. Relocate an existing oil and grit separator, expand an existing on site detention basin and relocate an existing vegetated swales.
