Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2020-00347, Beaufort Sea

    Expiration date: 9/7/2020

    Jade Energy LLC, states the project purpose is to provide barge access to the PTU Central Pad Service Pier. Work being purposed includes to screed an estimated 0.6-acre of sub tidal seafloor within a 2.25 acre channel (650-feet by 150-feet) to an elevation of -6 feet mean lower low water.   • POA-2020-00313, Zimovia Strait

    Expiration date: 8/21/2020

    Mr. Charles Peticrew, PO Box 971, Wrangell, AK, 99929, states that the project purpose is to re-develop the two lots for residential use. Work being proposed includes to construct a shot rock fill contained within stacked rock walls. This work would result in a discharge of approximately 4,550 yards of rock fill material into 0.2-acre (~150’ x 60‘) of the intertidal zone in the Wrangell Downtown Harbor.     Mr. Brett Woodbury, with BW Enterprise, PO Box 2121, Wrangell, AK, 99929 states that the project purpose is to construct secure dry storage for boats. Work being proposed includes to construct a shot rock fill contained within stacked rock walls. Rock would be hauled in dump trucks, spread with an excavator and compacted with a roller to discharge rock to entirely fill Lots 3 and 4 . This work would result in a discharge of 15,046 yards of rock fill material into 0.99-acre of the intertidal zone in the Wrangell Downtown Harbor.     Expiration date: 9/2/2020

    Mr. Nagruk Harcharek, with UIC Lands, states the project purpose is to develop a gravel source for Utqiaġvik and other North Slope Villages. The applicant proposes the placement of 66,365 cubic yards (CY) of gravel material for the construction of a road and operations pad into 11.41 acres of Palustrine emergent wetlands (PEM), and the mechanized land clearing of an additional 85.45 acres of PEM, for a total of 96.86 acres of wetlands impacted when all phases have been completed. All overburden and gravel materials would be stockpiled at the bottom of the pit to allow the frozen material to thaw and drain any excess water. The applicant plans to remove up to 850,000 CY during each phase of the permit with an estimated 80,000 CY per year. The project site is located within Sections 4 & 9, T. 22 N., R. 18 W., and Section 33, T. 23 N., R. 18 W., Umiat Meridian; the road starting point would be Latitude 71.2972º N., Longitude 156.7261º W.; the road end point would be Latitude 71.2797º N., Longitude 156.7101º W.; with the centroid point for the pit being Latitude 71.2781º N., Longitude 156.7108º W.; in Utqiaġvik, Alaska.
