Mr. Doug Baker, states the project purpose is to produce commercial quantities of precious metals from alluvial deposits on patented land. The applicant proposes to recover precious metals from alluvial deposits in previously mined ground and in unmined wetlands on patented mining claims owned by Aurquest Alaska, Incorporated. The project is located along Otter Creek near Nome, Alaska. Proposed work includes the phased placer mining of approximately 17 acres of historically mined uplands (mined 1903-1911), and the mechanized land clearing of approximately 60 acres of Palustrine Emergent Persistent Saturated/Scrub-Shrub Broad-Leaved Deciduous Saturated wetlands (PEM1/SS1B). Additional work includes the construction of two settling ponds (sized 80 feet wide x 80 feet long x 1.5 feet deep and 450 feet long x 150 feet wide x 8 feet deep). Plans also include the construction of an approximately 2,000 linear feet x 11 feet wide x 2 feet deep with a floodplain of approximately 32 feet wide permanent stream relocation of Otter Creek. The stream relocation will act to stabilize the stream and to reconnect it to the natural floodplain which was ditched during the1904 gold rush. Revised Public Notice-POA-2015-00025-M2, Simpson Lagoon

Due to comments we received, Oil Search (Alaska), LLC has made the following revisions to their proposed project which would increase the impacts to wetlands and waters of the United States, as shown in the attached figures: 1)The proposed seawater treatment plant (STP) facility and associated sheet pile enclosure would be moved 50 feet northeast, increasing the fill footprint by 0.76 acres in Simpson Lagoon, from 6.07 acres to 6.83 acres. 2)The proposed STP outfall would be moved from the northwest corner of the STP barge to the southeast corner, and the length of the outfall would be extended by 350 feet. 3) The proposed screeding area in Simpson Lagoon would be increased 0.8 acres, from 7.56 acres to 8.30 acres. 4)The proposed STP pipeline would be lengthened by 1.9 miles, from 16.5 miles to 18.4 miles, requiring 230 additional vertical support members. Melissa Jensen, with Alaska Department of Transportation and Public Facilities states that the project purpose is to repair Nome’s airport runways that have suffered significant surface wear and settling. Additionally, the purpose is to remove an abandoned mine tailings pond that is creating a bird strike hazard adjacent to runway 10-28. Work being proposed includes Rehabilitate Runway 10-28, Runway 3-21, North Apron, and the Runway Safety Area to include replacement of sub-base course materials and resurfacing. Other repairs include airport lighting replacements and/or upgrades including fixtures, signage, utilities associated with the airport runway operation, and new striping on replaced runway surface and associate facilities. Fill material for the repairs would come from an existing permitted commercial source. The fill material would be hauled to the airport and stored in uplands until use. Clean sub-base material stripped from the damaged portions of the runways would be discharged into the 2.6-acre abandoned mine tailings pond adjacent to Runway 10-28. Material would be discharged into the pond until the surface elevation matches the surrounding ground level. Excess sub-base material, asphalt, and other material stripped from the damaged portion of the runways and associated facilities would be stockpiled in uplands at the airport for long-term storage, re-use by Maintenance and Operations, or hauled away by the contractor for re-use on other projects. The only portion of the project requiring a Department of the Army permit (Section 404) would be the discharge of clean sub-base material into the 2.6-acre abandoned mine tailings pond. No material would be discharged in wetlands or other waters of the United States. Construction is expected to occur between June 2021 and September 2022. Work would be performed in accordance with the enclosed plan (sheets 1-2), dated July 1, 2020. The City of Homer, 3573 Heath Street, Homer, Alaska 99603, states that the project purpose is to protect the toe of the existing seawall from erosion which would eliminate the potential for catastrophic failure, significantly reduce maintenance costs and extend wall life. Work being proposed includes, to discharge 9,300 cubic yards of stone fill material, underlain by geotextile fabric, into 1,700 linear foot (0.98 acre) below the High Tide Line (HTL, 23.4 foot above the mean lower low water elevation of 0.0 foot) and Mean High Water Mark (MHWM, 17.3 foot above the Mean Lower Low Water elevation of 0.0 foot) of Kachemak Bay, a navigable water of the U.S., to stabilize the toe of an existing sheetpile seawall. Fill would extend up to 25-foot waterward of the existing seawall. All work would occur while the site is de-watered. Trans Alaska Pipeline System (TAPS) Owners, state that the project purpose is to prepare for planned and contingent gravel use in anticipation of continued flooding. Work being proposed includes selective gravel mining from a location in the Sagavanirktok River approximately three miles south of the Franklin Bluffs Pad which is at Dalton Highway Milepost (DHMP) 377. Approximately 100,000 cubic yards of material is proposed to be mined from an un-vegetated gravel bar for deployment in 2020 to TAPS work sites or to stockpile on the existing gravel pad adjacent to the pipeline right-of-way near the old Franklin Bluffs Pad. The mining would consist of removing the top 1 to 3 feet of the gravel bar surface. The project site is located within Sections 22, 27, 26, T4N, R14E.
