  • POA-2019-00082-M2, Haggard Creek

    Jill Baxter-McIntosh, with Alaska Department of Transportation and Public Facilities (ADOT&PF), states the project purpose is to improve safety on this stretch of highway. Proposed work would modify the original permit to increase the wetland acres impacted by placement of fill additional disposal sites. This is a precautionary contingency proposal as the soil, which is rich in permafrost and fine particles, are wet and slumping and the original volume of excavated materials cannot be piled as originally planned. Work being purposed includes three newly proposed spoil disposal areas are in Palustrine Scrub Shrub wetlands. A maximum of 25.9 acres of impacts are anticipated if all the proposed disposal areas are needed for the project. This will be the result of placing approximately 70,500 cubic yards of unusable material in stabilization berms along the road embankment. Estimations of acreage and fill quantities were made assuming a 3:1 catch slope and 10-ft offset from the edge of right-of-way. All work would be performed in accordance with the enclosed plan (sheets 1–6), dated December 01, 2020. The project site is on the Richardson Highway between Mile Posts (MP) 159 and 167, located within: USGS Quad Gulkana C–3, T 10 N., R 01 W., Sections 5 & 6, T 11 N., R 01 W., Sections 6, 8, 16, 17, 21, 28, 29, and 32 and USGS Quad Gulkana D–3, T 12 N., R 01 W., Section 32.   • POA-1984-00184, Knik Arm

    Alagnak Holdings, LLC, states the project purpose is to continue dredging work to maintain the safe navigation and docking of commercial barges at Alagnak Holdings, LLC. docking facilities. Work being purposed includes to extend maintenance dredging for another 10 years at Alagnak Holdings, LLC. The volume of the material scheduled to be dredged annually is 75,000 cubic yards. Dredging is planned during each low-tide window between April and October to +8 feet Mean Lower Low Water (MLLW) in 1.43 acres (approximate dimensions 125 feet by 500 feet). Work would be conducted using wide-tracked bulldozers at low tide when the dredging area is de-watered. Dredged material would be disposed of on the tidal mudflats adjacent to and seaward of the dredge area located not less than 200 feet north of the Ordinary High-Water Mark channel of tidal Ship Creek. The dredge disposal area on the mudflats is 2.30 acres (approximate dimensions 100 feet by 500 feet). The proposed maintenance dredging activities will continue to be done at low tides when the mudflats at the dredging area are de-watered. In general, the dredging may require two days to complete within each low tide window. There are approximately 15 low tide windows each year between April and October when maintenance dredging can be done. The actual dates of dredging each year vary, because the dates of the low tide windows change. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated November 2020.   • POA-2020-00447, Zimovia Strait

    Expiration date: 1/4/2021

    Mr. Rolland Curtis, states the project purpose is to restore a piling supported floating dock and contain the property with a stacked rock wall with fill. Work being purposed includes to discharge up to 4,520 cubic yards (CY) of fill material into 0.04-acre below the High Tide Line (HTL) of Zimovia Strait in order to create a stacked rock wall (273 CY) and fill behind the wall to level the ground with the top of the wall (4,247 CY shot rock). Additionally, six 13-inch diameter galvanized steel piles would be installed along the face of the rock wall to support a 10-foot wide by 130-foot long dock. Piles would be driven from the constructed fill pad at low tide, when the area is completely dewatered. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated November 24, 2020.   • POA-1979-00036-M12, Kuskokwim River

    City of McGrath, states the project purpose is to excavate sand and gravel of the near shore side of the sandbar on Sand Island. Work being purposed will see the annual excavation of up to 10,000 cubic yards (CY) of sand and gravel of the near shore side of an accretion sandbar which occurs on Sand Island. This sand and gravel bar are replenished each year by the Kuskokwim River during the high-water events. All excavation activities will take place during low water flows of the Kuskokwim River; and the area is dry, as the water level of the river will be below the elevation of the work area. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated October 10, 2020.   • POA-2020-0462, Tongass Narrows

    Mr. William Smart, states the project purpose is to develop his privately-owned industrial barge landing facility by expanding their current location (Lot 35A) into adjacent Lot 35B, which is also owned by the applicant. The applicant also sells shot-rock materials to local construction business. The proposed project would expand the loading/uploading barge operations into Lot35B, but the landing area would remain only through Lot 35A. Work being purposed includes to place 3,841 cubic yards (CY) of fill in 1.03 acres of palustrine forested wetlands in Lot 35B. Work would include clearing and grubbing overburden from the 1.03 acres of wetlands, then drilling and blasting 24,435 CY of bedrock to expand existing Lot 35A’s loading/uploading pad for barge and shot rock operations. A 25-foot access road would be constructed along the width of the property above the bedrock excavation area (97 CY of shot rock fill) and overburden/spoils from the rock excavation would be stockpiled in a filled area above the access road (3,744 CY). The entire property has been designated as palustrine forested wetlands (PFO4B and PFO4/EM1B). Work is planned to start during 2021 spring and last up to three months. All work would be performed in accordance with the enclosed plans (sheets 1-4) dated September 9, 2020.
