Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2014-00503 Koyukuk River PN

    Expiration date: 6/2/2023

    Hughes Village, Mr. Wilmer Beetus, P.O. Box 45029, Hughes, AK 99745, states the purpose is to provide all-season access to the community cemetery, future housing sites above the 100-year floodplain, subsistence-use areas, and wood gathering area. Current access to the cemetery is from the steep riverbank and not accessible to the elderly or infirm.   • POA-2023-00024 Goldstream Creek PN

    Expiration date: 5/30/2023

    Timothy Folkers states the purpose is to provide rental cabins as a source of income. The applicant proposes to place 3 acres of fill material into wetlands for 18 cabin pads, 30 foot by 50 foot, and driveways that would measure 10 to 16 feet wide. All work would be performed in accordance with the enclosed plans (sheets 1-2), dated April 25, 2023. The project site is located within Latitude 64.9376º N, Longitude 147.7869º W; off Goldstream Road, near Fox, Alaska.     North Slope Borough, P.O. Box 1050, Utqiagvik, AK 99723, Meryl.Guevara@north-slope.org, (907) 852-0489, states the purpose is to increase local, permanent, solid waste storage in Utqiagvik. Discharge 26,155 cubic yards of gravel into 4.2 acres of wetlands to construct a solid waste landfill. All work would be performed in accordance with the enclosed plan (sheets 1–3), dated February 1, 2023.The project site is located at Latitude 71.241865° N, Longitude 156.553563° W; Off Gas Well Road, in Utqiagvik, Alaska.     On April 17, 2023, the Alaska District U.S. Army Corps of Engineers published a public notice for Department of the Army (DA) permit number POA-1988-00269, Cannery Creek for a DA permit application from HECLA Greens Creek Mining Company, for the discharge of 32,100 cubic yards of sand, gravel, rock, and unconsolidated fill material into 5 acres of waters of the United States, including wetlands, for the extension of the existing Tailings Disposal Facility, relocation of the existing B-Road, relocation of the existing power line and substation, raising the embankment around and between Ponds 7 and 10, relocation of the existing freshwater collection system at Cannery Creek, and construction of a clear span bridge over Cannery Creek. The project site is located within Sections 22, 23, and 26, T. 43 S., R. 65 E., Copper River Meridian; USGS Quad Map Juneau A-3; Latitude 58.116917º N, Longitude 134.746735º W; Admiralty Island; HECLA Greens Creek Mine, near Juneau, Alaska. The April 17, 2023, public notice in the Additional Information section indicated inadvertently that the described proposed work represents Alternative B in the Draft Supplemental Environmental Impact Statement (DSEIS) and included Wetland Impact figures for the DSEIS Alternatives B and C. This information is incorrect and should instead read: The above-described proposed work represents Alternative D in the DSEIS. Additionally, all wetland impact figures for any alternative other than Alternative D in the DSEIS should be disregarded. All other information contained in the previous notice remains the same. Please bring this announcement to the attention of anyone you know who is or may be interested. Enclosed is a copy of the updated public notice with the corrected information and plans.     HECLA Greens Creek Mining Company, Brian Erickson, P.O. Box 32199, Juneau, Alaska 99803, states the purpose is to extend the existing Tailings Disposal Facility (TDF) to provide increased permanent disposal capacity by maximizing use of areas within the existing U.S. Forest Service approved HECLA Greens Creek Mining Company (HGCMC) lease boundary for disposal of tailings and waste rock produced by existing operations. Discharge fill material into waters of the United States, including wetlands (WOTUS), for the extension of the existing TDF, relocation of the existing B-Road, relocation of the existing power line and substation, raising the embankment around and between Ponds 7 and 10, relocation of the existing freshwater collection system at Cannery Creek, and construction of a clear span bridge over Cannery Creek.
