Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2006-00200 Poltes Slough PN

    Expiration date: 4/14/2023

    Mr. Brett Nelson, Alaska Department of Transportation & Public Facilities (ADOT&PF), 2301 Peger Road, Fairbanks, AK 99709 states the purpose is to rehabilitate the runway to meet Federal Aviation Administration (FAA) standards and reestablish safe and efficient surfacing for aviation operations. Minimal surfacing remains, exposing the subbase and increasing safety concerns. Embankments have significant slope failures, which reduces the runway safety area below standard 150-foot width per FAA Advisory Circulars (AC) 150/5300-13B. The airport lighting system is beyond its projected 20-year useful life and has experienced prolonged outages due to system failures, requiring increasing levels of maintenance to remain operable. The airport access road has failing culverts and sections which become soft during the wet season, making access to the airport less reliable. Road rehabilitation will re-establish safe and reliable access to the airport. ADOT&PF is proposing to discharge up to 75,800 cubic yards of clean fill material to permanently impact 9.7 acres and temporarily impact 10 acres of aquatic resources in order to conduct rehabilitation operations of the Marshall Airport located in Marshall, Alaska. All work would be performed in accordance with the enclosed plan (Sheets 1–10), dated November 2022 to January 2023. Box 874645, Wasilla, Alaska 99654, email: matt_soloy@hotmail.com, telephone: (907) 232-9597, states the purpose is to create a permanent area to dispose of overburden and excess material and create a snow storage area associated with the development of 100 feet by 80 feet shop building and a 3-acre laydown yard in adjacent uplands. Overburden would be the result of developing adjacent uplands for a shop and a laydown yard. To discharge 7,000 cubic yards of overburden in 1.38 acres (500 feet by 120 feet) of palustrine wetlands to create a permanent area to dispose overburden and as snow storage. The proposed fill is associated with the development of adjacent uplands for a 100 feet by 80 feet shop building and a 3-acre laydown yard. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated January 10, 2023.   • Revised Public Notice, POA-2003-00502-M20, Knik Arm

    Expiration date: 3/21/2023

    On September 6, 2022, the U.S. Army Corps of Engineers, Alaska District published a public notice for Department of the Army (DA) permit number POA-2003-00502-M20, Knik Arm for a DA permit application from the Municipality of Anchorage, Port of Alaska (Port), to remove approximately 900 feet of unstable bulkhead and fill at the north end of the Port referred to as the North Extension Stabilization Step 1 (NES1) project. This public notice has been revised to include the following two changes:  1) The existing sheet pile bulkhead would likely become unstable as the impounded soil material is removed, so the contractor has proposed installing temporary support piles along the front of the bulkhead to safely stabilize the existing sheet pile wall during material removal (see below figure). Working on one-third of the bulkhead at a time, the contractor would start by using a vibratory hammer to install 27 temporary support piles, 24-inches to 36-inches in diameter, evenly spaced along the southernmost third of the sheet pile bulkhead. With the support in place, the contractor would begin excavation and demolition at the southernmost cell using a combination of land-side and sea-side mechanical excavation. After excavating enough material to be able to safely remove the bulkhead, the contractor would remove the sheet piles and the temporary support piles with the vibratory hammer, utilizing a work barge to haul off the removed sheet piles. The contractor would then move the 27 temporary piles northward to the next one-third of the bulkhead to repeat the process. These actions would be repeated three times in total. 2) The contractor proposes to increase the potential volume of dredged material below the waterline from 1.2 million cubic yards to 1.35 million cubic yards, as a contingency in case it is necessary to dredge deeper than originally anticipated to remove or cut-off the sheet-pile below the mudline. This would increase the potential total volume of material to be disposed of in the Anchorage Harbor in-water disposal site by 150,000 cubic yards. Also, it is now estimated that the material to be removed above the waterline would approximate 115,000 cubic yards, as opposed to the 130,000 cubic yards originally estimated, for a total of approximately 1.465 million cubic yards of material to be removed in association with the project. The project site is in Knik Arm, at the Port of Alaska, within Section 7, T. 13 N., R. 3 W., Seward Meridian; USGS Quad Map Anchorage A-8; Latitude 61.233499º N., Longitude 149.985068º W.; in Anchorage, Alaska.     Tanaku Lodge (Mr. James Benton) states the purpose is to provide safe and reliable navigation and moorage of small recreational vessel at the Tanaku Lodge. To dredge 420 cubic yards of marine sediment from the seafloor adjacent to an existing moorage float to a depth of minus 8-feet mean low low water. The applicant is proposing in-water disposal of the dredged material at the Port Althorp Dredge Disposal Area. The proposed dredging would take place at the same time as a planned Civil Works Program dredging project by the U.S. Army Corps of Engineers (Corps) in the vicinity of this project. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated January 2023.   • POA-2023-00061 Jarvis Creek PN

    Expiration date: 3/15/2023

    Clifford Baker, Fort Greely, P.O. Box 31310, Fort Greely, AK 99731 states the purpose is to repair an eroded section of the Ammunition Holding Area (AHA) Patrol Road, stabilize the west bank of Jarvis Creek, and prevent erosion of the Fort Greely AHA, security fence, and the Patrol Road. The proposed project would stabilize a 1,350-foot length of the west bank of Jarvis Creek. Approximately 3,000 cubic yards of riprap and 635 cubic yards of clean gravel would be placed along the bank, including below ordinary high water, to re-establish the eroded section of the patrol road and the adjacent three (3) feet buffer between the road and streambank. All work would be performed in accordance with the enclosed plan (sheets 1–4), dated February 2023. The project site is located within Sections 12 & 13, T. 11 S., R. 10 E., Sections 7 & 18, T. 11 S., R. 11 E., Fairbanks Meridian; Latitude 63.9704º N., Longitude 145.6836º W.; within Fort Greely, Alaska. From Delta Junction drive south on the Richardson Highway for 4.2 miles. Turn left at the gate to Fort Greely. Pass through the security gate and continue straight for 0.4-mile. Turn left onto Robin Road and continue for 0.1-mile. Turn right onto Arctic Avenue and follow 0.75-mile to the T-intersection. Take a left and continue for 0.4-mile. Take a right onto the unnamed road. Drive 0.5-mile. The north end of the stabilization project will be on your left. Access to Fort Greely is restricted and requires checking in with the Army.
