Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2021-00278 Glacier Creek PN

    Expiration date: 7/24/2023

    Glacier View LLC, Attention: Tim Cabana, P.O. Box 201 Girdwood, Alaska 99587, states the purpose is to construct multi-family housing in Girdwood, Alaska. Construction of multi-family homes including house pads, access driveways, and parking areas. Specifically, the work to include discharge of fill material into 1.03-acres of palustrine wetland for construction of five (5) approximately 120-foot-long by 48-foot-wide building pads. The western two building pads will have an approximately 122-foot-long by 20-foot driveway leading to the pads and the southern three building pads will have a driveway and parking area approximately 151-linear feet on the eastern edge. Additionally, construction of an “L” shaped access 20-foot-wide road in palustrine wetlands within the southern portion of the parcel for construction of subdivision in uplands approximately 183-linear feet in the going north to south and 96-linear feet from west to east.   • POA-2012-00556-M3 Captains Bay PN

    Trident Seafoods Corporation, Jarred Brand, 5303 Shilshole Avenue NW, Seattle, WA 98107, states the purpose is to provide the needed area to support a new seafood processing facility and associated gear storage for Trident’s commercial fishing vessels in Unalaska. The applicant proposes to discharge 50,000 cubic yards of fill (43,192 cubic yards of shot rock and 6,808 cubic yards of armor rock) into 2.1 acres below the high tide line (HTL, 4.7 foot above the 0.0 foot contour) and mean high water mark (MHWM, 3.4 foot above the 0.0 foot contour) of Captains Bay, a navigable water of the U.S., north of the existing fill on-site (North Area) and 120,000 cubic yards of fill material (113,152 cubic yards of shot rock and 6,848 cubic yards of armor rock) into 5.2 acres below the HTL and MHWM south of the existing site (South Area) for expansion of the existing gravel production facility for use as a seafood processing facility with associated storage.     Expiration date: 7/17/2023

    Devin den Boer, J T Mining, Incorporated (JTMI), a subsidiary of HighGold Mining, Incorporated, states the purpose is to provide safe and practical access to the JT mineral deposit for the purpose of completing underground advanced exploration drilling. The applicant proposes to discharge a total of 14,872 cubic yards of general embankment fill and 13,000 cubic yards of surfacing material into 9 acres of waters of the U.S. (WOTUS), including wetlands, to construct a portal access road and airstrip, and to fill 1,470 linear feet of streams by installing culverts. The proposed activity would discharge 2,686 cubic yards of general embankment fill and 4,662 cubic yards of surfacing material into 3.6 acres of wetlands for the construction of the 2.3-mile-long portal access road. The applicant proposed to discharge 12,186 cubic yards of general embankment fill and 8,338 cubic yards of surfacing material into 5.4 acres of wetlands for realignment and extension of the existing airstrip. All work would be performed in accordance with the enclosed plan (sheets 1-17), dated April 27, 2023.   • POA-2023-00271 Gastineau Channel Revised Public Notice

    On June 1, 2023, the U.S. Army Corps of Engineers, Alaska District published a public notice for Department of the Army (DA) permit number POA-2023-00271, Gastineau Channel for a DA permit application from Garrett Johnson, discharge fill material into forested wetlands and perennial streams to construct multi-family housing units. The project site is located within Section 32, T. 40 S., R. 66 E., Copper River Meridian; USGS Quad Map Juneau B-2; Latitude 58.360434º N., Longitude 134.544145º W.; USS 1568, TR B1, 7400 Glacier Highway, in Juneau, Alaska. The public notice comment expiration dated is hereby extended to June 30, 2023. All other information contained in the previous notice remains the same.   • POA-2022-00511 Bonanza Creek PN

    Alaska Department of Transportation and Public Facilities, Division of Design and Engineering Services, Point of Contact William Kulash, 2301 Peger Road, MS-2550-07, Fairbanks, Alaska 99709, states the purpose is to improve safety of the Dalton Highway between MP 120 and MP 135 using current design standards. The project area requires frequent major maintenance operations due to design and safety issues such as narrow roadway, lack of shoulders, substandard embankment material, thawing permafrost, substandard horizontal and vertical geometric features, lack of pullouts for chain-up areas, and major drainage issues. In some areas, where it is not pragmatic to meet current design standards, design exceptions and waivers have been approved by the Federal Highway Administration (FHWA). The proposed repairs and upgrades consist of 55.38 acres of permanent impacts from the discharge of approximately 729,075 cubic yards of fill and 16.72 acres of temporary impacts from the discharge of 136,707 cubic yards of fill into waters of the U.S. (WOTUS), including wetlands, consisting of the components as described in Tables 3 and 4. The Alaska Department of Transportation and Public Facilities (DOT&PF) Northern Region is seeking to improve safety of the Dalton Highway between MP 120–135 using current design standards. This Dalton Highway MP 120–135 Reconstruction Project (project) includes structural embankment replacement, realignments, widening, and resurfacing of the15-mile segment. This is the first phase of a multi-phase project along the Dalton Highway between MP 109-144. All work would be performed in accordance with the enclosed plan (sheets 1-39), dated May 11, 2023. The project extends from mileposts (MP) 120 to MP 135 of the Dalton Highway and includes the Bonanza Creek Material Site at MP 124.5 and the Coldfoot Quarry at MP 172.6. The project midpoint is at Latitude 66.698101º N., 150.664202º W. The project endpoints are at Latitude 66.601134º N., 150.718413º W. and Latitude 66.780075º N, Longitude 150.687711º W.
