Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2023-00343 Kuparuk River PN

    Expiration date: 8/24/2023

    Ms. Keri Iles, Hilcorp North Slope, LLC, 3800 Centerpoint Drive, Suite 1400, Anchorage, Alaska 99503 states that the purpose is “the current pipeline and header system limit the capacity to produce economic wells at L, V, W, and Z pads. The purpose of this project is to improve flow from EWE [Eileen West End] Junction to GC2 [Gathering Center 2] through the installation new production and new gas lift line. The new EWE pipelines will reduce existing constraints and improve capacity for the pursuit of economic wells at these pads.” Hilcorp North Slope, LLC (Hilcorp) is proposing the installation of two new pipelines between Gathering Center 2 (GC2) and Eileen West End (EWE) located in the Western operating area of the Prudhoe Bay unit. The two pipelines as proposed will be approximately 35,000 feet long with one pipeline being 30 inches in diameter and the second pipeline being 14 inches in diameter and would be placed on a combination of new and existing vertical support members and horizontal support members. In addition to the installation of two new pipelines a pad expansion will be required at EWE junction to support pipeline tie-in infrastructure. The project as proposed will cumulatively discharge up to 13,000 cubic yards of clean gravel material from Kuparuk Mine Site C and supplemented with clean reclaimed gravel material from the Kuparuk River and 2,000 cubic yards of a sand/slurry mixture impacting 1.4 acres of palustrine emergent wetland.   • POA-1938-00006 Orca Inlet PN

    Expiration date: 8/23/2023

    The City of Cordova, Public Works, 602 Railroad Avenue, Cordova, Alaska 99574; Contact: Ms. Sam Greenwood, (907) 424-6231, publicworks@cityofcordova.net states the purpose is to improve the Cordova Harbor and return it to a state of good repair. The project is needed to offer safe vessel mooring and better accommodate the current and future commercial fishing industry and associated freight to protect the local economy. The City proposes to remove all five concrete main walk floats and associated piles, all three timber trestles and associated piles, and the concrete seaplane float and associated piles from the southern portion of the harbor which were constructed in 1983 with an anticipated service life of 25 years. After removal of this harbor infrastructure, the City proposes to construct five main walk floats each with an end float and numerous stall floats arranged in two complexes, two 8-foot-wide main walk floats connecting the main walk floats and gangways, two 6- foot-wide by 80-foot-long Americans with Disabilities Act (ADA) compliant pedestrian gangways, one of which connects to a 16-foot by 32-foot gangway float, and the other connects to a 16-foot by 20-foot gangway float. The project site is located within Section 28, T. 15 S., R. 3 W., Copper River Meridian; Latitude 60.54358° N, Longitude 145.76418° W; South Harbor; in Cordova, Alaska.

  • POA-2019-00066 Gastineau Channel PN

    Expiration date: 7/22/2023

    Chilkat Vistas LLC (Mr. Michael Heumann), 1015 Otter Run, Juneau, AK 99801, states the purpose is to extend an existing subdivision to allow for nineteen additional single-family residences. To discharge 2,078 cubic yards of shot rock, 403 cubic yards of 2-inch rock, and 113 cubic yards of asphalt into 0.73 acres of wetlands to extend a road by 550 feet for additional residential housing. Several seasonal streams would also be rerouted into storm drains. All work would be performed in accordance with the enclosed plan (sheets 1–6), dated April 27, 2023. The project site is located within Section 8, T. 41 S., R. 67 E., Copper River Meridian; USGS Quad Map Juneau B-2; Latitude 58.3453° N, Longitude 134.4904° W; in Juneau, Alaska.   • POA-2023-00300 Stikine River PN

    Expiration date: 7/31/2023

    BW Enterprises, Attention: Brett Woodbury, P.O. Box 2121, Wrangell, AK 99929, states the purpose is to obtain sand and gravel meeting specifications for aggregate materials for use by the applicant’s commercial earthwork operations. The applicant proposes to perform work in navigable waters of the United States. Specifically, the applicant proposes to dredge up to 25,000 cubic yards of sand and gravel materials from three separate locations within the Stikine River; utilizing a hydraulic excavator located on a 28 foot by 80 foot barge. The three locations total 456.88 acres. Site A contains 76.88 acres, Site B contains 60 acres, and Site C contains 320 acres. The applicant states that dredging will create no side slopes during dredging as the river immediately refills the dredged area by sedimentation and hydraulic action. The dredged material will be stockpiled in an upland location as shown in the enclosed plan. All jurisdictional work shall only occur between June 15th through November 15th for Site A and Site C, and May 1st through June 15th for Site B. All work would be performed in accordance with the enclosed plan (sheets 1–6), dated June 27, 2023. The proposed project has three separate dredging locations, all are located within the Copper River Meridian; USGS Quad Map Petersburg C-2; near Wrangell, Alaska.     Glacier View LLC, Attention: Tim Cabana, P.O. Box 201 Girdwood, Alaska 99587, states the purpose is to construct a commercial development including a hotel and a hardware store in Girdwood, Alaska. Construction of a commercial development including hotel, hardware store, parking lots, access roads, and sidewalks. Specifically, the work within to include discharge of fill into 1.57-acre of palustrine wetlands to construct an approximately 115-foot-long by 70-foot-wide fill pad for the hotel, approximately 120-foot-long by 67-foot-wide fill pad for the hotel parking lot, approximately 270-foot-long by 24-foot-wide driveway for the hotel, an approximately 353-foot-long by 24-foot-wide access road connecting the commercial development, approximately 250-foot-long by 5-foot-wide sidewalk, and an approximately 224-foot-long by 98-foot-wide fill pad encompassing the hardware store and hardware store parking lot. All work would be performed in accordance with the enclosed plan (sheets 1-6), dated June 9, 2023.
