Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2026-00030 Glenn Gulch PN

    Expiration date: 8/10/2026

    Tintina Gold Company LLC, Shane Holmberg; stated the purpose is to operate a mechanical placer mine within aquatic resources of Glenn Gulch and Flint Creek to extract gold. PROPOSED WORK: The applicant proposes a 10-year phased placer mining operation impacting approximately 35 acres. The work would involve mechanized clearing, stripping of overburden, excavation of pay gravels, and the progressive reclamation of mined areas. All work would be performed in accordance with the enclosed plan (sheets 1-17), dated April 2026. Note: the yearly timing of each mining phase is subject to change.   • POA-2020-00112 South Harbor Cove PN

    Expiration date: 7/23/2026

    Chris Piburn, Piburn Investment Properties; stated the purpose is to construct a building with an office space and rental rooms on top of the office space to be leased for the growing mariculture industry in Southeast Alaska. PROPOSED WORK: The proposed building footprint is 35 feet by 100 feet. The proposed building would be two (2) stories. The lower level is intended to support marine-oriented commercial uses, including survey and engineering office space and harbor-oriented retail uses. The upper level is intended to provide short-term lodging accommodations serving fishing lodge guests, guides, and other marine-related visitors. All of the work would occur during the lowest tidal cycle feasible excluding dredging. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated June 26, 2026.   • POA-2026-00097 Norton Sound PN

    Expiration date: 8/7/2026

    City of Stebbins, John Nashoanak; stated the purpose is to provide the community of Stebbins with year-round access to potable water and a sanitary wastewater disposal system. The project is needed to address critical sanitation deficiencies in the community, including the lack of ADEC-permitted drinking water, an over-capacity and failing honeybucket disposal site, and a failing septic system. PROPOSED WORK: The City of Stebbins proposes to construct and operate new water and wastewater systems. The work includes the permanent discharge of fill material into wetlands and other waters of the U.S. to construct a new water intake, a raw water transmission line (RWTL), a sewer force main, a sewage lagoon access road, and a new sewage lagoon system.   • POA-2026-00208_Miluveach River PN

    Expiration date: 8/3/2026

    Alan Johnson, Oil Search Alaska, LLC.; stated the purpose is to develop the Quokka Unit leasehold, to access and extract commercial quantities of liquid hydrocarbons, to facilitate the production, processing, and transportation of sales quality oil by pipeline to the Trans Alaska Pipeline. PROPOSED WORK: The applicant proposes the construction of two drill site pads, a central processing facility, tie in pad access roads, screeding, as well as infield, import and export pipeline infrastructure.   • POA-2025-00495 Noatak River PN

    Expiration date: 7/31/2026

    Alaska Department of Transportation & Public Facilities, Ms. Kerri Martin; stated the purpose is to relocate the Noatak Airport, which is threatened by ongoing erosion from the Noatak River. The relocation is necessary to ensure safe and reliable air transportation for the village of Noatak, which is essential for receiving fuel and supplies. PROPOSED WORK: The applicant proposes to discharge 698,073 cubic yards of excavated gravel from the Noatak River into 87.44 acres of waters of the United States, including wetlands, to construct a new airport and associated infrastructure, resulting in permanent wetland impacts of 164.94 acres.
