Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2026-00117 Gastineau Channel PN

    Expiration date: 7/13/2026

    Jenny Smith, City and Borough of Juneau, stated the purpose is to extend the existing seawalk from the Franklin Dock to the AJ Dock to provide safe and continuous pedestrian access between cruise vessels moored at the AJ Dock and Downtown Juneau. PROPOSED WORK: The proposed work includes the demolition and permanent removal of several existing waterfront structures. Specifically, the work involves the removal of a 27-foot by 100-foot transfer bridge, a 16-foot by 120-foot dock, a 10-foot by 90-foot moorage float, a 5-foot by 75-foot gangway, and a 5-foot by 55-foot gangway. Associated mooring dolphins and abandoned piles will also be removed. All demolished structural components will either be salvaged or disposed of at an approved offsite facility. In the event that any existing timber piles break during extraction and cannot be fully removed, they will be cut off flush at the mudline. A detailed list of the pilings and sizes is sown on sheet 6 of 10 in the associated project drawings. All work would be performed in accordance with the enclosed plan (sheets 1-0), dated March 2026.   • POA-1937-00008 Gastineau Channel PN

    Expiration date: 7/10/2026

    Matthew Lindsey, Petro Marine Services, stated the purpose is to replace an existing pile-supported T-dock and fuel float with a new pile-supported T-dock and construct improvements to existing fuel lines. PROPOSED WORK: Petro Marine Services proposes to replace the existing pile-supported T-dock with a new pile-supported T-dock. The existing tied-back timber retaining wall near shore would be removed entirely and replaced with an armor rock slope revetment. New utilities and fuel lines would be installed. The existing pile-supported fuel dock, fuel float, mooring and breasting dolphins and timber retaining wall near shore would be removed in their entirety. All work would be performed in accordance with the enclosed plan (sheets 1-8), dated August 2025.   • POA-2026-00090_Little Meadow Creek PN

    Expiration date: 7/1/2026

    Alaska Department of Transportation and Public Facilities (ADOT): Issac Kelsey; stated the purpose is to complete the roadway connection between Church Road and Pittman Road, which is the next link in the east-west corridor that goes from Palmer to Houston. The project would provide a roadway alignment for vehicles to travel east and west, an alternate route to the Parks Highway, improve overall traffic circulation in the area, and provide pedestrian facilities. The project is part of the Matanuska-Susitna Borough (MSB) Long-Range Transportation Plan adopted in 2017. PROPOSED WORK: ADOT is proposing to place 17,000 cubic yards (cy) of fill material in 3.51 acres of palustrine wetlands and 95 cy of fill in 280 linear feet of perennial streams to complete the Seldon Road extension from the Phase I terminus at the West Beverly Lakes Road intersection west to Pittman Road. All work would be performed in accordance with the enclosed plan (sheets 1 and 3 dated February 24, 2023; sheets 2, 2.1, and 2.2 dated May 13, 2026; sheet 4 dated November 10, 2025; sheets 5, 6, and 9 dated January 5, 2026; sheet 7 dated February 2, 2026; and sheet 8 dated January 30, 2026).   • POA-2020-00293_SagavanirktokRiverPN

    Expiration date: 6/11/2026

    Peter Nagel, Alyeska Pipeline Service Company; stated the purpose is to advise the public that the following request associated with the Trans-Alaska Pipeline System (TAPS) Material Mining for Contingency Stockpiling, has been submitted for a Department of the Army (DA) permit under the provisions of Section 10 of the Rivers and Harbors Act of 1899, and Section 404 of the Clean Water Act. PROPOSED WORK: The applicant proposes to discharge approximately 150,000 cubic yards of alluvial gravel in up to 126 acres below the ordinary high water mark of the Sagavanirktok River in order to mine gravel from a gravel bar. All work would be performed in accordance with the enclosed plan (sheets 1-8), dated May 19, 2026. Extracted gravel would be hauled for long-term stockpiling on a nearby, existing gravel pad adjacent to the Trans Alaska Pipeline.   • POA-2020-00525 Tongass Narrows PN

    Expiration date: 6/15/2026

    Jill Cowan stated the purpose is to have a clear area to gain access to the rear of the house for general maintenance. PROPOSED WORK: The applicant proposes to excavate approximately 1,200 cubic yards of rock and 350 cubic yards of soil from 0.041-acre of palustrine wetlands from the northwest corner of the property and discharge approximately 1,550 cubic yards of that material into 0.082-acre of palustrine wetlands along the southern edge of the property to create a flat yard space in front of the existing house pad. This is an extension of work that was previously permitted under Nationwide Permit 29 on April 8, 2021. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated May 7, 2026.
