Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2020-00066 BeaufortSea PN

    Expiration date: 6/25/2025

    ConocoPhillips Alaska, Inc., stated the advise the public that the following request associated with the Oliktok Dock Dredging Project has been submitted for a Department of the Army (DA) permit under the provisions of Section 10 of the Rivers and Harbors Act of 1899, Section 404 of the Clean Water Act, and/or Section 103 of the Marine Research, Protection, and Sanctuaries Act of 1972, as amended. In Executive Order (EO) 14156 the President declared a national emergency under the National Emergencies Act (50 U.S.C. 1621) based upon the finding that the United States’ insufficient energy production, transportation, refining, and generation constitutes an unusual and extraordinary threat to our Nation’s economy, national security, and foreign policy. The U.S. Army Corps of Engineers (Corps), Alaska District has found that this permit request meets the terms of EO 14156 and is therefore subject to special emergency permitting procedures to address an energy supply situation which would result in an unacceptable hazard to life, a significant loss of property, or an immediate, unforeseen, and significant economic hardship if corrective action requiring a permit is not undertaken within a time period less than the normal time needed to process the application under standard procedures. PROPOSED WORK: The proposed project would involve annual screeding of approximately 2.5 acres and annual dredging of approximately 5.84 acres between May 1 and October 31 in the Simpson Lagoon to provide vessels access to the Oliktok Dock and to maintain continued seawater flow at the Seawater Treatment Plant intake bays. A maximum of up to 10,000 cubic yards of material would be dredged and disposed of at 5 upland locations above the high tide line for erosion control. All work would be performed in accordance with the enclosed plans.   • POA-2024-00584 Tanana River PN

    Expiration date: 6/20/2025

    Tim Sponseller, Fort Wainwright Directorate of Public Works, stated the purpose is to develop year-round access to the Tanana Flats Training Area (TFTA) and the Blair Lakes Range Complex (BLRC) via a 24.2-mile double-lane gravel road. Currently, the Tanana River Bridge near Salcha provides year-round access to the TFTA for aircraft and low ground pressure vehicles, and seasonal access for higher ground pressure vehicles via an unimproved winter trail extending from the bridge to the TFTA and BLRC. A gravel road designed and constructed to provide reliable, year-round access would enable the Army to better utilize the TFTA and the BLRC and thus more readily support the Army’s Arctic Strategy. PROPOSED WORK: Construction of the road would involve the discharge of clean gravel fill into 35.2 acres (30,905 linear feet) of wetlands and other waters. The proposed gravel road would follow the unimproved winter trail that is currently used to access TFTA and BLRC (see Sheets 1 through 26). The winter trail was established between 2015 and 2022 by clearing vegetation, masticating the cuttings, and leaving them on the trail.   • POA-2010-00163 Wrangell Narrows PN REVISION

    Expiration date: 6/3/2025

    On October 2, 2024, the Alaska District U.S. Army Corps of Engineers published a public notice for Department of the Army (DA) permit number POA-2010-00163, Wrangell Narrows for a DA permit application from Petersburg Borough, to construct a new boat haul out ramp and extend the existing rock jetty at Scow Bay to develop the site into a functional boat haul out and work yard with a dedicated ramp with capacity for a 100-ton hydraulic trailer, a boarding float, a vessel washdown area, and associated utilities. The project site is located within Section 4, T. 59 S., R. 79 E., Copper River Meridian; Latitude 56.7806º N., Longitude 132.9727º W.; 290 Mitkof Highway near Petersburg, Alaska. The proposed project now includes a 0.7-acre larger footprint in inter/subtidal waters and an updated project description.

  • POA-2025-00030 Center Creek PN

    Expiration date: 6/9/2025

    Shawn Pomrenke, Northwest Golddiggers, stated the purpose is to hydraulic placer mine for gold recovery, and sales of gravel and sand in Nome, Alaska. PROPOSED WORK: The current proposal involves development of the Northern Queen Gold Mine, encompassing 100.74 acres for mining and a 30.00 acre disposal area. The Mine Area includes 47.73 acres of palustrine wetlands, 49.17 acres of uplands, and 3.84 acres of open water. The Disposal Area consists of 9.70 acres of open water, 6.20 acres of palustrine wetlands, 5.50 acres of uplands, 8.60 acres of lotic riparian wetlands, and 0.20 acres of Center Creek stream channel. Total impacts would involve 130.74 acres of wetlands and uplands. The applicant proposes to hydrologically mine approximately 3,713,364 cubic yards of overburden and 1,125,000 cubic yards of pay material, estimating that 30% of the mined material would be saleable sand and gravel. The project is expected to yield 56,000 ounces of gold and take six years to complete.   • POA-2008-00618 Noatak River PN

    Expiration date: 5/19/2025

    Toby Drake, Drake Construction, Incorporated, stated the purpose is to extract sand and gravel materials for use in support of Alaska Department of Transportation & Public Facilities (Alaska DOT&PF) roadway projects in Kotzebue, Alaska and other entities and communities. PROPOSED WORK: The applicant is requesting authorization to continue sand and gravel extraction activities at the Noatak River Gravel Pit Project. Continuation of extraction activities would require the mechanized land clearing of 7.5 acres of previously undisturbed wetlands. Total impacts from this proposal and previous activities of the Noatak River Gravel Pit Project would total approximately 25 acres. The estimated life of the project is five (5) years, providing an estimated 300,000 cubic yards of material. Work is scheduled to occur seasonally between May and October each year. All work would be performed in accordance with the enclosed plan (sheets 1-8), dated April 2, 2025.
