Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-1980-454-M5, Beaufort Sea

    Expiration date: 4/30/2015

    The lateral extent and scope of work will remain the same as currently authorized under POA-1980-454-M4. The lateral extent of permitted impacts will not change from the existing permit, i.e. the mine boundaries and footprint will stay the same at 349 acres. The intent of the proposed modification to the existing permit is to, 1) extend the permit expiration date to May 31, 2020 2) Extract an additional 5.5 million cubic yards of gravel by excavating an additional -30 feet within the existing permitted mine footprint, 3) modify the existing Mining and Rehabilitation plan. The purpose of the work is to provide for continued gravel extraction at the existing PUT 23 mine in support of the oil and gas industry on the North Slope.   • POA-2015-159, Ugnuravik River

    Expiration date: 5/13/2015

    Stephen Brashear, ConocoPhillips Alaska, Inc.'s stated purpose is to construct five new roads to provide maintenance access to the landing approach lights at the Kuparuk Landing Area (KLA). PROPOSED WORK: The placement of 21,365 cubic yards (cy) of clean gravel fill into a total of 3.44-acres of jurisdictional palustrine emergent wetlands for the construction of five gravel roads. Each road would be 40-feet wide at the toe with a 90-feet diameter turn around area at the end.   • POA-2015-197, Portage Cove

    Expiration date: 5/14/2015

    Front Street LLC requests authorization for the following work: Discharge approximately 25,030 cubic yards of gravelly sand with silt and 2,600 cubic yards of riprap/armor rock (dredged and/or fill material) into approximately 1.16 acres of waters of the United States below the plane of the high tide line (approximate elevation +21.2 feet above the 0.0 foot contour) and mean high water mark (approximate elevation +15.8 feet above the 0.0 foot contour) to construct a marine repair and boat storage facility, office and retail space, recreational vehicle park, and restaurant/bar. All work would be performed in accordance with the enclosed plan (sheets 1-6), dated March 2015. Front Street LLC’s stated purpose is to provide safe and efficient movement of marine vessels from the Haines Harbor for storage, maintenance, and repair, including commercial and retail space.   • POA-2006-545, Multiple Waterways

    Expiration date: 5/8/2015

    Great Land Trust proposes to preserve the 5 acre site. The purpose of the preservation is to protect high value habitat consistent with the State of Alaska Anchorage Coastal Wildlife Refuge Management Plan, the Municipality of Anchorage Wetland Management Plan and Great Land Trust’s 2010 wetland prioritization. The goal of the mitigation site is to provide appropriate mitigation for impacts, within the authorized service area, by providing wetland preservation. The ILF Sponsor plans to establish this mitigation site by preserving all onsite wetlands. The sponsor has proposed, for purposes of Section 10 of the Rivers and Harbors Act and/or Section 404 of the Clean Water Act, that the geographic service area of this mitigation site would include the portions of the USGS Hydrologic Unit Code 19020401 that are within the Municipality of Anchorage and the portions of USGS Hydrologic Unit Code 1902030207, Turnagain Arm that are within the Municipality of Anchorage.   • POA-1966-51-M2, Kustatan River

    Expiration date: 4/23/2015

    Cook Inlet Pipe Line Company (CIPL),owned by Harvest Alaska, LLC (Harvest) proposes to modify permit number POA-1966-51-M1 to allow for 6 additional months to complete removal and reclamation of a 1.2 acre temporary fill pad. CIPL, owned by Harvest Alaska, LLC (Harvest) discharged up to 8,000 cubic yards (cy) of clean gravel into 1.2 acres of jurisdictional wetlands for the purpose of constructing a 1.2 acre temporary gravel pad which supported a work area for the HDD rig and all associated equipment. The gravel pad was constructed of geotextile material and gravel, on top of the existing vegetation. Construction of the pad was completed. Reclamation of the gravel pad site was scheduled for March 2015. The applicant proposes to complete reclamation by the end of September 2015. CIPL’s stated purpose is to replace a section of a buried 20-inch crude pipeline using horizontal directional drilling (HDD) methods. Please contact Katherine A.
